Adaptation to the Treats of Climatic Change: Disaster Management Anoja Seneviratne, Assistant Director (Technology and Mitigation) Disaster Management Centre, Colombo 07

Climatic Change and Disasters

Tsunami Floods L d lid Landslides Cyclones Droughts g Sea Erosion Epidemics

Disaster Risk Reduction Disaster Management Risk Management Risk Assessment Emergency Response Vulnerability Reduction Capacity Enhancement

Adaptation Adjust development trends in sectors and areas under immediate threat Reduce risks to climate driven hazards -Water management -Food security & malnutrition -Health interventions -(Urban) Settlements in coastal zones -Climate knowledge & information -Disaster Risk Reduction -Vulnerability assessments -Early warning systems -Management of water borne and communicable diseases Climatic Change Reduce Green House Gas emissions -Reduced emissions forest/peat fires -Renewable & clean energy -Energy efficiency -More CDM for Small/Medium Enterprises -Improved agronomy for rice crops -Montreal l Protocol Mitigation Improve storage & sequestration of carbon -Improved peat land management -Better management of crop waste -Waste management

Three Major Steps Identification of climaterelated disaster risks Design of specific risk reduction measures Improved and routine use of climate risk information by planners, engineers and other decision i makers.

Identification of Climate Related Disaster Risks Flood Irrigation Department Cyclones Met Department Drought Agricultural Dept, Met Dept, and WRB Hazard Mapping & Preparation of Risk Profile Risk Assessment Landslides NBRO Tsunami and Coastal Erosion CCD

Design of Specific Risk Reduction Measures Encourage planning, budgeting and implementing policies to avoid settlement in hazardous areas Ensure that common infrastructures such as hospitals, schools, transportation and water systems are hazard resistant Mainstreaming disaster risk reduction by introducing building guidelines especially for housing, schools and hospitals Integrating community knowledge and the scientific knowledge with modern technology to established effective early warning system Emergency funds established, as well as regularly conducting simulation exercises Establishing greenbelts, banding illegal excavation of coral reef, rehabilitation of mangroves Introduce water management techniques for irrigation practices, new technology for cultivating in saline soil and developed crops

Awareness programmes Training and Education Awareness through Disaster Safety Day National public awareness programme Awareness through schools and schools curriculums Training for government employees Special awareness programme

Preparedness Planning and Response Hazards specific response plan National rapid response team Emergency operation centre Hazards specific contingency plan Emergency service network Knowledge management system

Improved and Routine use of Climate Risk Informationby Planners, Engineers and other Decision Makers. Preparation of regulations and guidelines for considering disaster management concerns in new development projects(eia with DIA) Include mitigation activities in the new project and provide funds Preparation of Building Guidelines for Disaster Prone areas Establishment of by laws with relevant agencies to enforce the policies on DRR

Gaps in Disaster Risk Management Approach to Climatic Change Local Knowledge and experience should be garnered and incorporated with modern techniques Greater dialogue among stake holders. All phases of the disaster management cycle are to be considered Management of hazards and hazard information are to be integrated into development plan and the planning process Risk assessment should also be incorporated into the development planning process. Adaptive strategies against outbreaks of malaria, dengue and other vector borne diseases need be developed Expanding and strengthening the monitoring network of hydro meteorological, p g g g g y g, oceanographic and marine.
