2 Previous proposals Previous proposals for Hampden Fields, which included up to 3,000 new homes, were considered at a Public Inquiry in The Secretary of State for Communities and Local Government issued his decision in January In his decision letter, the Secretary of State acknowledged that there was a need for more housing in Aylesbury Vale and concluded that the benefits of the new housing delivered by the Hampden Fields proposals would be very substantial and would individually and cumulatively outweigh all but one of the shortcomings of the scheme. The one shortcoming identified was the lack of certainty regarding the delivery of highway improvements to the Walton Street gyratory to mitigate the changes in traffic at this location resulting from the proposed development. This was the only reason why the Secretary of State decided not to grant planning permission. Housing and employment growth in the istrict Aylesbury Vale istrict Council is currently preparing the Vale of Aylesbury Local Plan which will guide future development in the istrict. The Council s latest assessment of housing land supply, issued in July, indicates that the istrict will need to accommodate a minimum of 27,000 new homes over the next 20 years, although the final figure is likely to be higher than this. The Local Plan will not be adopted until late 2017 and, despite the current committed housing developments coming forward in the istrict, there is a recognised need to identify further housing land in the short term while the Plan is being developed. The revised proposals In light of the Secretary of State s acknowledgement that Hampden Fields is a suitable site for a substantial amount of new housing, a new planning application is being brought forward. The proposals will however not just be for housing but for a mix of uses alongside strategic infrastructure that will meet the needs of the development, and relieve pressure on the Walton Street gyratory. The proposals will therefore be for a mixeduse development comprising housing, employment and infrastructure relating to roads, open space, healthcare and education.

3 Proposed Illustrative Masterplan N Holiday Inn W A41 The revised proposals comprise: A41 Up to 3,000 new homes including a significant contribution of affordable housing and new starter homes for people trying to get on the housing ladder. Seven hectares of employment land, which could accommodate around 1,200 jobs and provide starter units for local businesses. Two new primary schools that will accommodate all children from the proposed new housing and provide scope to accommodate pupils from the existing community. rainage infrastructure to control surface water within the site and additional features to reduce the existing risk of flooding in the town. A community centre, and space for pharmacy, dentist and GP facilities. Large areas of public open space, including community parks, semi-natural green spaces and recreational facilities covering nearly half of the site. 4 Southern Link Road The layout of the development has changed from the previous proposals in order to respond to Buckinghamshire County Council s vision for a Southern Link Road a key piece of new infrastructure for Aylesbury, providing a major new link between the A41 and A413. This will be partly dual carriageway with land reserved for it to become a full dual carriageway along its entire length, should the need arise in the future. The Southern Link Road would help to divert traffic flows away from Aylesbury Town Centre and reduce the pressure of traffic on the inner ring road, including at the Walton Street gyratory. The link road would also provide an alternative and more desirable route for traffic which currently travels on local roads through Weston Turville and Bedgrove. The position of the Southern Link Road would enable it to connect directly with the proposed Eastern Link Road at Woodlands Roundabout, creating a new route between the A418 to Leighton Buzzard and Milton Keynes and the A413 to Wendover. It would also be able to connect directly with the potential bypass to Stoke Mandeville which the istrict Council is seeking to secure over the longer term, enabling a continuous link round to the A4010 to Princes Risborough in the future. 5 In summary The proposals are for a mixed-use scheme of housing and employment There will be substantial growth in the istrict over the coming years and it needs to be accommodated and comprehensively planned. The Secretary of State has acknowledged that Hampden Fields is a suitable site for a substantial amount of new housing which can help meet this need. which will help people get on the housing ladder, secure employment and foster economic growth. Hampden Fields will provide the necessary infrastructure required to not only mitigate its own impacts but deliver improved facilities and infrastructure that will benefit existing residents.
