3 Introduction & background of the study In the context of public / institutional policy on investment, libraries are asked to demonstrate their relevance to their stakeholders Relevance = use, benefits to users, economic value, etc. What do we really know about the contributions of national libraries to the nation, to their public and to their various stakeholders (funding agencies, publishers, booksellers, libraries and information industries)? And more importantly how are national libraries demonstrating their relevance in the context of the digital era? How do they create value?

4 Introduction & background of the study New missions and roles for national libraries in the digital era Pre-1990s Collections built on clearly defined criteria, policies and regulations de facto monopole of collective memory Creator of national bibliographic data proprietory and commercial distribution Limited public access national libraries as «library of last resort» Post 1990s National digital collections are decentralized other libraries, digital library networks, internet /web providers Emphasis on free access of metadata (open access policies) Public outreach programmes and «open door» policies»

5 Introduction & background of the study (2) Not much collective information (studies) is available on national libraries in the last 15 years - most recent study - Ambrožič, Jakac- Bizjak and Pečko Mlekuš 2003 Some individual studies: British Library economic studies (2002, 2013) and in Alexandria (journal focused on national libraries) Main source of information annual report (when available)

6 Significance of the study Developing a clear understanding of the notion of value used for libraries and cultural institutions which could be applied to national libraries Identification and evaluation of potential value assessment approaches which could provide realistic and convincing arguments of the relevance of national libraries Providing a conceptual value framework that represents how national libraries create value

7 Challenges and constraints Over 220 national libraries Various types of national libraries: NL + archives; NL + public library; NL+ university library; national legislative library; national coordinating agency In developed and developing countries With different missions and functions In different cultural, political, historical environments

8 Challenges and constraints The challenge is to gather sufficient information / data from diverse groups / types of national libraries to be able to draw a realistic picture of their activities and the value they create

9 Research and findings (so far) Initial literature review concentrated on: - National libraries (history of, evolution of functions and missions) - Evaluation and assessment methods and approaches - Cultural studies and cultural economics - Public policies Empirical study - National libraries websites and annual reports / strategic reports (sample of 40 national libraries)

10 Research and findings (so far) (2) Some thoughts on the initial stage (literature review and empirical study) Evaluation / assessment methods and standards used by academinc libraries may not be necessarily appropriate for national libraries (i.e. how libraries are supporting their institutional mission and objectives, impact on individual users) Impact studies of public libraries (social and individual benefits) not always convincing Economic impact studies give only a partial view of value National libraries still struggling to present convincing qualitative data as well as providing quantitative data

11 Conceptual value framework Need to provide a global perspective of types of values created by national libraries Framework brings together theories and theorical frameworks that relate to the reality of national libraries as a library (its operation and core functions) and as a national memory /heritage institution

13 Conceptual value framework Institutional value which represent the outputs / outcomes created by national libraries; Innovation value as the source for innovation and development for the production and delivery of service; Instrumental value as the effect of services on the community of users Cultural value as the cultural value of the assets (both material and immaterial) developed and maintained by the national libraries

14 Study methods 1. Survey questionnaire (June 2015) Comprised of 34 questions (114 indicators) 220 libraries through the CDNL list, including 35 libraries directly contacted beforehand Goal: - how national libraries are compiling their data, evaluating and doing assessment of their services and products and how these are impacting on their community of users - validating the conceptual value framework

15 Study methods (2) The survey was pre-tested in May (with 2 former national librarians and feedback from 5 national libraries from Europe, Africa and South America) The survey was sent in two stages the first batch was sent to 35 national librarians who were individually contacted (June 8) The second batch (to the remaining CDNL members) was sent on June 15

Individual and focus group meetings (August 2015) Target: 15 individuals Follow-up to the survey questionnaire - more in depth information on the national library s views on value - clarification of the constituant elements of the conceptual value framework - confirmation of documented evidence of value

17 Next steps The second stage of the research project will consist of documenting and collecting assessments, evaluations, case studies and other studies The aim is to provide examples of value manifestations for up to 15 indicators (covering the four types of values) The target completion date is December 2016.

18 Conclusion The success of the study will depend partly on the contribution to the study of each individual national library Responses so far are all from European national libraries (38% return rate) Positive initial reactions from CENL and CDNL
