1 HEW 8 Position Title Reports to Organisational Unit Position Statement/Purpose Organisational Context and Relationships Location/Campus Organisational Development Consultant General Manager, People and Organisational Development People and Culture Working closely with a portfolio of business areas of the University, and with the aim of building and enhancing the capability and performance of the University workforce, the Organisational Development Consultant provides strategic advice on workforce capability development and develops and drives innovative approaches to organisational development initiatives. The position is also responsible for the delivery and management of a portfolio of learning and organisational development projects, programs and services at both the operational and strategic levels. Within the University the position: works closely with business areas, including senior leaders. works closely with P & C Consultants and staff in the Centre for Collaborative Learning and Teaching is managed by the General Manager, People and Organisational Development. provides informal leadership to the OD Coordinator Outside the University the position liaises with coaches, facilitators, external OD consultants and venue management The position is currently located at the Footscray Park Campus of the University. The position and incumbent may be relocated to any other existing or future University work locations where it conducts its operations. Position Number 29036G POSITION DESCRIPTION TEMPLATE HEW 8 Typical Activities/Indicative Tasks Provide expert consultancy and advisory services to business areas on learning and organisational development matters, particularly in regard to leadership and management development, organisational change, staff performance management and development planning, organisational orientation and induction, organisational development policies, and staff professional and career development Research, design, develop, deliver and evaluate a suite of leading-edge professional development projects, programs and initiatives that underpin organisational development and change management within time, budget, policy, quality and project outcome parameters Gain and sustain productive relationships with University leaders, People and Culture staff and 1

2 University stakeholders to ascertain expectations, identify needs, resolve complex and sensitive issues and enable strong partnerships to be formed around projects, initiatives and OD support Develop and maintain specialist materials and resources, including electronic information (websites and databases) in areas within the position s responsibilities Design and facilitation of various forums including workshops and professional development programs Develop and manage the engagement of, and relationships with, external consultants and coaches and contribute to building and maintaining a pool of consultants/coaches that are suitable for a variety of programs and OD initiatives. Lead various OD-related projects including cultural transformation initiatives. Scope of the Role Requires specialist organisational development knowledge and experience of HR consultancy, and program design, development, delivery and management. Management and co-ordination of programs and projects including review and evaluation of programs and/or services. Contributes to, and participates in, wider University committees, forums, discussions and working groups Prepares reports with recommendations. Provides support to and manages relevant working groups/committees. Consults and collaborates with key stakeholders, internal and external Drives effective communications related to the role and the projects and programs being undertaken. Works at both the operational and strategic level. Responsible for continuous improvement of policies, procedures and processes in the work area and more broadly. Level of Supervision Operates under broad direction from the General Manager, People and Organisational Development and may be required to manage other administrative, technical and/or professional staff. Judgement, Independence and Problem Solving Requires depth of expertise developed through extensive relevant OD/HR experience and application. Provides expert advice to the University community on learning and organisational development policies, programs and initiatives, recognising and taking responsibility for the consequences and outcomes of advice, decisions and action taken Plans and makes decisions requiring integration of a range of University policies and external factors. Exercises sound judgement and be proactive in the conceptualisation, articulation and implementation of new projects and initiatives in a complex environment; Independently manages multiple stakeholder relationships and identifies appropriate communication and consultation strategies for the design, implementation and evaluation of 2

3 programs and projects; Recommends strategies and actions to continuously improve the operations, initiatives and communication processes of the work area Exercises independence in the design, development, implementation, management and evaluation of projects and programs whilst consulting with relevant stakeholders to ensure organisational needs and expectations are met; Reviews and evaluates current practice and delivery to ensure ongoing relevance and achieve continuous improvement/excellence. Requires a high degree of independent decision making as well as collaborative decision making in consultation with others. Works independently, prioritises work demands to respond to emerging University requirements. Responsibilities Provide a consultancy service to organisational units on professional development programs that require professional and career development, organisational change, organisational development and facilitation expertise, including diagnosis and needs analysis, benchmarking, program design, implementation and evaluation Responsible for oversight of budget- monitoring and reporting on allocated funds for the programs and projects for which the position is responsible. Responsible for achievement of position objectives, within agreed time frames and within agreed budget. Must ensure compliance with all University governance and relevant legislative requirements. Professional and Organisational Knowledge Significant expertise in organisational development initiatives and programs including leadership development strategies Significant experience in delivering and facilitating a range of professional development programs Good understanding of Federal and State government legislation and policies related to the tertiary education sector and its impact on OD-related initiatives Knowledge and sound understanding of University operations, governance and decision making processes, including quality assurance policies and procedures and other relevant legislative requirements. Multi-sector perspective and understanding of key issues in TAFE and Higher Education Interpersonal Skills Highly developed written, oral communication and interpersonal skills, including advisory, negotiation, influencing and problem solving skills with an emphasis on key stakeholder management High level organisational skills Capacity and willingness to take a lead role in working effectively and collaboratively with a range of people at different levels within the University, as well as stakeholders external to the University Work with and contribute positively to the OD and People and Culture teams (lead, coach and 3

High levels of integrity, commitment and judgement, including the ability to deal with complex issues with sensitivity and confidentiality Ability to work independently, to prioritise work demands and to respond to urgent requests when required. Qualifications and/or Equivalence I. Post graduate qualifications or progress towards postgraduate qualifications and extensive relevant experience, or II. extensive experience and management expertise, or III. an equivalent combination of relevant experience and/or education A copy of the Work Area Organisational Chart is to be attached to this position description document. DRAFT SELECTION CRITERIA Key Selection Criteria: HEW 8 Essential: 1. Knowledge or Training Equivalent to: Postgraduate qualifications or progress towards postgraduate qualifications and extensive relevant experience, or extensive experience and management expertise, or an equivalent combination of relevant experience and/or education/training. 2. Extensive experience in the research, conceptualization, development, delivery and evaluation of learning and development programs and services. 3. Experience in providing a high quality organizational development consultancy service, including the ability to handle situations which require initiative, complex analysis of circumstances and multiple stakeholder needs, sensitivity and tact 4. Demonstrated ability to take a strategic approach to challenges, to engage and influence staff at all levels of the organization and to drive change 5. Passion for learning and continuous improvement demonstrated by a commitment to personal and professional development and a desire to maintain current professional knowledge and expertise 4

5 6. Demonstrated ability to work effectively as a productive and collaborative member of various teams 7. Well demonstrated capacity to work independently, managing or working on multiple projects simultaneously, to deliver results in a timely manner and to adapt and respond to changing circumstances and urgent requests when required. 8. Excellent interpersonal and communication skills (oral and written), influencing, negotiation and presentation skills. 9.
