2 1.0 Purpose The purpose of this policy is to ensure that personal protective equipment (PPE) is used in a consistent manner and in keeping with findings of risk assessments in the Dublin Port Company (DPC) work place. The objective is to enhance the protection of personnel on site through the use of PPE in specific areas and/or operations. 2.0 Scope This policy covers DPC employees in all areas of Dublin Port and also contractors and visitors to the area. PPE includes items such as safety footwear, safety glasses and goggles, hard hats, gloves, bump caps, visors, protective clothing, high-visibility clothing, respirators, supplied air breathing apparatus, ear muffs, ear plugs, life-jackets, etc. A non-designated area is an area where PPE is not required and this includes the following: the Port Centre, office areas, locker rooms, the oil jetty control room, the port operations building. A designated area is an area where PPE is required and this includes the following: Maintenance Workshop Common User Areas Oil Jetties Dry Dock Area On Board DPC Vessels Working on Quay Wall Pilotage Operations Construction Sites Ramps Customers Compounds Road Network in Dublin Port Terminals Terminal 6 Car Compound Lighthouses PPE is also required for specific operations as detailed in the relevant Standard Operating Procedure (SOP). 3.0 References Safety, Health and Welfare at Work Act 2005 Safety, Health and Welfare at Work (General Applications) Regulations, of 5
3 4.0 Responsibilities 4.1 Employees It is the responsibility of all employees to use and maintain personal items of PPE including safety footwear, safety glasses, hard hats, bump caps, visors, protective clothing, high-visibility clothing, respirators, and supplied air breathing apparatus, ear muffs, ear plugs, life-jackets and pilot jackets. For all items of PPE which require regular checks (including breathing apparatus, life jackets, respirators and pilot jackets) it is the responsibility of the individual concerned to ensure that such items are returned to the designated person in accordance with the date. It is also the responsibility of these individuals to ensure that such items of PPE are used correctly and in accordance with the manufacturers instructions and any instructions issued by DPC. 4.2 Supervisors It is the responsibility of the all Supervisors to comply with this policy and to promote the use of PPE amongst employees in their area. 4.3 Managers It is the responsibility Managers to ensure compliance with this policy in their area of responsibility. 4.4 Visitors/Contractors DPC personnel that receive visitors and are accountable for external contractors are responsible for ensuring that they wear appropriate PPE in designated areas. 5.0 Procedure 5.1 Precautions and Limitations There is a limited exception for visitors on short tours of the Port Area who will not be handling any equipment or materials. These tours of visitors will be accompanied by a DPC employee and transportation will usually be via a DPC bus. Although visitors/dignitaries are not required to wear full PPE while accompanied by a member of DPC, it remains a requirement when PPE is required the responsible DPC employee must ensure that all persons are instructed in the use of PPE and any related emergency response procedures. All personnel under DPC control who are within 1.5m of the water and/ or are on a vessel must wear a life jacket at all times there are no exceptions of this rule. 5.2 Procedure PPE must be worn at all times while on site in designated areas of DPC. Appendix 1 specifies the minimum requirements for PPE in operating areas. If a person is driving a vehicle, the PPE must be worn when leaving the vehicle. Persons on site must adhere to PPE requirements posted in specific areas of the site. 3 of 5
4 Persons on site must also adhere to PPE requirements detailed in Standard Operating Procedures for equipment and activities. Disciplinary action will be taken in relation to failure to observe this policy when it is noted that personnel are not wearing PPE. 6.0 Safety Controls Additional PPE may be required and must be worn as identified in Risk Assessments and Standard Operating Procedures. 7.0 Environment Disposal of used or damaged PPE must be disposed in the correct waste stream 8.0 Others 8.1 The EHS Specialist is responsible for the maintenance and control of this SOP. 8.2 The revision and abolition of this SOP requires the approval of the Port Engineer. 9.0 Records A record of the communication of this Policy to all employees must be kept on either QPulse or by each responsible manager Attachments REF-DPC-H&S-001-A1, Appendix 1 4 of 5
