2 1946 National Fire Prevention and Protection Centre in Paris 1977 Academy of French Firefighters (ENSSP) in Nainville-les Roches 1954 National Civil Defence and Security College, Nainville-les-Roches castel An educating institute The ENSOSP has formed its officers composing of firefighters, volunteers and professionals along with its medical teams (nurses, physicians, pharmacists, and veterinarians). The Academy is in charge of initial (56%), lifelong (22%), and specialized trainings (12%). Other audiences include local authorities representatives, government officers, business executives, French and international experts, and international firefighters. The Academy aims to meet the employers requirements of qualified firefighters and those of Directorate of Civil Security of norms respect. Thanks to its own initiatives and partnerships with various entities, the ENSOSP forms technical advisors for fire and rescue services and proposes several Master Degrees in the areas of risk management, civil security law, and risk assessment in technological, biological, radiological, and chemical fields. Striking to achieve both expertise and excellence, the Academy proposes: Firefighting training and first aid training using innovative simulation practical areas as urban, building and traffic road areas or medical emergency drills areas (SIMURGe) Crisis and risk management Human resources management CBNR and environmental prevention and preparedness Operational management Training for medical executives Senior officers training Nearly firefighter s officers formed annually of which 192 lieutenants in initial training About 200 training sessions each year and 400 trainees a day trainees altogether in 2009 (in comparison to in 2003) More than guest-speakers, 70 % coming from Fire & Rescue services and 30 % from public or private sectors

The ENSOSP is linked with the institute by edictt 1986 ENSSP becomes ENSOSP, the French Academy for Fire, Rescue and Civil Protection Officers An institute that promotes firefighters fundamental values and open to the world An institute promoting firefighters fundamental values An institute open to the world Although the necessity of modernity is evident we, by no means, neglect the generations-togenerations tradition and respect of republican, professional, and human values. In fact, the Academy puts an emphasis on the importance of these values with all its partners. The very first of these values is our heritage transmission of liberty, equality, fraternity, solidarity, courage, devotion, equity, loyalty, effectiveness, commitment, respect, etc. Indeed, these values are emphasized each day at the Academy. A formal ceremony uniting both trainees and personnel every Monday A graduation ceremony organized in June each year to finalize the end of training courses. The highlight of this ceremony is the ENSOSP prizes that reward the graduates with the best thesis.these prizes are the Academy s way to promote scientific studies and graduates efforts all along their degree. Since 2006, the ENSOSP has taken part in the National Day s parade in the Champs-Elysees. The ENSOSP s flag and its guards representing the unity of all the French firefighters nationwide takes part in all ceremonies held by the Interior Ministry. The ENSOSP aims to be the leader in multiple networks, in order to be at the heart of breakthrough knowledge s integrations, exchanges, and identifications. As such, the Academy is an active member of : The network of various national schools of public utilities The network of Fire and Rescue Services The European Fire Service Colleges Association The network of Fire and Rescue Services Schools The Academy s international cooperation concentrates on the 4 following fields: firefighters trainings, civil protection, humanitarian assistance, and research and development projects. Although the ENSOSP receives main commands from governmental authorities, the Academy also works closely with other partners such as Universities, National Engineering Schools, the National Schools of Public Health, and specialized institutes primarily in education and civil protection. The ENSOSP s main working areas are Europe and Union for Mediterranean. Nevertheless, the importance of the rest of the world is one of our core objectives. In fact, each year, the ENSOSP welcomes international delegations from around the world and provides exchange programs for students; not to mention the trainings that we constantly organize in partner countries.
4 2007 Relocation of the ENSOSP in Aix-en-Provence (teaching centre) and in Vitrolles (operational training centre) 2004 The Decree n gives to the ENSOSP a legal status as a national public administration supervised by the Directorate of Civil Security An anticipating institute The ENSOSP puts a strong emphasis on the prospective and the development which help improve the quality of its educational programs and play an important role to support its users. Studies and research The Academy coordinates and participates in projects and research in related fields. The leading position of the ENSOSP can be observed through its actions in needs identification, tools selection and sharing, and practices optimization. The ENSOSP is considered to be the main leader in these mentioned areas. Lessons learned through experience By collecting and sharing feedbacks from past operations, the ENSOSP aims to attain excellence in education. It s also one of our main missions to improve operational practices. A didactical and pedagogical way of thinking The ENSOSP daily contributes (in close relation with all the national actors of the Fire and Rescue services and of the Directorate of Civil Protection) to define and to design the entire training programs and the curricula for both the firefighters and the medical staff of the Fire and Rescue services. The ENSOSP contributes widely in the elaboration of the doctrines. This can be done thanks to our broad network of experts, trainers, and lecturers, on behalf of the Directorate of Civil Security. PNRS Portail National des Ressources et des Savoirs Resources and knowledge sharing The Academy s library and its Internet website are the two pillars for resources and knowledge sharing. This is managed by notorious figures and thematic experts, with webmaster s technical support. Several workshops, conferences, and seminars are organized as meeting occasions for all. These truly are valuable opportunities to share experience, working methods, and initiatives.
5 Organisation and missions Article 2 - Decree of 7 June 2004 The French Academy for Fire, Rescue and Civil Protection Officers (ENSOSP) is a national public administration. It depends upon the Interior Ministry that is in charge of civil protection. The ENSOSP is managed by the board of administrators. The French Academy for Fire, Rescue and Civil Protection Officers has 5 majors assignments, defined by a law : Initial and lifelong or vocational training for volunteer and professional firefighter officers Training and courses for local authorities representatives, civil protection and government officers, industrial and international experts Animation of the network of local or regional firefighters schools, in particular coordination of trainings, researches and cooperation projects implemented by a number of Fire and Rescue colleges at local level Research, studies, evaluation, prospective, competitive intelligence as well as broadcasting of related information in the field of competence of Fire and rescue services Development of international relations in terms of research and exchange of knowledge, in particular in didactical development The ENSOSP is experienced by its participation in various international or European projects, workgroups. The ENSOSP is also implicated in the EFSCA network (European Fire Services Colleges Association) and in the new Training Policy Group (TPG) for the European Disaster Managment Training Arrangements (EUDMTA).

Especially dedicated to group leaders and command officers, this practical training centre reproduces various operational situations in different contexts. 23 ha built in a real sustainable development (water recycling, ecological charter, landscaped integration, use of renewable energy, trees planted or preserved,etc.) A control room, an urban area, a main road and a motorway, a villa, a building (5 levels - 4 flours), a fire and rescue station covering an area of 500 m² Up to 8 exercises done at the same time Up to 300 scenarios 64 engines including : 3 ladders, 10 ambulances, 13 fire pumpers and 5 forest fire pumpers 6/8, rue Eugène Oudiné PARIS Tél. : +33 (0) The ENSOSP parisian site is devoted to fire safety conditions in constructions and industrial risks analysis and prevention. It covers 1200 m² and has 5 regular classrooms designed to train the firefighter s officers in charge of the fire safety in public buildings. It also welcomes conferences, meetings and trainings for fire and rescue senior executives.
