1 Cities Promoting Health Access for Children and Families LEADERSHIP ACADEMY Request for Proposals WHAT: A one-and-a-half day convening of city officials and local partners to learn and explore opportunities for connecting eligible but unenrolled children and families to Medicaid and the Children s Health Insurance Program (CHIP). NLC is inviting city leaders and their local partners to attend a one-and-a-half-day leadership academy in the Washington DC area this summer. Participants will learn directly from cities that worked with NLC for the past three years on the Cities Expanding Health Access for Children and Families (CEHACF) initiative. These cities designed and implemented city-led outreach and enrollment campaigns to connect eligible but uninsured residents to health care coverage. Together, these eight cities have supported more than 16,000 enrollments and renewals, helping bring down the ranks of the uninsured in their communities. Participating city officials will benefit from the insights gained and learn directly from city staff that built outreach and enrollment campaigns from the ground up. The knowledge acquired not only will be useful for connecting residents to affordable health care coverage, but could also be applied to other local, state, or federal public benefits. WHY: According to a recent Kaiser Family Foundation report, as of 2015 there were still 32.3 million nonelderly people who remain uninsured across the country. An estimated 27 percent (8.8 million) of those uninsured are eligible for Medicaid and CHIP. Of those 8.8 million, 18 percent (5.7 million) are estimated to be Medicaid-eligible adults and 10 percent (3.2 million) are Medicaid or CHIP-eligible children. City leaders have a vested interest in connecting these eligible and uninsured residents to health care coverage for many reasons. When residents lack access to preventive care, illnesses can become more serious and expensive to treat over time. Unaddressed chronic health conditions can reduce children s school attendance and academic achievement while impacting a parent s ability to work. Costly medical interventions can easily plunge families into financial crisis if they are uninsured or under-insured, limiting their purchasing power. Cities may even absorb a portion of the cost burden when

2 residents are not connected to the state and federal assistance that they are eligible to receive, such as Medicaid and CHIP. Working in partnership with other key stakeholders, city officials are in a unique position to launch outreach and enrollment campaigns that connect children and families to affordable health insurance coverage. Sudden loss of employment or change in marital status can potentially pull a family into the ranks of the uninsured; having economic consequences for personal finances and municipal governments. Enrollment in Medicaid and CHIP is available year-round, and city leaders are well-placed to connect their eligible residents to Medicaid and CHIP and prevent the costs associated with being uninsured. With support from The Atlantic Philanthropies, the National League of Cities (NLC) Institute for Youth, Education, and Families worked with eight cities over the past three years to understand the role city leaders and agencies can play to increase awareness of and enrollment in Medicaid and CHIP in the Cities Expanding Health Access for Children and Families (CEHACF) initiative. CEHACF cities created and implemented city-led outreach and enrollment campaigns providing program information and enrollment assistance to eligible but unenrolled children and families leading to over 12,000 enrollments and over 3,000 renewals. NLC is inviting city leaders and partners to learn from the CEHACF cities experiences, hear lessons learned, and gain practical knowhow into replicating efforts to connect residents to health care coverage. WHERE: WHO: The Embassy Suites Alexandria Old Town in Alexandria, VA. Two people per city: Local elected officials, senior city staff, and other community stakeholders, as invited by city leaders. NLC will select up to 20 cities to attend the day-and-a-half long convening. Each city team must include at least one city government representative (a local elected official and/or city staff person). Other stakeholders can include but are not limited to representatives of city agencies that have direct contact with children and families, county governments (such as health departments), community health care providers, schools or school districts, health advocacy groups, non-profit partners or social service entities. While not guaranteed, we may be able to accommodate a third team member for some cities. If you wish to bring three team members, you ll have an opportunity to submit your reasoning in the application. NLC will, on a competitive basis, select a diverse set of cities of various sizes from different regions of the country. Preference will be given to cities that are members of NLC. Selection criteria will be based on evidence of high-level municipal leadership and commitment to connecting children and families to health insurance coverage, collaboration among city and community agencies, and a clear indication of how the leadership academy can bolster local efforts to connect families to Medicaid and CHIP

3 WHEN: The Leadership Academy will be held on July 19-21, Applications must be received by NLC on or before May 20, Early applications are encouraged. Selected city participants will be announced by May 27, BENEFITS: TRAVEL: Selected city teams will learn basic information about public health insurance coverage options; gain practical advice and insights for building, implementing, and sustaining outreach and enrollment campaigns; gain access to and guidance from local leaders who have undertaken these efforts; and strengthen relationships with peers in cities across the nation. NLC will cover the travel costs (air transportation, meeting hotel, and other travelrelated costs) for up to two participants from each city team according to NLC s travel reimbursement policy. The team must include at least one city government representative. Meeting participants will be reimbursed promptly upon submission of travel receipts following the convening.

If your city has not previously been involved in health insurance enrollment efforts, please share why now is the right time for such an effort for the city. 2. Please provide a brief description of the organization(s) and their efforts, as well as how the city has/can partner with them in this effort. 3.
