3 Organic agriculture in the EU Good for nature, good for you The development of organic farming has made major strides in the EU over the past 20 years Although it only represented around 3 per cent of the total EU utilised agricultural area in 2000, organic farming has developed into one of the most dynamic agricultural sectors in the EU Europe (EU+EEA+CH) 123 or 225 aquaculture unit in world (estimate)

4 What is meant by organic? Organic production is an overall system of farm management and food production that combines best environmental practices, a high level of biodiversity, the preservation of natural resources, the application of high animal welfare standards and a production method in line with the preference of certain consumers for products produced using natural substances and processes. (From introduction - Council Regulation (EC) No 834/2007)

7 Background Former EU rules did not cover aquaculture (Council Regulation 2092/91) New Council Regulation 834/2007 agreed in June 2007 does include aquaculture and seaweed Two year s s work to get detailed rules agreed Discussion with 27 Member States in period 6/2008 6/2009 (Expert Committee + Standing Committee Organic Farming)

8 2.New basic Regulation of Objectives and principles Objectives sustainable management system for aquaculture respecting nature producing products of high quality responding to consumers demands Involving appropriate design and management, restricting use of external inputs, strict limit on chemical inputs Producing food from organic ingredients and restricting additives

9 New basic Regulation General Production rules Seaweed Production rules (Article 13) Production Rules Aquaculture Animals (Article 15), including: Husbandry Practices Breeding Feed for fish and crustaceans Bivalve molluscs Disease prevention and veterinary treatment

10 Breeding Artificial induction of polyploidy, artificial hybridisation, cloning and production of monosex strains, except by hand sorting, not to be used (R 710/09 no hormones) The appropriate strains compatible with the objectives and principles of organic production to be chosen species-specific conditions to be established

11 Feeds for fish and crustaceans Feeds to meets the animal s s nutritional requirements at the various stages of its development; Plant fraction of feed to originate from organic production and ingredients from fisheries to originate from sustainable fisheries Non-organic feed materials from plants origin, feed materials from animal and mineral origin, feed additives and certain other products to be used only if they have been authorised for use in organic production under the Regulation Growth promoters and synthetic amino-acids not permitted

12 Disease Prevention To be based on keeping the animals in optimal conditions by appropriate siting,, optimal design of the holdings, the application of good husbandry and management practices Disease to be treated immediately to avoid suffering to the animal; Chemically synthesised allopathic veterinary medicinal products, including antibiotics, may be used where necessary but within limits specified in detailed rules (Section 7 of Commission Regulation 710/2009 max x2/year; parasite treatments max x2/year)

Detailed rules - Commission Regulation 710/2009 Provisions for site location and sustainable management including environmental assessment and sustainable management plan (new Articles 6b + 25b) Provisions for production of organic and non-organic in the same holding Use of locally grown species

Location not to be subject to contamination Production can be split between clearly separated organic and non-organic units natural situation/distances/tidal flow/separate water distribution systems/upstream vs downstream location Production unit on land to have settlement pond, biological or mechanical filters

15 Detailed rules - Commission Regulation Organic and non-organic origin of juveniles phasing out of latter (with certain exceptions) by end of 2015 Husbandry rules animal welfare good quality water suited to species natural photoperiod and suitable temperature Specific rules for containment systems no closed recirculation facilities except for hatcheries/nurseries rules for units on land and at sea

16 Detailed rules - Commission Regulation. Feeds -> to produce healthy animals + high quality final product + low environmental impact Fish meal from sustainable fisheries (Reg EC 2371/2002) Fish meal and fish oil from organic aquaculture trimmings Fish meal and fish oil from trimmings of fish used for human consumption Phasing out of non-organic/non-sustainable ingredients by end 2014

17 Summary The new Regulation 710/2009 received a qualified majority vote from the Member States in June 2009 It sets out a common standard for aquaculture animals + seaweed following extensive discussions with experts in 2007/08 and a year of discussion with Member States This is a balance between existing national rules and private standards Free movement in the 27 Member States assured market of 500 million people from 1 July 2010
