2 Introduction Sports Council for Wales Dragon Sport provides children of primary-school age with fun and appropriate sporting opportunities. Dragon Sport is a Sports Council for Wales initiative and is funded by the lottery. It has been developed in partnership with national governing bodies, the British Association of Advisers and Lecturers in PE (BAALPE) Wales, the Youth Sport Trust and local authorities. Dragon Sport increases participation in partnership with communities and volunteers The Sports Council for Wales is the national organisation responsible for developing and promoting sport and recreation in Wales. The Council s main aims are: to encourage increased participation in sport both in terms of numbers of people and their frequency of activity to raise standards of performance and excellence in sport to improve the provision of sports facilities to provide technical advice and general understanding about sport and recreation. 2 3
3 The scheme The Dragon Sport scheme intends to broaden the sporting interests of children who already take part in particular sports and to involve children who currently lack such opportunities outside school PE lessons. Dragon Sport will introduce children to sports coaching, skill development and appropriate competition using versions of the adult game modified to meet their needs and skill levels. FAIR PLAY and INCLUSIVE activities are promoted and constantly reinforced through all materials and training packages associated with the programme. Above all, children taking part should have FUN. Dragon Sport aims: to introduce 7-11 year olds to an enjoyable and well-organised range of sports to give them clearly identified opportunities to feed into and progress through sports development programmes in clubs and the community to implement child-centred programmes across a range of sports activities delivered through out-ofschool clubs to recruit parents, teachers and others into sports leadership and provide them with pathways into coaching, officiating or administration to support sports clubs in developing junior sections suitable for children aged 7-11 years and to develop links between clubs and schools through after-school activities. Objectives to establish Dragon Sport clubs at primary schools and sports clubs to recruit and train Dragon Sport volunteer sports organisers, leaders and coaches; in particular teachers and parents to make sport FUN for ALL children. Focus sports The following seven focus sports will initially be included in Dragon Sport: ATHLETICS, CRICKET, FOOTBALL, HOCKEY, NETBALL, RUGBY and TENNIS. These have been selected first as sports that will be familiar to volunteers and help children develop the basic motor skills (such as movement and co-ordination) required for all sports. They can easily be delivered safely, and there is good access to equipment and facilities. DRAGON SPORT: has been adapted to suit the players age, size, ability, skill level and experience uses simpler rules, smaller equipment and playing areas, plus fun training and coaching prepares players for the adult game resembles the sport on which it is based is safe but still challenging. 4 5
4 Operation Dragon Sport is promoted and delivered through a network of full-time Dragon Sport Coordinators, based in each of the 22 local authorities in Wales. It is supported by a comprehensive range of resource cards and equipment to help deliver Dragon Sport sessions, with further resource materials for the recruitment and training of volunteer parents, teachers and coaches. The programme concentrates on using these resources to develop opportunities outside the school curriculum and in the community. All resources are also compatible with the curriculum, so many schools and teachers can choose to use them in PE lessons. Dragon Sport creates links with sports clubs and other community activities by offering children and volunteers opportunities to progress in a wide range of sports. Delivery by schools and the community Dragon Sport can easily be delivered by volunteers. Dragon Sport Co-ordinators provide step-by-step advice and training to help schools, sports clubs and volunteers deliver Dragon Sport. This help is offered to schools and clubs through a rolling programme, agreed in partnership with local authorities, PE advisors, national governing bodies of sport, schools and other local sporting providers. Dragon Sport may also be delivered by leisure centres, youth groups, voluntary and uniformed organisations. Volunteers Current Dragon Sport volunteers have commented on the enjoyment and satisfaction they get from seeing children learning new skills and having fun. Many of the volunteers have also become qualified coaches and are making a valuable contribution to their community clubs. The Sports Council for Wales is committed to creating a positive culture that encourages volunteers to become involved in sport. The Sports Council for Wales also provides funding for volunteers to attend training, through Dragon Sport Co-ordinators, Community Chest, Clwb Cymru, and Local Development Grants. Please contact your Dragon Sport Co-ordinator for more information. Increasing the number of volunteers in Dragon Sport will enable more children to participate in Dragon Sport Clubs. It will also enable parents, teachers, students and other volunteers to obtain training and make a valuable contribution to sport. Sport wouldn't happen if parents, teachers and other people didn't give up their time to organise sport for children. Volunteers are truly the key to developing sport in Wales. Dragon Sport Helpers Parents, grandparents, students and other volunteers have much to offer children through sport and are strongly encouraged to become involved in Dragon Sport. Dragon Sport Helpers can work alongside a qualified Dragon Sport Organiser, after they have attended a Dragon Sport Organiser Workshop. 6 7
5 What qualifications do you need to become a Dragon Sport Organiser? Those supervising the activity need to attend a Dragon Sport Organiser Workshop and hold one of the following qualifications: Recognised Play Worker or Youth Worker qualification Community Sports Leader Award Current national governing body leader or coach award Teacher qualification Girlguiding Cymru Leadership qualification Scout Association Wood Badge Holder Most local authorities require organisers to be over 18 years of age if they are to take sole responsibility for a Dragon Sport session. A list of minimum leader and coach awards is available from your local Dragon Sport Co-ordinator or national governing body. Dragon Sport Organiser workshops Equipment bags Through the local Dragon Sport Co-ordinator, Dragon Sport Clubs will have access to: quality sports equipment designed and developed by PE experts and national governing bodies of sport quality resource cards and support materials, which offer easy-to-use, linked, progressive and appropriate activities for young people. The resource cards are available in Welsh and English. The following equipment bags are currently available: Athletics Cricket Football Hockey Netball Rugby Tennis These workshops introduce people to the Dragon Sport resource materials and provide great ideas on adapting and leading activities, so that all young people can achieve success. All workshops are led by experienced tutors and involve lots of practical Dragon Sport activities and games. Invasion games (contains a selection of hockey, netball and rugby equipment). SportSability (contains boccia, goalball, table cricket, table hockey and polybat, which are adapted sports for children with disabilities). All bags contain: Equipment A set of resource cards A Dragon Sport handbook There is also an accompanying resource pack available if required. 8 9
6 Fair play Dragon Sport is also about helping children learn that playing fairly makes sport more fun. Dragon Sport helps them learn to co-operate, play as a team, respect others and play by the rules through the players code of conduct. This makes sport more enjoyable for everyone. Dragon Sport also ensures that volunteers, teachers and parents agree to abide by the Chwarae Teg Code of Conduct. Chwarae Teg is a Sports Council for Wales initiative, that aims: Insurance to promote positive attitudes and improve standards of sporting behaviour to promote consistent codes of conduct for players, coaches, teachers, parents, spectators and umpires/referees. It is important that all organisations and individuals protect themselves against liability for injury or damage. Organisations should check their insurance cover before conducting Dragon Sport activities. The Sports Council for Wales recommends that organisations conducting Dragon Sport have the following minimum insurance cover: Public liability Employers liability Child protection Children come first in Dragon Sport, so Dragon Sport Clubs and Schools will: accept the moral and legal responsibility to provide a duty of care for young people and implement procedures to safeguard their well-being and protect them from abuse respect and promote the rights, wishes and feelings of young people and disabled adults recruit, train and supervise their employees and volunteers to adopt best practice to safeguard and protect young people from abuse, and themselves against false allegations require staff/volunteers to adopt and abide by the Dragon Sport Code of Conduct and the Local Authority Child Protection Policy and Procedures respond to any allegations appropriately and implement the appropriate disciplinary and appeals procedures. 7 Including all children An underpinning philosophy of Dragon Sport is that ALL children should achieve and feel success in sport, regardless of their ability, gender, ethnicity or background. This philosophy is demonstrated through an integrated approach to including young disabled people in Dragon Sport activity. The equipment, resources and training provide easy-to-follow, step-by-step advice so Dragon Sport Organisers can ensure that young people within a group are challenged to achieve their full potential, whatever that may be. Getting started 9 easy steps to get started in Dragon Sport: STEP 2 STEP 4 STEP 1 Contact your Dragon Sport Co-ordinator (refer to the contact numbers on the back of this booklet). Provide one person to act as the main contact between the Dragon Sport Co-ordinator and club or school. STEP 3 Select one sport. (Consider your school/club links when making this decision. You may select Athletics, Cricket, Football, Hockey, Netball, Rugby, Tennis or Invasion games). Check on availability of facilities and volunteers. Dragon SportSability has been specifically designed for children with a disability. SportSability equipment and training is available to help in the delivery of boccia, goalball, table cricket, table hockey and polybat. Dragon Sport Co-ordinators feed into the work of disability officers at a local level. STEP 5 Invite a team of volunteers to help you and encourage them to attend a Dragon Sport Organiser Training Workshop. STEP 6 Set times and dates for conducting Dragon Sport activities. STEP 7 Advertise your club on notice boards, in newsletters and on web sites. STEP 8 Follow all Dragon Sport guidelines and policies when running the Dragon Sport Club. STEP 9 Encourage volunteers to attend next-step training, including coach education and club development
