2 Utility Conservation is a keystone of Sustainability Mission Statement: To promote a culture of sustainable living and to promote the practice of energy conservation at FSU and within the campus community that by so doing promotes the University s positive impact upon the local and global environment.

3 Sustainability Goals To educate students, staff, faculty and campus community members about sustainable living practices To support via human resources and financial resources, where available, initiatives that promote conservation and green living on our campus

4 Sustainability Goals To work with campus partners in establishing benchmarks in the area of waste reduction, energy reduction and resource reduction To have a cohesive, all-encompassing organizational structure on campus that promotes our mission, establishes goals, and takes prompt action to achieve these goals on a perpetual basis.

8 Energy Performance Contracting at Florida State University Performance Contracting has been a key element of FSU s strategy to reduce energy consumption since 1997

9 What is Energy Performance Contracting? Enabling legislation-florida Statute Allows public education institutions to re-direct utility savings into self-funded capital improvements Requires a guarantee of financial and operational performance with annual reconciliation If there is a shortfall in savings in any given year, we cut a check for the difference.excess savings goes to the university No change orders! Provides the university with capital and human resources to get improvements made quickly without waiting for funding or doing projects in drawn out phases.

11 FSU Performance Contract 10 year financed project FSU selected Johnson Controls via RFQ in 1996 Facility audit conducted 1996 Project began and completed in 1997 Total savings to date, $22,560,825 Recently extended contract to 2017 and completed additional projects. Additional E&G building upgrades $5M Dorm upgrades $1.2M (lighting, water/sewer)

12 What were the driving issues? One of the highest electric rates in Florida Lack of capital Old and inefficient systems Culture to do more with less Need to improve the learning/teaching environment Provide a Sustainable Campus

Lighting retrofits Lamps/ballast Occupancy sensors LEDs Water/sewer retrofits Heating, Ventilation and Air Conditioning (HVAC) retrofits Variable speed drives Chiller upgrades Steam traps (service provided ongoing) Heat pipes Additions to energy management/control systems Roofs Energy Awareness Program with Students and Staff Onsite Johnson Controls Energy Engineer

14 Innovation At Florida State New technologies used in the recent project include 20 Watt LED technology lamps to replace the high energy consuming 100 Watt high pressure sodium bulbs in the blue light security kiosks scattered across campus, which reduced the system s energy usage by 80 percent. Campus security is enhanced as a result since the kiosks are more visible at night and easily located by students.
