3 Summary This report and grades represent our assessment of the quality of the areas of performance which were examined during this inspection. Grades for this care service may change after this inspection following other regulatory activity. For example, if we have to take enforcement action to make the service improve, or if we investigate and agree with a complaint someone makes about the service. Children feel that their contribution is valued by staff and that they are part of the decision making process within the service. This has been acknowledged in the service being awarded the status of a Rights Respecting School by UNICEF. What the service could do better The provider had identified in their self assessment that they needed to look for new ways for involving parents in the life and work of the service. One of the ways will be for staff to work with them and their children in developing a format for children's individual care plans. What the service has done since the last inspection The service has continued to involve children in evaluating and improving the service across each of the Quality Themes. 4 Conclusion Inspection report continued The service was found to be performing very well in all areas covered within this inspection. Management was receptive to suggestions from children and staff and were working hard to promote parents participation in the service. 5 1 About the service we inspected The Care Inspectorate regulates care services in Scotland. Information about all care services is available on our website This service was previously registered with the Care Commission and transferred its registration to the Care Inspectorate on 1 April If we are concerned about some aspect of a service, or think, it needs to do more to improve, we may make a recommendation or requirement. - A recommendation is a statement that sets out actions the care service or provider should take to improve or develop the quality of the service based on best practice or the National Care Standards. - A requirement is a statement, which sets out what is required of a care service to comply with the Public Services Reform (Scotland) Act 2010 ("the Act") and secondary legislation made under the Act, or a condition of registration. Where there are breaches of Regulations, Orders or Conditions, a requirement may be made. Requirements are legally enforceable at the discretion of the Care Inspectorate. Kelvinbridge After School Care is a service provided by the Glasgow Academy. The service operates from refurbished accommodation within traditional buildings in the west end of Glasgow. The service is registered to provide a care service to a maximum of 100 children aged from 3 to 14 years. The service operates Monday to Friday during term time and school holidays. Operational hours during holiday periods is between 8 am and 6 pm. The service aims are "to offer a welcoming and flexible service for parents and a funfilled environment for children." 7 2 How we inspected this service The level of inspection we carried out In this service we carried out a low intensity inspection. We carry out these inspections when we are satisfied that services are working hard to provide consistently high standards of care. What we did during the inspection We wrote this report following an unannounced inspection. This was carried out by Inspector, Jacqué Fee. The inspection took place on Thursday 6 June 2013 between 2.45 and 6.45 pm. We gave feedback to the Pre-school and ASC Manager and the ASC Co-ordinator on the same day, who were also the representatives for the service provider. As part of the inspection, we took account of the completed annual return and self assessment forms that we had asked the provider to complete and submit to us. We sent 35 care standard questionnaires to parents/carers who use the service and received 17 completed questionnaires before the inspection visit. 8 * Administration and storage of medication * Questionnaires for staff, parents/carers and children Inspection report continued Grading the service against quality themes and statements We inspect and grade elements of care that we call 'quality themes'. For example, one of the quality themes we might look at is 'Quality of care and support'. Under each quality theme are 'quality statements' which describe what a service should be doing well for that theme. We grade how the service performs against the quality themes and statements. Details of what we found are in Section 3: The inspection Inspection Focus Areas (IFAs) In any year we may decide on specific aspects of care to focus on during our inspections. These are extra checks we make on top of all the normal ones we make during inspection. We do this to gather information about the quality of these aspects of care on a national basis. Where we have examined an inspection focus area we will clearly identify it under the relevant quality statement. Fire safety issues We do not regulate fire safety. Local fire and rescue services are responsible for checking services. However, where significant fire safety issues become apparent, we will alert the relevant fire and rescue services so they may consider what action to take. 9 The annual return Every year all care services must complete an 'annual return' form to make sure the information we hold is up to date. We also use annual returns to decide how we will inspect the service. Annual Return Received: Yes - Electronic Comments on Self Assessment Every year all care services must complete a 'self assessment' form telling us how their service is performing. We check to make sure this assessment is accurate. The Care Inspectorate received a fully completed self-assessment document from the service. We were satisfied with the way the service completed this and with some relevant information included for each heading that we grade services under. The service identified what it thought they did well, some areas for development and any changes it had planned. The service told us how their users had taken part in the self assessment process. Taking the views of people using the care service into account There were 72 children present at different times over the period of inspection. We observed caring staff interactions with children where children's ideas were listened to and taken forward. We explained who we were to groups of children aged 8-11 years and asked them if they would mind filling in a questionnaire for us. Six were completed by the children and the written responses were mainly enthusiastic, for example: "(I am very happy) because now on Tuesdays and Thursdays, P5, 6 and 7 get the girls' room to ourselves to do homework"- age 10. 10 Taking carers' views into account Thirty five Care Standards Questionnaires were sent out by the Care Inspectorate and seventeen were returned before the inspection. Written comments from parents/ carers included: "..opportunity available to undertake variety of activities from sports (indoors and outdoors in suitable weather) to homework." "The set-up and in particular, the staff, are a credit to childcare!" We also spoke to two parents during the inspection and their views were equally positive. For example: "My children have come twice per week since they started school and they do loads of good things. There are always enough staff and they take different activities." 11 3 The inspection We looked at how the service performs against the following quality themes and statements. Here are the details of what we found. Quality Theme 1: Quality of Care and Support Grade awarded for this theme: 5 - Very Good Statement 1 We ensure that service users and carers participate in assessing and improving the quality of the care and support provided by the service. Service strengths At the inspection we found the performance of the service was very good for this statement. The service had a Parent and Carers as Partners Policy that ensured a range of approaches were used to encourage parents to become involved in the service. There was a reception area with a parents' notice board that had information on various aspects of the service, including a copy of their registration certificate and most recent Inspection Report from the Care Inspectorate. A table was provided nearby with a comments and visitors book and forthcoming events such as the timetable for the holiday club. There was also a copy of the service handbook that all families received when children joined the service. This promoted a two way flow of information between the service and families. In the hallway and main rooms there were further display boards that demonstrated the service's commitment to working in partnership with children, which included information on the Rights Respecting School initiative. For example, notes from the RRS Steering Group and pictures of what children did in their free time (article 31 of the United Nations Rights of the Child that is concerned with a child's right to play and leisure). The service had been awarded RRS status by UNICEF in recognition that the service not only taught about children's rights but also modelled rights and respect in all its relationships: between staff/other adults and children, between adults and between children. This helped children to feel welcomed and valued as an individual. The Glasgow Academy - Kelvinbridge After School Care, page 11 of 27

12 The provider had an Open Door Policy and we observed that parents and carers were comfortable to approach and share information with staff about their children. This made sure staff took account of individual children's needs and tried to be flexible in meeting the families' circumstances, such as parents' work patterns. At this inspection we spoke with two parents whose children attended the service. They spoke highly of the quality of care provided, for example one had served on the committee within another club and therefore was familiar with issues that could arise. Another parent commented: "If I had a problem I would see ** (the co ordinator) or someone up through the school - I'm sure they told us about the complaints process with all the information at the beginning but there's loads online!" All of the parents who returned questionnaires to the Care Inspectorate strongly agreed that they were happy with the quality of care that their child received from the service. All but one also confirmed that the service had involved them and their child in developing the service, for example by asking for ideas and feedback; one did not feel that this question was applicable to their circumstances. We looked at notes from the 'Cool Kids Council' where children came together once a month to discuss the service with a nominated member of staff. Staff rotated and different children attended to give everyone an opportunity to have their views heard. At this inspection we talked to several groups of children and asked them to complete a questionnaire covering different aspects of the service in relation to the quality themes. Six children completed these and the written responses were mainly positive, for example one child said that they felt happy at the service - "because I'm with my friends" while another said that the staff "..are kind and make the atmosphere happy." The less positive comments from children regarding games and activities were that: "Some are really fun and some not so fun." "They are always buying new toys and it would be brilliant except sometimes the small children break things." Areas for improvement The provider had identified in their self assessment that they needed to look for new ways for involving parents in the life and work of the service. At feedback we talked to management about different approaches for achieving this such as identifying a member of staff as the 'participation champion' for the service or providing a 'talking tree' where parents/carers could easily jot down any ideas and suggestions. 13 We also discussed ways of collating findings from questionnaires then feeding them back to the people who use the service, including actions taken. The service now needed to show how these different views contributed to service improvement. Please refer to Quality Theme 4, Statement 4.4 recommendation. 14 Statement 3 We ensure that service users' health and wellbeing needs are met. Service strengths Inspection report continued At the inspection we found the performance of the service was very good for this statement. There were very detailed policies in place to support children's health and welfare needs. This included Child Protection, Risk Assessments and a Medication Policy that covered procedures in line with good practice, such as parental consent and record of administration. We observed children enjoying activities both indoors and outdoors; some of this was child led while others was organised by staff such as yoga. Providing daily opportunities for physical exercise can help contribute to children's healthy lifestyle. There were designated quiet areas where children could do their homework although, in keeping with children's right to play and leisure, this was to a restricted time agreed with parents. We saw on an 'Our Pledge' board that children had worked with staff to create shared rules that promoted positive behaviour. One child had written "to let children join in your game" while a member of staff wrote "I promise to listen to the children when they speak to me." Children had informed the menu of snacks that was in keeping with the service Healthy Eating Policy and also helped to shop for these during the holiday club. In our questionnaires children had confirmed that they enjoyed the snacks because they were healthy, home made and encouraged them to try new things. In this way the service were developing children's understanding of a healthy and balanced diet. We looked at children's personal files and the service planning folders for evidence to support how children's health, wellbeing and safety needs were being met. There was personal information, such as emergency contact details and any medical conditions including allergies kept on a database. Good practice was followed by involving parents in collating some of this information and reviewing it bi-annually. The parents we spoke to saw the after school club as part of the whole service provided by the school and therefore continuity of care was offered to their children. Management told us about the more formal ways where there was continuity of care and support, for example, staff had participated in stage meetings to support individual children's needs. The wider school policy for early intervention was a three stage strategy, with staff, parents and children signing agreement at each stage. This partnership approach had helped the service put in place personalised programmes of support for particular children. The Glasgow Academy - Kelvinbridge After School Care, page 14 of 27

15 Fourteen of the parents/carers who responded to the care standard questionnaire strongly agreed that their child could experience and choose from a balanced range of activities; three agreed. They also confirmed that staff encouraged children to form positive relationships with each other and that the service had a clear code of behaviour which children were helped to understand. Areas for improvement We sampled children's personal files and found that although parents complete a registration questionnaire with emergency contact details etc, not all of this information had been transferred to individual folders so that it was readily available for staff caring for children. Management agreed that planning formats needed to be reviewed to ensure that all of children's needs regarding their health, safety and wellbeing were considered in plans. At feedback we talked about how staff could encourage parents to contribute more often and to ensure that children were also involved in the content of their individual plans. For example asking children to use a 'CV' or 'passport' format to share information that was important to them regarding likes, dislikes and routines. 17 Statement 2 We make sure that the environment is safe and service users are protected. Service strengths Inspection report continued At the inspection we found the performance of the service was very good for this statement. On the day of the inspection the premises were observed to be clean, bright and tidy. Members of staff had rotating responsibility for setting up and checking different areas and children were also given roles in ensuring the environment was safe, such as checking the toilets were kept tidy A secure entry system was in place. There was a visitors' book and we also observed some of the older children signing in on arrival. There were registers with differentiated attendance and arrival times for all children. Staff collected children from different parts of the campus and reception staff had procedures in place for children who turned up unexpectedly. This ensured that management were aware who was in the building and could account for children's presence and safety. The Child Protection Policy was on display so that parents and carers were aware of staff responsibilities. Staff we spoke to said that they regularly updated their training on child protection and were clear about their responsibilities if there were any issues regarding the safeguarding of children. Permanent members of staff were trained in Health & Safety and First Aid. Risk Assessments had been carried out for all areas used by the service as well as for when children were on outings or trips. There was a system in place for recording accidents and incidents. This meant that children were cared for appropriately if they became ill or had an accident and that more specialised assistance was sought when needed. We saw appropriate Infection Control Policy and associated guidance on notice boards. We also observed good hygiene practices during the inspection which demonstrated that staff were taking measures to control the spread of infection among people. All parents/carers who returned questionnaires to the Care Inspectorate confirmed that the service was safe, secure, hygienic, smoke free, pleasant and stimulating. They also believed there was enough space for their children to play and get involved in a range of activities. The Glasgow Academy - Kelvinbridge After School Care, page 17 of 27

18 Areas for improvement An appropriate policy and written procedures were in place for medication however stock sun cream was stored in the medicine cupboard. At feedback we discussed the communal use of sun cream with management, including the implications for the spread of infection. We agreed to forward best practice guidance to the service to inform the review of their policy and procedures on the use of sun screen products. We saw that a risk assessment had been undertaken to include the kitchen but on the day of inspection there were hazardous substances and sharp knives in clear view and the key had been left in the medicine cupboard door. Children were aware that there was restricted access to the kitchen however it was common practice to leave the door open. Management therefore agreed that the risk assessment should be reviewed for this area. For example, cooksafe hazard analysis document would be updated. The management also agreed that the kitchen door would be altered to a stable door to further restrict access for children during preparation times. See recommendation below. 20 Statement 3 We have a professional, trained and motivated workforce which operates to National Care Standards, legislation and best practice. Service strengths Inspection report continued At this inspection we found that the performance of this service was very good for this statement. The provider had achieved Investors in People status which meant that the quality of the work of the service was monitored by external standards that gave staff targets for maintaining and improving on their practice. Staff records showed Scottish Social Services Council (SSSC) registration was documented. The SSSC is responsible for registering people who work in social services and regulating their education and training. Staff had access to a range of training and development opportunities including staff working in different services between ASC and Nursery/Kindergarten across the three provider sites. This meant that there was continuity in staffing for children and also promoted a shared understanding of the provider's aims and the expectations on children and other staff. The staff we spoke to felt supported by the management and could tell us about the impact of their annual appraisal and one-to-one sessions: "The one-to-one is good because you get to know where you can improve and to think about your professional practice. It's not always negative!" Staff were also very aware of current policy and national guidance and could give examples of how their practice related to the Care Standards and Getting it right for every child (GIRFEC). GIRFEC is the Scottish Government's approach for ensuring that everyone works together to meet the all round needs of children (health, wellbeing and safety). This would increase the likelihood that the needs and concerns of families using the service would be heard at an early stage and avoid matters worsening. Children told us in their questionnaires that staff were "very fair and listen to us" and that "they can help you when you don't understand or are stuck." This view was shared by parents in their Care Standard questionnaires who strongly agreed that their child appeared happy and confident with staff and that staff had the appropriate skills and experience. Additional comments included: "The staff keep an excellent balance - it is relaxed and fun as it should be, but good behaviour is expected and expected standards are clearly communicated and understood. 21 "The staff are kind, attentive and confident and my children are very happy in their care." The provider had asked both children and parents their views during the recruitment process of staff which helped give them confidence that they had an appropriate disposition to work with the children's stage and individual needs. Areas for improvement The service should continue their very good practice of offering a range of training and development opportunities to staff. Management should now show how the staff training plan is influenced by the people who use the service. They should also show how this training plan links with the overall service improvement plan. 23 Statement 4 We use quality assurance systems and processes which involve service users, carers, staff and stakeholders to assess the quality of service we provide Service strengths At the inspection we found the performance of the service was very good for this statement. The policies we looked at had been devised in accordance with national and local guidance. The service had an Open Door Policy and the Complaints Policy was available to families in the service handbook. This made it more likely that parents/ carers would voice their views knowing that they would be taken seriously. One of the parents we spoke to said: "I would know how to contact the manager if there was a problem and I'm aware of the Care Inspectorate role." We could see that the service had effective quality assurance systems in place and that they were continually developing these to ensure that they were relevant to their own context. For example, had used Child at the Centre 2 (a nationally recognised quality assurance tool) to identify areas for service improvement and plan next steps with staff. However as members of Scottish Out of School Care Network (SOSCN) they were considering using their self evaluation process, 'Aiming High'. The service improvement plan was made available to parents/carers. The policy folder and Care Inspectorate Inspection Reports were also easily accessible to them. This helped parents/carers understand the systems in place to regulate and monitor the quality of the service. We looked at questionnaires that the service had distributed to children and saw that the format was user friendly in that there was space for pictures and/or comments. Parents were asked in their questionnaires to rate different aspects of quality themes across the service and to leave comments. Regular contact was also maintained with families through newsletters and s. Areas for improvement Inspection report continued Management should continue with their plans to develop the termly questionnaires for people who used the service and other stakeholders. This included acting on feedback from questionnaires. There was a range of systems and processes in place to assess the quality of the service however we spoke to management about how these could be monitored to ensure consistency in practice and demonstrate accountability.
