3 INTRODUCTION Welcome and thank you for joining us at the Government of Canada Workplace Charitable Campaign (GCWCC). Your role as a volunteer is absolutely vital to the success of this campaign. The GCWCC team thanks you for your leadership and your participation. As a Treasurer, this guide will help you develop and implement an effective plan for your GCWCC workplace campaign. It includes everything you ll need to lead your Core Team on a fun and exciting campaign path, and make your campaign a success for everyone involved. It offers you step-by-step advice and practical ideas to organize and process your campaign effectively. This guide s objectives are to: Outline the financial and administrative procedures to be followed by departments and agencies participating in the Government of Canada Workplace Charitable Campaign (GCWCC); and Introduce the financial and administrative procedures for reporting the contributions to the GCWCC office. SPECIAL NOTE: Before the campaign officially begins, the campaign leader or the treasurer should consult with the Personnel Pay and Benefits Office to ensure that the procedures described in this guide are acceptable to the workplace. Some special procedures may apply to the Department of National Defence and to agencies whose pay offices are not regulated by Public Works and Government Services Canada. 4 SECTION 1: ABOUT GCWCC FEDERAL GOVERNMENT SUPPORT The federal government proudly supports Canadian communities and their needs through the Government of Canada Workplace Charitable Campaign (GCWCC). Developed exclusively for federal employees and retirees, the GCWCC builds stronger, healthier communities through charitable giving, including payroll or pension deduction. The GCWCC supports United Ways, HealthPartners and all other Canadian Registered Charities. Please see Appendix 1 for the most recent letter of support and endorsement for the GCWCC from the federal government. A PROUD TRADITION From 1990 to 1996, United Way-Centraide and HealthPartners participated in nearly 80 federal campaigns across Canada. In 1997, the Treasury Board of Canada expanded the campaign so that donors could support any Canadian registered charity under a new name, the Government of Canada Workplace Charitable Campaign. Each year, as mandated by the Treasury Board of Canada, United Way-Centraide, one of the most trusted names in the charitable sector, manages the annual campaign with the support of dedicated volunteers and donors from across the country. Since its inception, the GCWCC has become one of the largest and most successful workplace fundraising campaigns in Canada. The GCWCC Campaign consists of three elements: National Capital Region (NCR) Employee Workplace Campaign (Ottawa and Outaouais) Canada, National Employee Workplace Campaigns (outside of the NCR) wherever there is a federal presence Federal Retirees Direct Mail Campaign (across Canada) To ensure consistency and cost-effectiveness, United Way Ottawa works with the network of local United Ways across Canada to support them in their role as local GCWCC campaign managers. WHY FEDERAL EMPLOYEES AND RETIREES VALUE THE CAMPAIGN The GCWCC is a testament to how much federal employees and retirees care about their communities. The campaign provides them with the opportunity to express the core values that they share from coast to coast to coast and to make a difference in their communities and across the country by supporting organizations that are close to their hearts. Key features of the campaign are: 3

5 1. Giving is easy: The GCWCC offers donors the convenience and efficiency of consolidating their annual charitable giving through one transaction on a single form. Donors can choose to give through payroll or pension deduction, spreading their gift out over the year. At the end of the year the amount appears directly on a donor s T4 or T4A, alleviating the need to keep track of charitable receipts. 2. Donor choice: Donors have the choice of supporting a wide range of social, health and community-related agencies and organizations, large and small, which offer essential services within the community. 3. Efficiency: Through a centralized, streamlined administrative process, GCWCC donations are processed more efficiently than most charitable organizations. This enables more of each donation to go where it is needed most and enables the GCWCC to keep fundraising costs well below the national average for the charitable sector. FEDERAL EMPLOYEES AND RETIREES CREATING HOPE CHANGING LIVES The GCWCC slogan Federal employees and retirees creating hope changing lives brings focus to the supporters of this campaign and the power of their generosity. Every year federal employees and retirees throughout Canada create hope and change lives for thousands of people in communities across the country with their donations to the GCWCC. KEYS TO THE GCWCC S SUCCESS The GCWCC operates across Canada from coast to coast to coast and each campaign shares some common elements which are key to its success. Some of these elements are: a tradition of generosity and community engagement among federal employees and retirees; early planning; early launches; 100% face-to-face peer canvassing: giving through payroll or pension deduction; support from all levels of management and unions; effective recruitment and motivation of workplace volunteers; support and guidance of campaign teams from United Way s GCWCC Managers across Canada; and ongoing communication with donors, volunteers and managers. 4

6 SECTION 2: TREASURER ROLES AND RESPONSIBILITIES The departmental Treasurer s shall: 1. Oversee and ensure the proper management and operation of the financial and administrative campaign procedures within their department, according to local GCWCC protocol 2. Attend the mandatory GCWCC Training Sessions which will provide detailed information on procedures and proper steps to take (ex. Treasurer Training Session) 3. Attend all the Core Team meetings related to the campaign. 4. Recruit and train his/her campaign team members; departmental Sub-Treasurers, departmental Data-entry and departmental Canvassers. 5. Before the campaign officially begins, the Campaign Leader or the Treasurer should consult with the Personnel Pay and Benefits Office to ensure that the procedures described in this guide are acceptable to the workplace. For example, some special procedures may apply to the Department of National Defence and to agencies whose pay offices are not regulated by Public Works and Government Services Canada. 6. Develop and manage an internal process to gather all gift forms, special event forms and related monies and cheques. 7. Gather the money collected and keep secure until it is deposited. 8. Deposit all monies and cashable cheques into the United Way - Centraide /GCWCC bank account (according to local United Way - Centraide /GCWCC protocol and procedure) 9. Ensure the payroll portion of the gift forms are forwarded to the payroll office Verify the cut-off date for the payroll deductions with your payroll office Verify the payroll frequency of pay periods Send the payroll tear-away piece of the gift form to the appropriate Department/Agency. 10. Execute and coordinate all necessary data-entry into the financial tracking system (according to local United Way / GCWCC procedure) 11. Maintain/modify the departmental structure, if necessary to reflect the current organizational departmental structure. Track the various roles (departmental Sub-Treasurers and/or departmental data-entry and departmental Canvassers) and inform all the Canvassers of their identification numbers (Canvasser I.D.) 12. Promptly forward completed envelopes to the GCWCC office throughout the campaign. Note that during the campaign, you should call your GCWCC Manager to arrange the pick-up of your envelopes. 13. Run various reports upon request and report results to Campaign Leader and Core Team. 5

7 SECTION 3: FIVE EASY STEPS TO CAMPAIGN ADMINISTRATION (*Note this process is only an example. The Treasurer and Campaign Leader should consult with their local GCWCC Campaign Manager to arrange specific protocol) 1. Review Information 2. Input Gift Forms in the Financial tracking System (according to local United Way / GCWCC procedure) 3. Prepare envelope(s) and deposit slip(s) 4. Deposit Money 5. Submit the envelope(s) to your GCWCC Manager Step 1 Review Information Before inputting any data in the financial tracking system, it is imperative that the Treasurer review the information provided by the donor. Note that the Canvasser should have reviewed the information on the gift forms prior to submitting them to the Treasurer. This information is confidential and must be kept private and protected from unauthorized access. THE GIFT FORM The following information must be correctly recorded on the gift form: Pay office number - two digit number (for payroll deduction only) Department or agency identification code a three letter code. (for payroll deduction only) Pay list number a four digit code (for payroll deduction only) Personal record identification (for payroll deduction only) First name and Initial(s) if applicable Family name and salutation Canvasser number (dependant on local GCWCC procedure) Method of payment of donation. Generally, one option box should be clearly checked, but multiple payment methods can also be checked as long as the donor specifies which payment method is applied to which designation. 6

8 Complete address - The Canada Revenue Agency requires that the complete address be written when producing income tax receipts: apartment number (if applicable), street number, street name, city, province and postal code. These fields must be completed, for all cash, cheque(s) and credit card donations. Donor s signature - Donors must sign and date the Gift Form if giving by payroll deduction and credit card donations. For cash or cheque donations, the donor s signature is not required but recommended. Date of transaction: please put the date the donor completed the gift form. The gift form must be distributed as follows: Main portion (top) Must be forwarded to the GCWCC office. Tear Away portion (bottom) Payroll (for payroll deduction only) Must be forwarded to your payroll office. The donor may only keep it if the method of payment is not a payroll deduction. DESIGNATION OPTIONS The GCWCC gift forms offer designation options for giving as clearly and concisely as possible. BOX 1 and BOX 2 United Way Donors may choose to designate a donation to their local United Way (Box 1) or another United Way (Box 2). The donor must ensure that the United Way code (refer to the codes on the Calendar/Brochure or on the GCWCC website) is in both of the code sections for Box 1 or Box 2 (Main portion and Tear-Away portion). Please note that only one United Way code is allowed per code section (i.e. one for Box 1 and one for Box 2). If the donor chooses to give to additional United Ways, they must complete additional gift forms. Depending on the local GCWCC gift form, donors may be able to choose one of the following options: Distribute where it is needed most to provide the broadest range of support and help the greatest number of people; Distribute to one or more impact areas; BOX 3 HealthPartners Donors may choose to designate a donation to HealthPartners. Donors can choose one of the following options: Designate a donation to the HealthPartners general fund, from which donations will be distributed to the member organizations; OR Designate a donation to one or more specific HealthPartners member organizations (please refer to the GCWCC brochure). 7

9 BOX 4 - Other Canadian Registered Charities Donors may choose to designate a donation directly to any other Canadian registered charities of their choice. The donor must put their local United Way s code (refer to the codes on the Calendar/Brochure or on the GCWCC website) in both of the code sections of the gift form for Box 3 (Main portion and Tear-Away portion). Please indicate the exact name, full address and charity number of the charity. This is important as many charities have very similar names and multiple locations. The charity must be registered with Canada Revenue Agency and you must indicate the business number of the charity. This number may be obtained by calling or by referring to A minimum donation per charity may be required for the GCWCC to honor the donor s gift. Please refer to your local United Way for more information. Be sure to verify that the amounts reported at the top of the gift forms are an accurate reflection of the designated amounts in Boxes 1, 2, 3 and 4. All unused gift forms must be returned to your Team Captain or Campaign Leader. All unused gift forms must be returned to your Team Captain or Campaign Leader If the donation was made by payroll deduction, please ensure that the amount of every designation can be divided into the number of pay periods (1,014/26 pays = 39 per pay) If the donation was made in cash or by cheque, please ensure that the entire payment was received. THE SPECIAL EVENT FORM The Special Event form must be distributed as follows: Copy Department/Agency Copy GCWCC office 8

10 Step 2 Input Batches and Gift Forms into the Financial Tracking System Contact your local United Way / GCWCC Manager to discuss appropriate local procedures. Step 3 Prepare the envelope(s) and the deposit slip(s) Contact your local United Way / GCWCC Manager to discuss appropriate procedure. You must gather all the gift forms to be inserted in the envelope that you will give to the GCWCC Manager. You must put all gift forms in the envelope and gather all the monies and the cheques (that can be deposited) that will be relevant to the envelope in order to make your deposit. Do not forget to insert all post-dated cheques in the envelopes. Once you have prepared and balanced the envelope, you can proceed to deposit the money and cheque(s). If you have any questions, please call your GCWCC Manager. Step 4 Deposit the Money SAFEGUARDS Each person is responsible to ensure that campaign funds entrusted to him or her are properly safeguarded at all times. The campaign funds and gift forms must be kept in a safe or barlocked/combination cabinet for safekeeping. Its access should be limited to the Treasurer, the person responsible for data input and the Campaign Leader. The combination/keys to the cabinet/safe should be given to the local security office and the lock should be changed whenever there is suspicion of unauthorized access, report of a lost or stolen key or when there is a change in the personnel with access to the cabinet/safe. Frequent deposits should be made to avoid having cash and cheques on hand. PROCEDURES Endorse each cheque (including post-dated) upon receipt by using the deposit stamp Deposit to the credit of GCWCC, or Deposit to the credit of United Way - Centraide XXX. To obtain the deposit stamp, contact your GCWCC Manager. Also, please indicate on the back of each cheque the gift form number and the deposit number. Calculate the total amount of cheques. Please note that a bank cannot check the date on the cheques being deposited. Please ensure that no post-dated cheques are deposited Balance the cash donations with related gift forms. Sort by denominations, roll coins (if applicable) and calculate total. 9

11 Prepare a bank deposit slip or the electronic deposit slip. You can have multiple deposit slips in an envelope but your envelope must balance (i.e. the amounts deposited must total to all the cash and cheques excluding post-dated cheques within the envelope). DEPOSIT SLIP You will need the following information to complete each deposit slip: Department/Agency ID number A two to three digit number, unique to every department and agency Customer number This number is an identification number that allows you to make deposits in the bank. All departments/agencies use the same number. Envelope number The envelope number is a pre-set and unique number. Deposit number Every deposit slip is numbered in sequence. There are two types of deposit slips which may be used. The following are examples of deposit slips: 1. Example of a bank deposit slip which includes the following information: Department/Agency Agriculture and Agri-Food Canada ID number 11 Deposit # 1 Envelope number 07G Customer Number Total deposit 210 Cheques 1 x 50 Cash 1 x 100 1x 20 3 x 10 (30) 2 x 5 (10) Treasurer The name of the departmental Treasurer 10

This number is sequential. 4. Date of the deposit 5. Name of the person depositing. 6. Customer Number for all Department/Agency 7. Name and amount of the cheque included in this deposit. 15 Step 5 Submit the Envelopes to your GCWCC Manager Please consult your GCWCC Manager for preferred local protocol/procedure. Please note that it is imperative that you submit the envelope(s) to the GCWCC as soon as they are completed. Envelopes must be picked up by your GCWCC Manager. The following is a list of items that should be included with each submission of envelopes to your GCWCC Manager. It is not necessary to keep copies of all documents if you have accurately recorded information in your financial tracking system. Hand-written Canvasser report, and the corresponding gift forms (main body of the Gift Form) One or numerous deposit slips which must reconcile with all related cash and cheques (excluding the post-dated cheques) of the gift forms within the specific envelope Post-dated cheques stapled to the appropriate gift forms Cheques dated later than the day of the deposit must be submitted in the corresponding envelope. Do not keep post-dated cheques for later deposits. Attach to the gift form and submit with all documents. The GCWCC Manager will deposit the cheques. Envelopes that do not satisfy the criteria will be returned to the Treasurer for further revisions. 14

16 SECTION 4: HOW TO PROCESS LATE DONATIONS LATE PAYROLL DEDUCTION PROTOCOL Use of the on-line pay input system means all payroll deductions must be processed by a specific termination date identified by each respective payroll office. If processed before that date, all payroll deductions will begin in January of the upcoming calendar year. However, donations made by payroll deduction and received after the termination date must be submitted to the Personnel Pay and Benefits Office on a PWGSC-TPSGC 2517T (Personnel-Pay Input Form) or a PWGSC-TPSGC 2549 (Personnel-Pay Input and Time Summary Form). Payroll deductions reported on these forms must be adjusted to reflect the total pledge over the remaining pay periods in the upcoming calendar year. It is recommended that you consult your Personnel Pay and Benefits Office to confirm the applicable procedure for your department/agency. The Treasurer must forward the Gift Forms (top portion) and a photocopy of the Canvasser Report to the GCWCC Manager. The GCWCC Manager will update your campaign results and provide you with an updated report. LATE CASH DONATIONS PROTOCOL For cash donations received after the termination date, the gift form, the Canvasser report and the deposit slip must be forwarded to your GCWCC Manager. The GCWCC office will update your campaign results in the financial tracking system used locally and provide you with an updated report. Any cash donation after December 31 st, 20XX received at the GCWCC office will be receipted the following year. 15

17 SECTION 5: INCOME TAX RECEIPTS Receipts for donations made via cash/cheque/credit card will be prepared by your local GCWCC office and forwarded to the campaign Treasurer or Campaign Leader. A minimum of 20 gift (cash, cheque and credit card) is required for a tax receipt. (Consult your GCWCC Manager for more information). Each department/agency is responsible for distributing the official income tax receipts to cash, cheque or credit card donors. For those contributing by payroll deduction, the amount of the donation will appear on their statement of earnings (T-4), which will serve as the official receipt. The GCWCC office is not involved in receipting donations made by payroll deductions. 16
