About the Cambridge Admissions Office The post-holder will be a member of the Academic Division of the University Offices, the staff of which form a unified central administrative service. The University of Cambridge operates a College-based admissions system, where decisions on which undergraduate applicants to admit are made within the individual Colleges. This process is supported and co-ordinated by the Cambridge Admissions Office (CAO), which is funded by both the Colleges and University. The role of the Cambridge Admissions Office (CAO) is to process undergraduate applications to the Colleges of the University and to raise aspirations and widen participation. It provides advice and information in response to enquiries from prospective students (and their parents, teachers/tutors, schools and colleges), College Admissions Tutors and other members of staff in the University, and to external bodies such as UCAS. The Office consists of three teams: Admissions and Data Services, Student Recruitment and Information, and Widening Participation. Each team has a Head. The overall management of CAO is the responsibility of the Director of Undergraduate Recruitment. The role advertised is part of a new unit formed as part of the National Collaborative Outreach Programme (NCOP), and managed by the Head of Widening Participation. The Cambridge Admissions Office is located at Fitzwilliam House, 32 Trumpington Street, Cambridge. This post will be located in an office based at Mill Lane in central Cambridge. 3 Dimensions of the role The National Collaborative Outreach Programme (NCOP) is a Higher Education Funding Council for England (HEFCE) funded project, which aims to increase the number of young people from low participation neighbourhoods (LPNs) entering higher education by NCOP will seek to achieve this by focusing outreach activity in areas where HEFCE s analysis has shown participation in HE to be particularly low overall, and lower than would be expected given the KS4 attainment levels in those areas. As part of this national project, the University of Cambridge will be acting as the lead for a consortium of Higher Education Institutions and other stakeholders across Norfolk, Suffolk and Cambridgeshire. The consortium (known as NEACO the Network for East Anglian Collaborative Outreach) is developing plans to deliver an ambitious and innovative programme to increase the number of 18 year olds in the region progressing to Higher Education. This post is one of a number being created as part of the consortium s bid and will have responsibility for all financial transactions related to the NEACO project as well as some aspects of office management for the NEACO Central Team. The post-holder will be an employee of the University of Cambridge (as lead HEI), and managed by one of the NEACO Project Coordinators. Management of the overall project will be overseen by a Steering Group and strategic direction will be provided by an Executive Group (both of which will have representation from all partner HEIs). 4 Role Purpose The NEACO Finance Administrator will be the main point of contact and the administrator with responsibility for processing all financial transactions relating to the NEACO project. This includes receipt of funding (c 4.8M p/a); allocation of funds to partners (according to a formula agreed by the NEACO Executive Group); raising and processing invoices and purchase orders; purchasing; allocation and oversight of funds allocated to schools and colleges and third party organisations; budget planning; providing financial management reports to the NEACO Project Manager. The post-holder will be line managed by and report to one of the NEACO Project Coordinators. The post-holder will develop a comprehensive understanding of all the flows of funding within the NEACO consortium. S/he will be responsible for ensuring that payments are made to partners to an agreed timescale, and that funds are accounted for appropriately, according to any rules applied by HEFCE and agreed by the NEACO Steering Group. S/he will develop a thorough understanding of University of Cambridge financial regulations and will have responsibility for ensuring that all financial transactions related to NEACO adhere to those regulations. The post holder will also have an Office Manager role for the NEACO Central Team, ensuring that the team is aware of and works within University of Cambridge policies and procedures. Main Responsibilities Key duties and responsibilities 1 Finance Transactions 40% - Liaison with finance departments at partner HEIs and other stakeholders to agree process and timescales for agreed payments - Ensuring all invoices are received and payments are processed according to an agreed schedule - Processing all invoices and raising all purchase orders for NEACO Central Team - Leading on tender processes where appropriate - Oversee all aspects of purchasing for NEACO Central Team - Keep informed of best practice and be familiar with the University s financial regulations as relates to all manner of financial transactions 2 Finance Budgets 20% - Responsible for producing high level budget forecasting across the whole NEACO project - Responsible for allocating funding and planning spend across all budget lines in the NEACO Central Team - Monitoring and adjusting budgets as appropriate and providing regular, accurate information on spend against budget to management groups - Liaison with partner HEIs to ensure locally planned budgets articulate with the overall NEACO financial plan 3 Finance Management Information 15% - Monitor and provide up to date, regular, accurate information for senior staff and the NEACO management groups by extracting, organising and disseminating financial data and information from central systems - Providing regular reports to the NEACO Steering Group on funding allocations and spend at partner HEIs - Providing regular reports to the NEACO Steering Group on bids against the third party and schools and colleges funds - Ensure all financial related documentation generated is accessible and comprehensive for audit purposes - Prepare financial reports to be submitted to HEFCE according to set timescales 4 NEACO Central Team Office Management 25% % time spent/ frequency page 4 of 5

General IT skills (Word, outlook etc.) Strong numerical and analytical skills The ability and knowledge to establish new systems that facilitate efficient working and store financial information and data in a comprehensive and accessible way Able to think strategically and look ahead, to make connections between the activity of NEACO and the project finances: to see the bigger picture whist retaining detailed information An interest in and awareness of the UK HE sector widening participation issues would be an advantage Excellent written and communication skills and the ability to convey sometimes complex financial information to a wide variety of audiences in a clear and understandable way Ability to produce written reports and put together presentations Excellent interpersonal, listening and negotiating skills, with the ability to communicate with staff at different levels Ability to self-manage workload and to meet targets and deadlines, but also to work effectively as part of the NEACO Central Team Patient, tactful and able to plan ahead.
