1 Background to the Posts SBHA Technical Services delivers its Technical Services from the head office location in Selkirk. The Directorate has 4 main teams: the Planned Team, responsible for the investment in SBHA Homes, the Maintenance Division and the Administration Team. As SBHA is expanding its role in investment two posts have been created. Technical Manager (Planned) and Technical Manager (Major Project) to support the change: The Technical Manager (Planned) will be responsible for delivery of SHQS, team management, skills development and planning for general and cyclical investment in Tenants homes. The investment will support a focus on the skills development within the team and provide greater supervision and consistent performance management. The post holder will also be specifically responsible for budgets, operational delivery, tenant satisfaction, programme management and contractor supervision. The successful applicant will manage the Property Team (1 Technical Co-ordinator and 5 Technical Officers). The Technical Manager (Major projects) will be responsible for the design, evaluation, development and delivery of significant capital investment projects. They will oversee the EESSH (Energy Efficiency Standards for Social Housing) works and external works programmes as well as the commissioning and development of regeneration and new build projects. Alongside this they will lead on procurement and option appraisal for hard to let homes. They will support the Director in the financial evaluation of future investment plans. The successful applicant will initially manage 1 Technical Officer (Clerk of Works), although responsibilities may increase as the development programme progresses. Both post holders will have a strong focus on the development of formal technical skills and it is expected that both post holders will work closely with HR to deliver a specific skills investment programme for the Technical element of the business. The Technical Team consists of a Co-ordinator and 6 Technical Officers. The Investment Programme for SBHA is 10m in Both roles will work as part of the SBHA leadership team and will be at the heart of the organisational change programme, Borders without Barriers. SBHA has a full stock condition survey and provides homes across 40 settlements. The assets are recorded on the Codeman System to support analysis of future investment needs.

2 Registered as a Scottish Charity - No. SC Job Description Job Title: Department/Section: Location: Technical Manager (Planned) Technical Services SBHA Head Office, Selkirk Salary: SBHA Grade 3 39,028 to 49,147 ( ) Reports To: Director of Technical Services Closing Date: Date: August 2014 Overall Purpose To be responsible for the leadership, management and development of SBHA s Planned Maintenance Programme and to ensure that investment in tenants homes is delivered effectively, efficiently and safely to the agreed standards and statutory requirements. Jointly with the other Technical Services Managers, to take responsibility for the procurement and delivery of co-ordinated, cost-effective, customer-focussed, development and regeneration services to SBHA s Tenants and other customers (including external customers). This may require the post holder to take charge, as required, of another team or teams within the Technical Services Department Principal Accountabilities Leadership 1. Manage and co-ordinate the team, including setting standards of performance and work targets, and providing guidance, support, training and development to both the team and other staff within the Association. 2. To establish, develop and maintain effective working relationships with all work colleagues to ensure an integrated contribution to the Association s strategic and business objectives and staff management. Programme Delivery 1. To lead the development, implementation and review of SBHA s asset management (new and existing stock) To be responsible through the Director of Technical Services to the SBHA Board and relevant Sub-Committees, for the planning, initiating, and effective and efficient management of, the Association s development programmes.

To be responsible for establishing and maintaining a housing stock technical database, to meet the requirements of the Scottish Housing Regulator and SBHA s funders, as well as internal operational needs. 3. To manage and lead a team that delivers a programme of work effectively and within budget, and to ensure that staff are recruited, trained, managed, consulted, appraised and developed in accordance with internal and statutory procedures and in an effective and sensitive manner. 4. To plan, prepare and maintain investment and regeneration programmes to ensure the Association s housing stock achieves the Borders Quality Standard, the Scottish Housing Quality Standard (SHQS) and plan for future investment programmes. 5. To manage and co-ordinate the direct provision of cyclical maintenance, service contracts and aids and adaptations, and to facilitate completion to specification, on time and to budget. 6. Ensure Life Cycle Costings, Stock Condition Appraisals, Asset Management Strategies are collated to accurately inform the Associations Planned and Cyclic Maintenance Programmes. Commissioning 7. To be responsible for establishing and undertaking SBHA s Client Manager function for contracts, cyclical maintenance works and procurement to ensure compliance with SBHA s policies and performance targets in respect of all contracted-out services relevant to the Department. 8. To research develop and report on and prepare technical specifications and standards, complying with best practice, legislative requirements and relevant SBHA policies, and to monitor implementation and ongoing effectiveness. 9. To establish and maintain Approved Lists of Contractors, Consultants, suppliers, agents, etc., and organise systems for the effective monitoring and management of their performance. 10. Assume responsibility for the maintenance of all office premises and budget accordingly in liaison with the rest of the Leadership Team. Service Performance 11. To facilitate and ensure the achievement of good performance within the framework defined in the Scottish Housing Regulator s ARC and related industry best practice standards. 12. To facilitate and ensure good communication, liaison, co-operation and support in respect of the Association s Tenants and other customers, to ensure their welfare and interests are protected throughout the maintenance and improvement process. 13. Ensure effective communication in the Property Team in plain language, both internally and externally, to ensure people are informed, engaged and find it easy to access SBHA s services. 14. In all areas seek customer feedback to shape and develop services and deal with customer complaints in a transparent, efficient and effective way, and in a way that customers understand. 15. Maximise the use of ICT to improve efficiency, increase productivity and develop services, including document management. Financial Management 16. To be accountable to the Director of Technical Services, jointly with other Technical Services Managers, for the financial planning, monitoring and control of the Association s technical programmes.

4 17. Ensure all contracts are procured properly, and a system of contract management files are set up to ensure effective record keeping. Governance & Compliance 18. To prepare and present regular reports for the Board, its Sub-Committees, keeping them appraised of Departmental performance against targets, new legislation and policy reviews, ensuring that the Board Members have sufficient information to enable them to discharge their responsibilities effectively. 19. To be responsible for establishing, implementing and maintaining systems and practices to ensure compliance with technical Health and Safety and related legislation, in regard to the Association s houses with particular focus on managing risk of gas, asbestos and legionella safety issues. To act as the designated legionella/asbestos co-ordinator with responsibility for ensuring all matters as detailed in the H&S Manual are complied with, in addition to being responsible for the Associations stock with regards to asbestos and legionella safety Stakeholder Management 20. To maintain and develop proactive relationships with the Scottish Housing Regulator, Local Authorities and other agencies in order to improve SBHA s reputation and maximise opportunities to contribute to strategic objectives. 21. Work with regulators, internal and external auditors and consultants to provide management information and data, feedback and written comments. 22. To promote and represent the Association in the community, the housing sector and with other organisations, attending meetings and conferences and speaking in public. General 23. To ensure that the Association s policies and procedures for Health & Safety at Work are observed throughout the organisation. 24. To observe and continually promote equal opportunities and customer care in compliance with Association policy. 25. To commit to personal continuous professional development to maintain relevant up to date skills for personal and Association s benefit. 26. To maintain awareness of Tenant Participation as a commitment by SBHA to its Tenants. 27. To carry out any other duties appropriate to this post, as necessary or as requested. Working Environment You will be required on occasions to work outwith and in excess of normal working hours. For SBHA grades 1 4, no additional payment will be made in this regard. For SBHA grades 3 and 4, compensation will be made in the form of time off in lieu. You will be required to travel within Scottish Borders area and occasionally outwith.

Ability to work in partnership with stakeholders to deliver successful outcomes for tenants and other customers Ability to plan and budget maintenance/regeneration programmes and projects, based on stock condition data and other relevant factors. Excellent negotiation skills and ability to challenge and take action (including legal action) as a result of breach of contract and/or poor performance by contractors and suppliers. Ability to understand and analyse plans, technical schedules, contracts and specifications. Ability to interpret and apply procurement legislation, building regulations and standards, and regulatory requirements. 2. Education & Knowledge Educated to Degree standard, or may be substituted in exceptional cases where substantial direct relevant experience and appropriate skill set can be demonstrated A relevant technical, professional or management qualification. Evidence of CPD and prepared to undertake relevant training to further knowledge base. Knowledge of the role of the Social Housing Sector Full knowledge and understanding of Health & Safety responsibilities including CDM Understanding of effective Business Planning Comprehensive knowledge of housing maintenance and construction. Good knowledge and understanding of maintenance within the affordable housing sector. Understanding of the role of Registered Social Landlords and the Scottish Housing Regulator.
