3 ITcloud concentration where technology and pure price competition are the main drivers, things may end in service delivery flood disasters!

4 Demand is most important! Cloud eservice providers to local governments and other local actors should be invited to compete in local areas that have organised their demand and setup appropriate strategies!

5 What s innovative for P.A. An opportunity to eliminate desertification and loss of competitiveness in less favoured local areas and regions! a systemic approach to bring cloud services to all territories (cloud providers. consumers, broker and connectivity agents) bring down costs through scalability and off-the-shelf service packages responding to real needs

6 Clouds running too high are not able to assess the specificity of local environments where the large majority of public services ICTenabled are delivered!

7 Looking for good IT weather An ideal situation may exist if there are different IT clouds and an organised local environment where the shining sun is the demand!

8 Successful local clouds want reliable data/service centres customisation to match real needs reasonable prices ensure savings in medium-long run step by step implementation (scalability, training, performance) shared business strategies between potential customers at local level good financial schemes

9 Digital Local Agendas mapping of service needs identify reliable suppliers good profiling of the demand avoid service duplication establish types of services and priorities (infrastructural, back-office, on-line appl) financing plans supported by shared cost-benefit analysis

10 Make it happen means that local governments move together tailored eservices packages are co-designed with local experts IT and content service providers propose feasible business models decision-makers/top managers in cities are thoroughly convinced enabling conditions are created by removing legal, organisational,burocratic and other similar obstacles

11 Ancitel s policy Two main enabling instruments: Digital Local Agenda instrument for municipal planning and agreement with local service providers (CEMSDI) Pilot local cloud platforms integration strategies for service delivery through clouds addressing local government demands 1

12 Digital Local Agenda Following the European Model on DLA (EISCO conferences): 8 pilot Italian districts are being empowered on the DLA methodology (together with SPAAL & U.of Rome Sapienza ) Cloud services supply/delivery is being introduced as a mean for advanced eservices in small and medium administrations (DLA goal)

13 Pilot Local Cloud platforms Ancitel s goal by 2005 is to be strongly engaged in cloud service delivery to local governments working out different initiatives to validate service integration and business model

14 LGcloud in Europe CIP/PSP 2011call featuring service integration and validation pilot in 4 federated local cloud platforms (Italy, Spain, UK and Belgium) Consortium formed by Cities and ELANET partners (ICT/content providers linked to associations of local governments). Major Cities of Europe network is the WP leader on dissemination of results
