1 report The 3 rd CAPSCA Africa Regional Meeting was held in Nairobi Kenya from June The venue was the Stanley Hotel, Nairobi. Participants were welcomed to the meeting by Dr. Stephen Karau, Chief Medical Assessor for the Kenya Civil Aviation Authority and also current Chairman of CAPSCA Africa The meeting was officially declared open by the Honourable Minister for Transport, Amos Kimunya. In his opening remarks, the ICAO Regional Director Eastern and Southern African Office pointed out that the CAPSCA programme was at a point where more States were becoming aware of their responsibilities under the Convention on International Civil Aviation in the area of public health. The assistance provided to States through the CAPSCA project was therefore more relevant and called for the support of all the parties involved. The meeting commenced with the report on CAPSCA Africa which highlighted growth in membership from (17 in 2011) to 21 and other achievements, including State/Airport Assistance visits undertaken. The Global CAPSCA Project Coordinator presented highlights of CAPSCA events in other regions since The World Health Organization, WHO, represented by Disease Control and Prevention Officer of the WHO Kenya Country Office gave a presentation on Challenges in the AFI Region in the implementation of requirements at Points of Entry (PoE), including among others: Designation of PoE to develop, maintain and strength core capacities Capacity building of staff at PoE Infrastructure & Equipment maintenance Implementation of WHO Certification for IHR core capacities requirements for ports and airports

2 WHO also gave a presentation on Public Health Emergency (PHE) planning at POEs which covered areas such as International Health Regulations, IHR core capacity requirements for PHE planning at POEs and an introduction to PAGNET, a specialized network for points of entry and public health. From the industry there was a presentation on current Guidelines and Best Practices for Airlines in the management of public health emergencies by IATA presented on their behalf by the head of Medical, Kenya Airways. On the side of the Airports, was a presentation on behalf of Airports Council International (ACI) providing updates on Public Health Preparedness Guidelines for Airports including Business Continuity Planning, by the Corporate Affairs Manager of JKIA Airport Nairobi. The Centers for Disease Control and Prevention (CDC) presentation on the activities of the Agency in the implementation of public health measures at borders provided insight into the regulatory environment, necessary partnerships with other agencies and Government departments, as well as capacity building activities. Emphasis was placed on the four Cs Communication, Coordination, Cooperation and Collaboration. The presentation of the ICAO Universal Safety Oversight Audit Protocol (USOAP) health related Protocol Questions by ICAO Chief AVMED Section was followed by an exposé by South Africa on the challenges of implementing ICAO health related SARPS in Annexes 6, 9, 11 and14, some of which stemmed from the apportioning of responsibility for implementation of Annex 9 to a different Government department from the Department of Transport. Similar challenges were reported with regard to the integration of the Aviation Pandemic Preparedness Plan into the National Pandemic Preparedness Plan in view of the involvement of the separate sectors of public health and civil aviation. The Civil Aviation Authority of Cote d Ivoire also presented their perspective of the challenges of implementing the ICAO health related requirements in a multi sectoral environment. On the health side, a presentation was made by the Port Health Services of the Ministry of Public Health and Sanitation of Kenya on the status of implementation of the IHR (2005) requirements at designated Points of Entry in Kenya. In particular the high level of Government support was highlighted. There were presentations from the Kenya Airports Authority and the Federal Airports Authority of Nigeria informing of the progress made by their organizations in implementing the ICAO requirement for a public health emergency component of the

3 aerodrome emergency plan, to provide for the coordination of the actions to be taken in response to a public health emergency. Kenya Airways gave a presentation of the in-house guidelines developed in line with the Kenya Aviation Pandemic Preparedness Plan and with present IATA guidelines, for the Pilot-in-Command, Cabin Crew, Customer service agents, Cabin groomers, Medical staff, and their Partners Port Health, Vector Control and referral hospitals. The emphasis placed on communication both external and internal as well as on training was noted. Two presentations dealt with the role and responsibilities of Air Traffic Services (ATS) in the event of a public health emergency. From the presentation made by the ICAO ESAF Regional Office, Nairobi, the meeting was informed of the measures to be taken by traffic services authorities to develop and promulgate contingency plans for implementation in the event of disruption, or potential disruption, of air traffic services and related supporting services, based on existing/unfolding events including public health emergencies and assessment of risk/potential consequences. It was pointed out that ATS providers are required to provide for PHE as part of their Contingency Planning and Safety Management Systems. Again it was emphasized that ATS should ensure that their emergency response plan is properly coordinated with the emergency response plans of those organizations it must interface with during the provision of its services. The presentation by the Kenya Civil Aviation Authority explained of the role of Air Traffic Services in responding to communicable disease in air travel, making reference to the relevant ICAO requirements and guidelines. In addition, the presentation pointed out the need for legislation and internal regulations to facilitate implementation of emergency plans and suggested self-supporting memorandum of understanding (MOU) between appropriate agencies to enhance cooperation. A presentation was made by Lesotho which had been visited under the CAPSCA State and Airport Assistance Visit programme. The meeting was informed of the benefits of the visit which included the formation of a working group comprising public health and civil aviation authorities, as well as other relevant agencies, that reviews and coordinates all issues concerning the Preparedness Plan for public health emergencies at the airport. The visit also enabled better understanding of CAPSCA and responsibilities of each agency. The meeting concluded with a thought stimulating discussion on the funding of CAPSCA beyond 2012 following a presentation by the Global CAPSCA Project Coordinator which included a review of the activities, achievements and benefits of the CAPSCA programme globally as well as general observations drawn from the State/Airport Assistance Visits.

4 The CAPSCA Africa meeting was officially closed on Wednesday 27 June 2012 by the Director General, Kenya Civil Aviation Authority, Col Rtd Hilary Kioko. The Conclusions (Appendix I), Work Programme of the Meeting (Appendix II) are attached. The presentations are available on the event website for this meeting. A training session for assistance visit technical advisors was held on Thursday 28 June 2012 at the Kenya Airways Pride Center near the Airport from The training session which was facilitated by the CAPSCA Project Manager, the Global Project Coordinator and the CAPSCA Africa Regional Coordinators included a presentation of the methodology of the assistance visit. The classroom session was followed by a walkthrough visit of Jomo Kenyatta International Airport to demonstrate the practical aspects of the airport assistance visit. Twenty-eight participants attended the training.

5 APPENDIX I 3rd CAPSCA AFRICA Meeting June 2012 Nairobi, KENYA Conclusions of the Meeting 1. The meeting noted the challenges faced in the implementation of IHR (2005) and urges States to take advantage of any extensions by WHO beyond the normal implementation date of June 2012 in order to fully meet obligations at designated points of entry under the IHR (2005) by June Aircraft operators, their handling companies and service providers are urged to make use of guidelines on the IATA website (see CAPSCA website for link) to assist training of relevant staff. 3. Training in public health emergency response should be included for all personnel who have a role to play in implementation of a preparedness plan for public health emergencies. 4. States are encouraged to develop Memoranda of Understanding or (less formal) Letters of Agreement to formalize collaborative arrangements between the Public Health and Aviation sectors, making use of material from the IHR (2005). States are encouraged to share such documents with other States by sending them to ICAO for posting on the CAPSCA website. 5. To improve communication and collaboration between the public health and aviation sectors, which is a challenge in the Africa region, it was recommended that State CAAs make an extra effort to establish a working relationship with their counterparts in the public health sector at national level. ICAO should continue to strengthen links between the ICAO Regional Offices and WHO Regional and national offices.

6 6. State CAAs should develop national regulations that incorporate ICAO health related Standards and Recommended Practices. 7. Airport operators should consider requirements as stated in the IHR (2005) and related guidance material as well as Airport Council International guidelines (see CAPSCA website for ACI link) when planning the location and facilities for assessment of travellers and possible subsequent isolation and quarantine requirements. 8. The dissemination of information concerning an affected aircraft from the aerodrome ATC unit serving the destination to other stakeholders is to be determined by the State, utilizing existing procedures as far as possible. 9. Air Traffic Services Contingency Plans for Public Health Emergencies (developed in accordance with ICAO Annex 11 and Procedures for Air Navigation Services Air Traffic Management) should be harmonized with the airport Emergency Plan and the national aviation Public Health Emergency Plan. 10. The meeting stressed the importance of exercise, table top and real life, for testing the interrelated components of various preparedness plans in the aviation sector, e.g. National Public Health Emergency Plan for Aviation, Aerodrome Emergency Plan, Air Navigation Services Emergency Plan. 11. States are encouraged to explore the possibility of obtaining the support of Regional Economic and other groupings to facilitate regional harmonization of preparedness planning. 12. The meeting expressed support for the continuation of the CAPSCA Project beyond 2012 when the grant from the Central Fund for Influenza Action ends. 13. Ghana provisionally offered to host the next CAPSCA Africa regional meeting, with a backup of Gabon. The meeting expressed its appreciation to both States.
