Florida State University Utility Conservation Program Alan Peck, Director, Florida State University, Utilities and Engineering Services Davis Gandees, Johnson Controls, Inc., Florida Higher Education Manager

Utility Conservation is a keystone of Sustainability Mission Statement: To promote a culture of sustainable living and to promote the practice of energy conservation at FSU and within the campus community that by so doing promotes the University s positive impact upon the local and global environment.

Sustainability Goals To educate students, staff, faculty and campus community members about sustainable living practices To support via human resources and financial resources, where available, initiatives that promote conservation and green living on our campus

Sustainability Goals To work with campus partners in establishing benchmarks in the area of waste reduction, energy reduction and resource reduction To have a cohesive, all-encompassing organizational structure on campus that promotes our mission, establishes goals, and takes prompt action to achieve these goals on a perpetual basis.

Key Elements of Utility Conservation at FSU Installation of energy efficient utility systems Efficient operation of utility systems Energy Performance Contracting

Installation of Energy Efficient Utility Systems High Efficiency Chillers using ground water for cooling Variable Primary Flow Chillers Quality Underground Steam and Chilled Water Piping Extensive Control and Monitoring Systems Campus Design Standards for use in new construction and renovations

Efficient operation of Utility Systems Optimize operating schedules and procedures for major equipment such as chillers and boilers Maintenance of major equipment to maintain maximum efficiency Optimize scheduling of HVAC throughout the campus

Energy Performance Contracting at Florida State University Performance Contracting has been a key element of FSU s strategy to reduce energy consumption since 1997

What is Energy Performance Contracting? Enabling legislation-florida Statute Allows public education institutions to re-direct utility savings into self-funded capital improvements Requires a guarantee of financial and operational performance with annual reconciliation If there is a shortfall in savings in any given year, we cut a check for the difference.excess savings goes to the university No change orders! Provides the university with capital and human resources to get improvements made quickly without waiting for funding or doing projects in drawn out phases.

FSU Facts 41,000 students 6,412,425 Sq ft of buildings (E&G) 21,000 Tons of cooling (3 plants) 180,000 lbs/hr steam plant $24M utility budget Many buildings that support critical research projects

FSU Performance Contract 10 year financed project FSU selected Johnson Controls via RFQ in 1996 Facility audit conducted 1996 Project began and completed in 1997 Total savings to date, $22,560,825 Recently extended contract to 2017 and completed additional projects. Additional E&G building upgrades $5M Dorm upgrades $1.2M (lighting, water/sewer)

What were the driving issues? One of the highest electric rates in Florida Lack of capital Old and inefficient systems Culture to do more with less Need to improve the learning/teaching environment Provide a Sustainable Campus

What were the solutions? Lighting retrofits Lamps/ballast Occupancy sensors LEDs Water/sewer retrofits Heating, Ventilation and Air Conditioning (HVAC) retrofits Variable speed drives Chiller upgrades Steam traps (service provided ongoing) Heat pipes Additions to energy management/control systems Roofs Energy Awareness Program with Students and Staff Onsite Johnson Controls Energy Engineer

Innovation At Florida State New technologies used in the recent project include 20 Watt LED technology lamps to replace the high energy consuming 100 Watt high pressure sodium bulbs in the blue light security kiosks scattered across campus, which reduced the system s energy usage by 80 percent. Campus security is enhanced as a result since the kiosks are more visible at night and easily located by students.

LED Blue Light Security Kiosks

LED versus Old Blue Light Security Kiosks

Financial Results to Date Savings as of December 2007 of $8,955,457 in excess of contracted guaranteed savings amount Total savings as of December $22,560,850 FSU project cost payments as of December $14,470,033 Actual Rate accumulated savings (minus project cost payments) as of December $17,046,249 Contracted Rate accumulated savings (minus project cost payments) as of December $8,955,457

FSU Financial Results FSU Savings versus Payments for Year 10 (2007) $6,000,000 $5,000,000 $4,000,000 $3,000,000 Total Payments Contract Rate Savings Actual Rate Savings $2,000,000 $1,000,000 $0 Jan-07 Feb-07 Mar-07 Apr-07 May-07 Jun-07 Jul-07 Aug-07 Sep-07 Oct-07 Nov-07 Dec-07

Annual Environmental Benefits Pollution Reduction CO2-37,000,000 lbs SO2-317,000 lbs NOx- 137,000 lbs Water Conserved* 132,000 gallons/day *includes dorm project Environmental Equivalent Removing 3,500 cars from the highway Planting 7,200 trees Electric and water/sewer saved annually with this project enough to supply over 1600 Tallahassee homes!
