1 PERSATUAN SAINS SOSIAL MALAYSIA (PSSM) The 10 th International Malaysian Studies Conference (MSC10) GLOBALIZATION AND REGIONALISM: MALAYSIA IN ASEAN COMMUNITY BUILDING Date Venue August 2016 (Monday-Wednesday) Universiti Malaysia Sabah (UMS) Kota Kinabalu, Sabah MSC10 CONVENORS Persatuan Sains Sosial Malaysia (Malaysian Social Science Association PSSM), in cooperation with UMS s Faculty of Faculty of Humanities, Arts and Heritage, Institute of Malaysian and International Studies (IKMAS), and Faculty of Social Sciences and Humanities, UKM will be convening the 10 th International Malaysian Studies Conference (MSC10) from August, 2016 in Universiti Malaysia Sabah (UMS), Kota Kinabalu, Sabah. OBJECTIVES 1. To bring together scholars, both Malaysians and Malaysianists, for the purpose of scholarly exchange and interaction based on their research findings and reflections on Malaysia. 2. To analyse issues and problems relating to contemporary Malaysia, and to compare the Malaysian experience with that of various countries especially in the context of ASEAN Community Building 3. To examine the state of Malaysian studies and to suggest ways for its advancement, within the broader context of ASEAN Studies. BACKGROUND With accelerated globalization in the 21 st century, people across the region and the world are now more connected than ever before. Flows of people, capital, goods, services, technology, news, views, ideas, ideologies etc. take place continuously across borders. Actors across the region and the world are not just states, private corporations and multilateral institutions but also non-state actors. Civil society as a key non-state actor has emerged as an important institution in ensuring checks and balances on governments, private sector and multilateral institutions. Their role is very significant in ensuring a
2 globalization that has a human face, and also in ensuring regionalism and regional community building integrate the perspectives from below besides those from above. 2 ASEAN as a centerpiece of Asian regionalism has to grapple with globalization. It has offered leadership in three ways. First, it is the institutional hub around which new and wider regional institutions have been anchored and established. Hence, the expressions: ASEAN Regional Forum, ASEAN Plus Three, ASEAN Plus Three Plus Three (East Asian Summit), etc. Second, some of the processes and approaches originally developed by ASEAN have been adopted by new regional institutions such ARF, APT and APEC. However today, there are signs of growing dissatisfaction with the leadership of ASEAN in Asian regional institutions. This is due to several reasons. First, the credibility of ASEAN as a regional organization has not recovered from the blow it received in the Asian financial crisis. Disputes among ASEAN members have created the image of a house divided against itself. Second, this lack of internal cohesiveness has coincided with the simultaneous rise of China and India, hence contributing to the relative decline, of ASEAN in the Asian balance of power. Third, Asian regional organizations face a number of transnational challenges that require a wider regional perspective and approach and greater dose of resources than what ASEAN itself can provide. Having said these, ASEAN is nevertheless making an effort towards building a community that will embrace the Southeast Asian diversity, and act as a counterweight in the regional balance of power. These and other questions should be addressed in a critical and scholarly manner using the perspectives of the social sciences and the humanities, and applied to the contemporary Malaysian situation considered from the broader perspective of the ASEAN region. In so doing, the Conference is departing somewhat from its previous traditionally Malaysiancentric concerns although these were not parochial or inward looking towards a broader regional approach consistent with the developments of the time. Hence, the rationale for the current 10 th International Malaysian Studies Conference (MSC10). THEME AND SUB-THEMES In light of the above, MSC10 has set as its theme, Globalization and Regionalism: Malaysia in the Context of ASEAN Community Building, in order to provide a forum where these and related issues can be critically discussed. The theme is broadly conceived so as to avoid a seemingly narrow focus. Thus even contributions which are not directly related to the theme, but occur within the broader scope of Malaysian and ASEAN studies, are also welcomed including comparative studies on Malaysia and other countries within and beyond the region.
3 3 Papers can be submitted on, though not necessarily limited to, the following sub-themes: 1. Globalization and regionalism 2. Community building in ASEAN 3. Contestations, youth, media and popular culture 4. Critical issues in geography, human development and the environment 5. Economic development, poverty and social inequality 6. Education, national development and transformation 7. Gender, sexuality and social transformation 8. Globalisation, international trade and foreign direct investment 9. Good governance, the political system, and the public sector 10. Identity, religion, multiculturalism and the nation-state 11. Indigenous and marginalised communities 12. Political developments, regionalism and international relations 13. Health, security, subsidies and quality of life 14. Revisiting literature, language and history 15. The role of social science knowledge in the context of critical transition CONFERENCE PROGRAMME The MSC10 programme will consist of panels of papers, organised as much as possible under a common theme. Each panel will consist of 3-4 paper presenters and a chair who will also serve as discussant. Participants are encouraged to form their own panels for MSC10, based on the sub-themes outlined above or on other selected topics of Malaysian Studies. PANEL PROPOSALS As has been the practice of past MSCs, there are three different channels of paper presentation, as follows: Institutional panels These are panels organised by institutions such as research institutes and faculties. Thematic panels These are panels organised by convenors on selected themes. The convenor is responsible for deciding the theme and organising the presenters. Individual panels These are panels consisting of individual paper presenters. Individual paper presenters are welcome to contribute. The Organising Committee will try to group such papers accordingly, either into a thematic panel if they fall under a common theme, or into omnibus panels, that is, panels that need not necessarily address a common theme. Individual paper presenters have to select one of the subthemes their papers fall under but the Organising Committee reserves the right to make the final decision. Note: As has been the practice in past MSCs, institutional panels will bear the institution s name, to raise the profile of the institution. In return, the institution has to pay an institutional registration fee of RM This does not include the registration fee for each individual paper presenter (see below). The participating institution may organise more than one institutional panel at no extra cost.
4 4 CAPACITY BUILDING FOR YOUNG SOCIAL SCIENCE SCHOLARS The MSC10 Organising Committee recognises the importance of capability and capacity building for young social science scholars (defined as candidates undertaking Master and PhD degrees and new postdoctoral scholars who have yet to publish extensively). Young scholars represent the hope and the future of Malaysian Studies. The Committee will set aside a number of panels for their presentations, and will invite senior scholars to be facilitators and comment on their papers. However, they have to abide by the same requirements of deadlines as other paper presenters for abstract submission and submission of full papers (see below). SUBMISSION OF ABSTRACTS Those intending to present papers at MSC10 a. Must submit an abstract proposal of 250 words to the MSC10 Secretariat, latest by 15 February b. The Committee will vet the abstract and inform the writer of its status by 15 March c. Soft copies of the full written papers ( words maximum) must be submitted latest by 31 May d. The selected papers will be compiled by the MSC10 organisers into a refereed proceedings. e. Those who plan to organise institutional or thematic panels must submit their panel abstracts of 250 words by the same date (15 February 2016). Individual paper abstracts must be submitted together with panel abstracts. The length of the paper abstracts will also be 250 words. To ensure the smooth running of the Conference, the Organising Committee reserves the right to accept or reject any panel or paper proposal. It is also the right of the Organising Committee to proceed with or call off any panel due to unforeseen circumstances. As with past practices, only those with full papers will be allowed to make presentations at the Conference. PowerPoint notes are not considered as papers. Roundtables or forums on selected topics that need not necessarily have written papers can only be organised by the MSC10 Organising Committee. REGISTRATION FEE i. 5 5 All Conference participants, including paper presenters, must pay the registration fee. On the basis of past experience, the procedure of payment of registration fees for MSC10 will be changed accordingly. Registration fees for individuals and panels will have to be paid when submitting the full papers. The latest date of payment will be 30 June 2016 together with the submission of the full papers. Participants whose fees are being paid by their institutions must produce the institution s letter of undertaking (or invoice) by the same date. Only those who have paid their fees by that date will have their abstracts printed in the programme book and listed in the conference programme and their papers compiled in the refereed proceedings. MODES OF PAYMENT Those in Malaysia who wish to pay their registration fees can transmit their payment in Malaysian ringgit by bank draft, money order or postal order, payable to Persatuan Sains Sosial Malaysia at the address below. Alternatively they can deposit the sum directly into the Association s bank account (see below), scan and or fax the receipt to the Association with their name and MSC10 printed on it, and bring the original receipt to the Conference as proof of payment. Please note that the practice of payment by personal cheque has been discontinued. Participants who reside overseas can transmit their payment in US dollars directly into the Association s bank account and fax a copy of the receipt to the Association with their name and MSC10 printed on it. The payer, however, must bear any bank charges incurred in the transaction and must bring the original receipt to the Conference as proof of payment. The MSC10 Organising Committee also encourages ordinary participants, i.e. non-paper presenters. The registration fee is the same. However, they can pay their registration fee latest by 30 June, Only under exceptional circumstances will the Conference accept walk-in participants. ALL REGISTRATION FEES ARE NOT REFUNDABLE. 6 6 MSC10 PARTICIPATION REQUIREMENTS Those who have committed themselves to participate in MSC10 as paper presenters or ordinary participants but fail to turn up at the Conference without valid reasons and without informing the Committee in good time will be barred from participating in MSC11. This requirement is to enhance the integrity of MSCs. ACCOMMODATION The Secretariat is making arrangements for a special rate for MSC10 participants at a number of hotels in and around UMS in Kota Kinabalu.
