1 Job Description for Finance Officer Job Title: Salary: Finance Officer 25,000 per annum, pro rata Number of posts: 1 Type of contract: Permanent Start date: September/October 2014 Hours of work: Holidays: Work location: Responsible to: 24 hours per week hours per year Office based in Paisley Chief Executive Background to the post The Breastfeeding Network (BfN) is a national charity, registered in Scotland that offers independent information and support for Mums and their families to give their baby the best start in life. We support mothers to breastfeed for as long or as short as they want. All the support we offer is independent, evidence based, non-judgemental and family-centred. Currently, with an income of 1.5 million we run 17 breastfeeding peer support projects in some of the most socially and economically deprived areas of the UK, focussing on young parents and communities where breastfeeding rates are at their lowest. We also offer support in many communities on a voluntary basis and also through our helplines including the National Breastfeeding Helpline (co-run with the Association of Breastfeeding Mothers charity), Drugs in Breastmilk Line and a number of minority language lines. As a result we are looking for a finance officer to join the team in a key role to lead in effective financial management that furthers our mission and strategy and in maintaining systems for budgeting, forecasting, reports and accounts. The candidate will be expected to provide professional and consistent finance support to staff in projects, managers and volunteers and deliver finance support to meet the organisations needs.

2 Role summary This is a practical role which includes core administrative financial tasks but also the opportunity to improve existing systems and processes. Main duties and responsibilities 1. Day to day responsibility for finance tasks, delegating as required to technical support including responsibility for supervising technical administration staff. 2. Maintain bank accounts and undertake bank reconciliation on a monthly basis ensuring robust processes are in place to ensure that all income is received and accounted for. 3. Ensure that accounting systems comply with the requirements of the Charities Act and practices agreed by the Board. 4. Produce draft final account for the Chief Executive and Board for the year-end using SAGE line 50 and liaising with external auditor. 5. Assist the Chief Executive with the strategic financial planning of the organisation by contributing to the strategic plans of the organisation, drawing up annual budgets and monthly cash flow forecasts and prepare, develop and give analysis of management accounting information to non-finance managers including the Chief Executive. 6. Assist the Fundraising and Commissioning Coordinator in planning, providing financial information and carrying out fundraising activities with trusts, public funds, grant opportunities and the general public when necessary. 7. Ensure that adequate insurance cover is taken out for the organisation and that proper arrangements are in place which ensure that all tax and national insurance is paid when due to HMRC and the pension provider when necessary. 8. Ensure that financial controls are observed and conform to current good practice (Companies House and OSCR). 9. Develop systems for full cost recovery against project costings and support the business and development team in preparation of documentation for tender and grant Take responsibility for all applications with tight deadlines. 10. Co-ordinating administration for pension contributions and childcare voucher salary sacrifice. 11. Ensure that all expenditure is in-line with current internal processes and authorisation limits and manage monthly payroll processes and expense

3 payments. 12. Lead of finance related policies and procedures and ensure information is made available to managers and volunteers and that policies are adhered to The post holder will be responsible for the smooth running of the expenses process to ensure volunteers, staff and externals are paid in a timely manner and delegate workload effectively where needed. 14. The post holder will need to give finance support in the form of monthly budget updates to project managers to allow budget holders to manage local budgets 15. You will be required to contribute to quarterly meetings with the board, scheduled in advance, occasionally for evening teleconferences and at the charity's Annual General Meeting. 16. Requirements Essential Qualifications An accountancy qualification e.g. AAT qualified, equivalent level of CCAB, other recognised qualification recognised qualification or demonstrable experience. Experience, Previous experience of accounts Knowledge management and operating financial systems and Skills software Sage 50 Accounts Knowledge and experience of using standard PC software at an advanced level to include MS office suite Ability to contribute to the strategic financial planning of the organisation, providing accurate financial forecasts and management reports. Previous experience of working in the charitable sector in Scotland, on a paid or volunteer basis and an understanding of SORP Desirable Experience of managing the finances of large staff and volunteer teams Practical knowledge of producing payroll journals The ability to work independently against a background of ambiguity and change Experience of line management of finance staff. Experience of managing VAT returns and VAT accounting Highly proficient in use of microsoft office especially excel including the use of look ups and pivot tables. Ability to analyse financial data High level of accuracy and attention to detail when working to tight deadlines Excellent written and oral communication skills including presentation skills and ability to communicate with non-finance managers and staff.
