Bev Priestman - Women s Football Development Manager The Junior Girls Framework represents a new departure with a consistent and coordinated approach to the needs of the female player. We focus on meeting the unique developmental needs of the player, while reducing barriers by offering girls-only football outside the crowded winter sports window. The girls framework was finalised following an extensive review of junior girls football, which revealed that over half the girls currently playing mixed football wanted to play girls-only football but couldn t as it wasn t on offer at their local club. Girls-only football aims to meets the needs of the female player in the current male-dominated environment, and is a tool to grow the number of females playing football. For the most talented girls who wish to remain in mixed football, the Junior Framework allows them to play football all year round and accumulate more football hours. Women s football in New Zealand is on the rise, with continued growth year on year. The number of registered female players now stands at,500, which is a 9% increase from 009 and represents % of all affiliated players in 0. However, participation numbers still lag behind other women s sports in New Zealand. Take netball for example, which in 009 had,000 registered players. It is clear that women s football requires a new approach in order to realise the true potential of the sport. New Zealand s progress on the international stage will continue to play its part in attracting new players, with notable milestones achieved at global competitions over the past three years. The Football Ferns have achieved historic wins over Argentina, Netherlands, Italy, Scotland, Columbia, Wales and Switzerland as well as draws against top tier nations Canada, France, Japan, England and South Korea. New Zealand s U-7 and U-0 teams have shown equal promise at age group FIFA World Cups. The Football Ferns returned to the world stage in 0 at the FIFA Women s World Cup in Germany where they were very competitive against England, 0 World Champions Japan, and gained their first point at a FIFA senior tournament by drawing with Mexico. To build on this success, we need to grow the depth in the women s game through increasing the avenues for young girls to play football. Our new approach will focus on reducing the barriers to involvement by offering girlsonly junior football and offering football during the summer months to attract new girls to the game. The tailor-made pathway aims to provide a high-quality experience that meets the motivational and developmental needs of female players. This will ultimately increase participation levels and allow each player to reach her true potential. 4 Part Girls Player Development Framework WHAT IS THE PATHWAY FOR OUR FEMALE PLAYERS? Mixed Football Pathway Stages of Development The Girls Player Development Framework Historically in New Zealand, the female player has progressed through football in a male-dominated environment, in many cases with only one or two females in their team. This pathway has been successful both in New Zealand and around the world in producing players who can compete on the world stage, due to the lack of depth in a girls-only pathway. Physically and technically, it offers our female players an environment which is competitive and allows the most talented females to develop with players of a similar ability. At th grade and above, the mixed football pathway becomes more of a physical challenge for girls due to the onset of puberty and the physical changes in boys. In many countries around the world, there is a compulsory shift to girls-only football around - years of age. Although this is not the case in New Zealand, we do recommend the most talented females who wish to play mixed football play down an age group in the highest grade possible to ensure technical development is the focus rather than the physical challenge. Girls-Only Pathway A specific pathway for girls in New Zealand is relatively new and has only really been offered in the bigger centres due to participation numbers and depth. This pathway has generally started around the Mini Football stage of 9- years, which is where maturational changes generally occur for girls. However, in a national review it was clear that girls-only football was not being run in a coordinated and consistent manner, with only % of affiliated girls playing girls-only football. As part of the review it was also revealed that over half the number of girls playing mixed football would opt to play girls-only football should they have the choice at their local club. This was reflective of their social needs and often related to the experience of girls playing in a male-dominated environment. It was clear that in order to address the lack of depth in the girls game, girls-only football should be offered around the country across two seasons. Offering a non-threatening environment would not only grow the game; it would also ensure we retain our players and they remain committed to football. Due to the lack of depth in girls-only football, the most talented players often need to play up age groups and may play women s football as young as in some federations. Unfortunately this results in players playing in structures which challenge them physically but compromise them technically. For example it is not uncommon for a talented 0th grade player to be playing th grade girls-only football, which could mean jumping from 7v7 to v football, thereby leaving a large gap in their technical development. The new tailor-made pathway, which is specific to the reality and needs of New Zealanders, aims to address the issues associated with the development of the female player within the girls only pathway. Smaller Playing Formats for the Participation Girls Pathway There are multiple pathways a player may take as she progresses in football. New Zealand Football recently developed its first ever National Player Development Framework, which re-aligns our game into one cohesive structure in order to meet the needs of players across all levels of the game. As part of the overall long-term plan, the Junior Framework is the first step of the staged implementation process, which is the foundation of future participation in our game. Within the Junior Framework there is a tailor-made pathway for females to participate in football, which offers either girls or mixed football, depending on the wants and needs of the player. One of the main differences between the mixed and girls participation pathway is the unique issues relating to playing formats for girls between the ages of nine and thirteen years of age. There are many reasons for this; however the primary reason relates to the amount of technical development required in girls football. The neural pathway for a player in these age groups is at its most trainable, so it is important to maximise this by providing girls with many more touches during participation games. The maturation of the female player also occurs within these ages and therefore the technical development of the female player can be compromised due to the amount of physical development taking place. The primary reasons for smaller sided games in girls football are: As you can see from the framework diagram, the Girls Framework offers programmes across all three pathways in the Junior Framework to cater for the three stages of a player s development (i.e. fundamentals, playful technical training and football specific training). Although this booklet focuses on the participation girls pathway, where we offer two girls-only programmes, the junior framework also caters for our new and most talented players. Accelerate technical development through more touches on the ball Fewer players per team ensures training and games are closely competitive by reducing the gap between players within a team (i.e. playing and training with players of a similar ability). Fewer players makes forming a team easier and therefore it promotes growth. More teams with fewer players allows for a more competitive and challenging league. 5 With smaller formats, talented players participating in girls-only football can play up age groups without significantly compromising their technical development. 6 To better use the limited facilities available (i.e. more pitches per full sized field). For new female players, recreational programmes focus on offering opportunities for girls to participate in football and, hopefully, fall in love with the game. Tailor-made programmes for girls will be offered as a way of attracting girls, with initiatives such as Females in Football, which not only offer football opportunities but also raise awareness of the opportunities available in girls and women s football. New Zealand Football and its Federations will annually run Girls and Women s Football Week where many recreational activities will take place as a way of attracting more girls. 6 Girls Junior Framework 7

5 Part Girls Football in the Summer GROWING GIRLS AND WOMEN S Offering Girls-Only Football in the Summer To address the lack of depth in the girls game, New Zealand Football has launched a new strategic approach to recruit new players by offering girls football during the summer months. This approach aims to offer football to girls at times away from other dominant winter sports and provide them with a tailor-made football experience. Successful pilot programmes have shown that girls-only football outside the traditional winter season is enough to attract new girls to the sport. 8 new teams were formed in the Waikato / Bay of Plenty region, a Federation that has never run girls-only football before. In the Rotorua region alone, the pilot saw a major influx of new players, with 57% of the participants completely new to the sport.. More and better quality resources Club resources during winter can be strained with many clubs relying on one or two volunteers to run football at their club. New Zealand Football in 0 provided volunteer training and club support for the first time. However, with the specific goal of growing the number of females playing football, clubs will become more and more overloaded during the traditional winter season. By offering girls football during the summer months, quality resources can be dedicated to the development of female players, volunteers, coaches and facilities. By offering girls football during the summer months, we will be able to spread quality resources across the whole year. For example, the experienced coach who coaches his son during the winter months can dedicate his time to coach his daughter s team during the summer months. It is also clear that running girls football away from male-dominated environments will play its part in attracting mums and teachers to football, and they will bring many skills which make a good nurturing coach. In one league during 00, 7% of the coaches involved were females, which is much greater than experienced during the winter season.. Attracting girls who play other winter codes Running summer girls football will give more girls more chances to play football, attracting a whole new group of players away from times dominated by winter sports. At such an early age, the aim is to engage young girls early rather than making them specialise due to clashes of activity. We will focus on offering a high-quality experience with the objective that football eventually becomes the sport of choice for these players. Players will be recruited through initiatives that offer them an informal opportunity to try football and be exposed to all the great things that women s football has to offer.. Accumulating more playing hours through football opportunities all year round Research suggests that in order to become an outstanding football player, it generally takes 0 years of sustained deliberate practice from a young age. This is roughly equivalent to 0,000 playing hours. Street football traditionally provides an environment to accumulate these hours; however this culture is not present in New Zealand. So we need to compensate by offering more opportunities to play more football. By giving girls football opportunities all year round, they will be able to accumulate more playing hours. In the long term, this will increase the quality of players and breed a stronger football culture. 8 Girls Junior Framework 9

6 Part Girls Football in the Summer GAME DAY MODEL FOR GIRLS-ONLY SUMMER GROWING THE GAME The summer season game day format aims to reduce participation barriers and may differ to what is on offer during the traditional winter season. This is due to the demands of operating outside traditional club operations and the need to make it as easy as possible to offer girls-only football throughout the country. Although this game day model is specific to the summer model, clubs should strive to use this throughout the year wherever possible. One unique aspect is the concept of a single venue as the league hub, rather than the home and away fixtures which typically occur during winter. There are various reasons behind this: REASONS FOR A LEAGUE HUB 5 Games played at a guaranteed venue & time on a regular basis The familiar routine makes it easy for parents, coaches, administrators and spectators to plan their time and commit to the framework on a weekly basis. Reduced travel barriers over time As the summer girls-only concept grows, more and more hubs can be established meaning a smaller travelling distance for participants. Maximising the use of one football pitch Fewer football pitches are available in the summer months so using one venue means that fewer pitches are required at any one time. Limited strain on club volunteers regularly With the removal of regular home fixtures for participating clubs, the pressure on volunteers and facilities is reduced. Female-specific culture Example of a girls-only summer hub Holding girls-only football at one venue will create an environment which encourages more females to participate in football. New Zealand Football hopes that this will encourage more mums and teachers to take up coaching and create a culture that attracts more players through a spectator-friendly environment. As participation numbers in girls football are relatively low, there is a need to grow the game to raise the standards of girls-only football. New Zealand Football and its federations will be supporting the summer framework with recruitment and awareness campaigns to support clubs in attracting new players.. Links to local primary schools Primary schools are an ideal source of new members, due to the volume of girls who generally live nearby. While local Federations will be supporting clubs to engage girls through primary schools, club involvement is crucial to the success. We encourage clubs to attend zonal festivals or to host a local football festival in the build-up to the season.. Communication between clubs catering for all interested players A club may find itself with too many or too few players for a team. We strongly recommend working in partnership with other clubs or primary schools to cater for all interested girls as we can t afford to lose any girls to the game. CLUB OPERATIONS OUTSIDE THE TRADITIONAL WINTER SEASON It s possible that club volunteers and operations will be limited outside the traditional season, so the recruitment and support of volunteers is crucial to the success of the girls summer league. Increasing capacity & reducing strain Youth / Senior players from winter football for game leader or coordinator roles Game Leaders/ Coordinators from winter football Run mums coaching courses at the club in a social and relaxed setting Recruit and train local teachers from primary schools Training evenings for teams at one venue Rotational responsibilities by club volunteers at the league venue. Bring a mate day at the club As with any good product, word of mouth is the most effective way of attracting new players. By offering a fun experience for friends and family of current players, a club can significantly increase its female members.. Girls-only holiday programme at the club In 0 New Zealand Football launched its holiday football programme to offer a fun and exciting experience during the school holidays. Federations and clubs can run this programme in a girls-only format on behalf of New Zealand Football, and this is a good tool to attract new players to a club from local primary schools. Hosting the programme at the club will provide both players and parents with an insight into the club environment. 5. Club participation in annual girls and women s football week New Zealand Football and its Federations annually run Girls and Women s Football week. This event provides a national window where various female-specific events take place to recruit players and promote women s football. Football festivals and coaching courses will take place across the country with the support of the Football Ferns. We would encourage clubs to get involved and to host events during this window prior to the summer framework kicking off. 0 Girls Junior Framework

10 Part 5 Stages of the Framework AGE RELATED SUMMARY Part 6 Girls Development Considerations MEETING THE NEEDS OF PLAYERS Meeting the needs of players with differing levels of talent and commitment Throughout the junior pathway, the gap between the most talented female players and the more recreationally oriented players will start to emerge. The following guidelines aim to support clubs in helping players and parents make decisions about the best options for individual players. Young players mature at different ages. In order for all players to be the best they can be, it is important to retain some flexibility, so they continue to be challenged throughout junior football. This requires coaches and administrators to cater for talented players through more football hours, and adjust their programmes for those who experience early or late maturity.
