2 Human development, as an approach, is concerned with what I take to be the basic development idea: namely, advancing the richness of human life, rather than the richness of the economy in which human beings live, which is only a part of it. Professor Amartya Sen Nobel Laureate in Economics, years of work on human development by UNDP and national governments has generated a rich understanding of the complexities of development. Although the concept and theory is now integral to the imagination of policy makers and lay people alike throughout the Global South, much still needs to be done to ensure that human development becomes a practiced reality. The International Centre for Human Development is a partnership between the Ministry of Human Resource Development, the Indian Institute of Advanced Study and UNDP. The Centre envisions itself as a think and do organization that promotes policy dialogue on human development in the Global South and works towards translating human development analysis into action. 3 International Centre for Human Development (IC4HD) The Centre will provide a range of services to national governments in translating this approach into policy by following a four-pronged strategy: Policy Advisory Services South South Cooperation Research on Human Development Issues Monitoring and Evaluation The Centre will offer policy advisory services to national governments, civil society organizations and other stakeholders such as the private sector in operationalizing the concept of human development at the regional, national, sub-national and local levels. Towards this end, the Centre will undertake the following activities: Support national and sub-national governments in mainstreaming human development in policy design, implementation, monitoring and evaluation Strengthen national statistical organizations with a view to improving data collection, data measurement methodologies, and dissemination and analyses of human development to enable informed policy making Engage people s and women s organizations in a consultative capacity to provide practical advice on how to mainstream human development within different contexts Provide advisory services to the private sector for incorporating a human development approach in their corporate social responsibility work The Centre would actively work towards developing the capacity of national governments, parliamentarians, CSOs and academia for human developmentoriented policy making and advocacy. This is expected to deepen the reach of the human development paradigm among various actors. South South cooperation will be the preferred modality to achieve this objective. Towards this, the Centre will undertake the following: Establish cross-country/regional mechanisms whereby practitioners can collaborate and support the adaptation of good practices to local contexts Provide content and training support on human development to government officials, community leaders, academia, media and parliamentarians through existing institutions Provide a multi-stakeholder platform for South-South cooperation on human development action to foster mutual learning Research on human development issues will strengthen the Centre s ability to support governments on evidence-based policy making. Towards this, the Centre will undertake the following activities: Support research on policy dimensions of a human development approach including on trade-offs of various people-centered policy measures. This is expected to generate a body of knowledge that can aid national governments in adopting evidencebased decision making on human development initiatives and provide analytical support to advocacy on the human development approach Support national governments with a view to evolving and implementing more people-centered planning models Incorporate views from other stakeholders such as the civil society and people s organizations to inform research and decision making Explore financing options for achieving human development goals including the Millennium Development Goals Publish and disseminate key findings of analysis of human development issues in a user-friendly format The Centre will actively foster a culture of inclusive people-centered monitoring and evaluation of human development outcomes. Towards this, the Centre will undertake the following: Advocate and re-orient national monitoring and evaluation frameworks based on human development principles Develop and support decentralized and community-level human development monitoring tools involving people s participation Develop participatory methodologies for concurrent monitoring on human development outcomes 4 5

The Indian Institute of Advanced Study inaugurated by the then President of India, Professor Sarvepalli Radhakrishnan on 20 October 1965 is an autonomous society dedicated to higher learning and is fully financed by the Ministry of Human Resource Development, Government of India. As a residential centre for research, it encourages creative thinking in areas of deep human significance. As the nation s premier institution, deliberating on these issues today, the Institute provides facilities for advanced consultations and collaboration on various aspects of the human condition. 6 7
