Parking Management in Athens: Mental Change and Parking Attitudes - Lessons learnt City Parking Conference in Berlin Dimitris Koryzis AEDA, SYSTEMA

City Metropolitan Area

Area Characteristics inhabitants immigrants 1470 km 2 area 465km 2 Athens Greater Area 39 km 2 Athens Municipality inhabitants Athens Municipality dense area Unemployment 10-11% Growth rate 3-4% km PT Network in the whole area private cars 50% use 440/1000 inhabitants Taxi PT passengers / day - 40% movements 15 km/hour average speed

City Parking Related Issues Urban planning and land use in Athens Environmental policy Athens Transport Map after 2004 Public Transport Use expansion Pilot Parking Policy

Parking policy 3 Main actors + 3 State Organisations + Local actors Set of legal measures (Parking Creation and Operation Procedures & Traffic Impact Assessment Studies, Creation Parking Spaces in Public Buildings, Parking Spaces and the Land Use Planning prospects, Development Law financing up to 40%) No integrated strategy regarding transport and parking exists on a local level or regional level Increase of parking needs 25% illegal parkings Free parking pricing policy for private parking stations Strict Procedures for parking stations creation

Parking Characteristics on road Parking Spaces in Athens Metropolitan Area free of charge in Athens City Area off road parking legal semi-legal illegal 2/10 Athenians are legal in rush hours 3,7 hours parking space occupation Peak hours Parking Cost in private parking: 5-7 entrance fee + 0,5 hourly, monthly, acquisition cost Construction Cost / place new parking spaces (P &R facilities) 50% use new parking spaces with parkometers (5.500 in pilot system)

Previous Efforts for Parking Previous efforts to implement controlled on-street parking in various Municipalities, including Athens, failed mainly because of legal problems provoking inadequate mentality Recent implementations, after solving legal problems, present deficiencies in: Systematic police enforcement Efficient collection of fines Information and compliance of Public Statistics from previous implementation of Controlled Parking by the Athens Municipality Reduction of long term parking except for residents Large percentages of short term parking (0-3 hours): 86% for short period parking, up to 2 hrs 63% for long period parking, up to 8 hrs 25% for residents only parking 82% for illegal parking

Current car-parking problems lack of a relevant authority lack of an integrated policy insufficiency of enforcement inadequacy of infrastructure provision mentality matters (willingness to pay) need for improvement of public transportation services no concrete pricing policy in off road parking stations

Parking demand and supply Demand >>> cars places Supply >>> places cars Needs >>> places cars Parking provision in the next years >>> places Need for additional parking provision >>> places

Present Parking Policy New parking stations have been created in certain nodal points and PT terminals in collaboration with Attiko Metro Individual parking companies use the Laws for parking stations creation more efficiently PT usage increase and assistance of PT enforcement body in illegal parking spaces enforcement Selected local measures in parking policy (e.g. pilot actions in city center using IT solutions) Use of uncovered building spaces in private buildings Athens Municipality Pilot Parking on road System

Park & Ride Provisions

Athens Municipality Pilot System places in city centre for city centre inhabitants, for short term city centre visitors and 1000 for public services Fully controlled parking system in 7 city centre districts 100 controllers 2 means for payment (SMS and IT technology/per minute charge or parking card for 1 or 3 hours Cost differs as the city centre inhabitants will pay 10 per year, the public services as well, and the main customers will be the city centre visitors paying 1 /hour for the first 2 hours, 6 for the third hour and for the rest hours as well 23 fine for short term parking zone, 65,5 for the other zones

On Street Parking Study Results Existing Status (parking spaces) Proposed Plan Phase A (parking spaces) Free Parking Month Restricion Parking 90 0 Controlled Parking "Residents Only" Special Use Parking TOTAL OF LEGAL PARKING SPACES Illegal Parking (No of Vehicles)

Payment System

Next Steps Phase B: Present contract prolongation Study to start soon. Approx spaces Rest of the Municipality Program to be prepared Priority to areas with large number of visitors

Expected Benefits Complete banning of illegal parking in the controlled parking area and the neighboring areas Reduction of long term parking Increase of supply for short-term parking Increase of public transport use Decrease of traffic flows and increase of capacities Improvement of traffic conditions (Better level of service and elimination of congestion) Improvement of environmental conditions (Air quality and noise level) Provide adequate parking for residents Investment to new soft traffic measures

Assessment of City Parking topics Legislation Construction/ Architecture Policy / Planning? Strategy Financing PARKING? Management Systems Mentalities Telematics Marketing??

Athens System Strategy Policy Management Construction Legislation Financing Marketing Telematics Mentality

Good Practices in Athens create mentality The existing legal framework covers all parking related issues Subsidies for parking stations creation -participation of Private Sector - enhancement of (off-street) parking infrastructure Construction regulations cover all relevant issues; automated stations should be considered and architecture innovations should be further examined The use of new technologies/ Telematics is increasing More effective and targeted Marketing approaches should be designed to enhance the use of PT and the controlled (payed) parking in the city centre contributing to the change of mentality New pilot system plans and policies implementation provide parking management results at local level creating parking mentality Pilot system results are encouraging

Lessons Learnt Missing technicalities due to study errors Compatibility with Traffic Code Fines 700 fines per day (28% of places) Euro income per month 56% of citizens believe that it is a tax measure Car use >>> parking use >>> payment Citizens maturity is a problem On-street Parking mentality is created Public campaign during system launch only Pilot system transferred to a policy tool Other Greek Cities introduce on street parking systems

Future Objectives New Metropolitan Parking Authority in regional level More parking stations near Metro Stations - People willingness up to 75% press for park & ride stations Municipal parking off-road stations in city centres Re-Assessment of recent PDs for parking construction in private buildings Coherent enforcement of illegal parking in collaboration with all the actors city freight logistics schedules Monitoring of parking policy measures vs. parking strategy and people needs (where, who, when, how much) Regional Transport Authority (PT, Planning, Traffic, Parking)

Recommendations for the future Parking strategy integration into an overall long-term transport strategy Analysis of the existing parking policies Assessment of the existing Park & Ride services Extension of controlled parking system Promotion of Public Transport Attraction of private funds for parking stations Application of effective management systems Long-term parking/ transport strategy Restructuring tariffs if needed Implementation of marketing strategies to attract users and sensitise the public
