1 Health and Safety The council recognises that a high standard of health and safety is essential. We want to develop a positive health and safety culture throughout the organisation to ensure our employees are safe and happy at work. We all have responsibility for safety in the workplace. We need to inform employees of what is expected from them and also what we as an employer will do so together we can achieve a healthier and safer working environment. Health and Safety Policy The council Health and Safety Policy outlines the overall philosophy in relation to the Management of Health and Safety. It is made available to all employees to through the Intranet site and each line manager must ensure it is brought to the attention of employees. The Health and Safety policy is made up of three sections that outline overall policy on health and safety; how will the council will be organised to make it happen and the arrangements on how health and safety will be managed. As services perform different functions to meet customer needs each Service group, function or business unit will also have a Supplementary Policy and set of arrangements that will provide you with more detail about how each service area will specifically deal with the management of health and safety. Please request a copy of these from your manager. Responsibilities Under the Health & Safety at Work Act your employer must ensure the health, safety and welfare of everyone who may be affected by its acts or omissions. Health, Safety and welfare have to be considered in all aspects of work and we must comply with all relevant areas of the law. Considerations include the tasks you will perform in the workplace, the plant and equipment you are asked to you use, the handling and transporting of materials, the type of environment you need to work in and the welfare facilities provided (e.g. drinking water and toilets). Your manager will provide you with Health and Safety information, instruction and training for you that is appropriate to your job. You also must make sure that you do not put yourself, your colleagues or members of the public at risk. You should comply with the safe systems and instructions that are put in place. If you feel your safety or others safety is being compromised then you must tell your line manager about your concerns. You line manager will then investigate these issues for you. Doing this could stop you or someone else being injured.

2 Incident reporting You should report all incidents, accidents and near misses to your manager, no matter how minor they appear. Your line manager will then complete an incident report form with you. This is a written record of the details of the incident. This report will be sent to Health and Safety. Your line manager will investigate incidents where appropriate to help try and prevent further accidents. The council incident report pad is available in all buildings. Find out where the copy for your building is kept. Safety Signs Safety signs help us communicate important health and safety information. The types of signs and signals you will come across in your workplace include illuminated signs, audible alarms (fire alarm), warning signs and fire safety signs. Signs you will come across are: Prohibition signs. These signs tell you that something is prohibited and you cannot do it in that area. They will have a red outline with a thing that is prohibited in the middle. The most common prohibition sign is the no smoking sign. Mandatory signs. These signs have a blue background with white picture. They tell you must do something when you in that area e.g. Wear ear defenders or action to take in the event of a fire. Warning signs. These signs give warning of a hazard or danger. They are generally amber or yellow. They can be found on chemical bottles or to warn of electricity etc.

3 Safety signs. These have a green background with a white picture in them. They will lead to safety. The most common one you will come across is the running man where the arrow points you in the direction of exit in a building. Fire procedure Each building will have notices posted informing people what to do in an emergency. You should make yourself aware of these procedures. They will be tested from time to time during fire drills. Sound Find out what the sound of the fire alarm is in the building you are in. Find out when it is tested. Find out where call points are in case you need to raise the alarm. Fire Wardens These are appointed people to assist in the evacuation of the building whenever the fire alarm is activated. Find out who the fire warden is for your area. Exit Routes - If there is more than one exit route in your building then ask someone to show you. It may be that you need to leave the building by a different route if the one you normally use is blocked during an emergency. If you have to evacuate from a building, stay calm, leave the building in an orderly fashion immediately and make your way to your designated Assembly Point. Do not go back into building until you are told it is safe to do so, this includes going back for any belongings. If you regularly visit other buildings then you should make yourself aware of the emergency procedures there.

4 First Aid Trained first aiders or appointed people should deal with any emergencies in the workplace. You should find out who these people are in your workplace and how to contact them. Remember to report any injuries you receive during work. Risk Assessment All tasks and work areas are assessed for risks and preventive measures put in place. This process, called risk assessment, is a careful examination of what in the workplace could cause harm or injury. Its aim is to allow us to put in place measures and precautions to either remove risk or reduce risk to as low as we reasonably can. Risk Assessment is a process that we are all familiar with. You will carry out your own risk assessment every time you cross the road or drive a car. The risk assessments carried out for your workplace are a more formalised system. If you are a manager you may be responsible for carrying out the risk assessments for your area. There are several types of risk assessment required. Different assessments needed will depend on what job you do. All tasks will have general task assessments carried out. There may be other risk assessments relating to what you do in your job if it Involves working with chemicals working with a computer having to handle, lift or carry regularly as part of your job working on your own out of the office working in an environment where there is excessive noise You should ask your manager to see the assessments carried out for your job and make yourself familiar with the information in them. You should alert your manager to any hazards that you come across. Display Screen Equipment (DSE) DSE includes desk computers and portable equipment e.g. laptops. Use of this type of equipment is now common within the workplace. If you regularly use DSE in your workplace then you may be classed as a DSE user and your

5 manager will be able to tell you if you are. Users of DSE must have an individual workstation assessment carried out to ensure that the equipment they are using, the furniture and the way you are working will not be a risk to your health or safety. If you are a manger then you must ensure that these assessments are undertaken for all DSE users. Ask you manager for a copy of the Users guidance and for a Risk Assessment to be carried out. Slips, Trips and Falls Slips, trips and fall account for most of the accidents in offices but can occur in any workplace and can lead to injury. Avoid slips, trips and falls in your work area by: Keeping workplaces clear. Clean up any spillages immediately so no one else can slip on what has been spilled. Do not block passageways or corridors. Do not leave anything in the way of where people will be walking. Don t have cables trailing in offices where people could trip over them. Always ensuring drawers are closed on desks and filing cabinets. Electricity Every year people die from electric shock or electrical burns in the workplace. You should: Always follow instructions and ensure that you understand them before you use any electrical equipment. Always switch off at the mains before you connect or disconnect any appliances. Do not use and report immediately any damaged equipment and/ or equipment that is not working properly. Visually check cables plugs and extension leads for signs of damage. Remember if in doubt do not use the equipment and report to your line manager. Hazardous Substances Hazardous substances that you may come across in the workplace include chemicals and solvents. Where you are asked to use them or are exposed to them you should ask your manager to see the risk assessments relating to them.

6 Never use a substance unless you have been trained to use them. Always follow given working procedures. Do not bring in chemicals from home, only use substances supplied in work. Always read instruction labels and warning signs on containers. Wear personal protective equipment if provided. Never transfer liquids or substances into unlabelled containers. Personal Protective Equipment Depending on the job you are going to be doing you might be given Personal Protective Equipment (PPE) to wear. Types of PPE supplied include ear defenders, eye protectors and safety shoes. Where a risk assessment identifies that PPE is required then it will be supplied. Any supplied equipment must be used properly and worn when required. Where PPE doesn t fit properly or gets damaged or worn ask your manager for a replacement. Training will be supplied on how to wear the equipment properly and you should look after it. Find out if you will need PPE for the job that you are going to be doing. Occupational Health It is in everyone s interest that you remain healthy. The council wishes to prevent ill health, protect good health and promote a healthy lifestyle for all its employees.
