2 Calendar of Events DATE EVENT 31 August 2004 Date for the early filing of Tax Returns make return to the Collector-General Return filing date for your 2003 tax return Payment date for the following 31 October 2004 Preliminary Tax (Income Tax) for 2004 Balance of tax for 2003 Capital Gains Tax for the initial period 2004 (1 January September 2004) Methods of Payment Cheque If you pay by cheque, it will be cashed immediately, regardless of the date of receipt. Simply complete the 'Statement of Net Liabilities' on the pay-slip return the pay-slip along with a cheque made payable to the Collector-General. Please note that if your balance for 2003 is a refund you must put a tick in the box alongside the entry. The total liability figure at the end is the net amount you are due to pay, should take account of the refund. You must take care in completing your pay slip. The centre section of this booklet lists some Do's Don'ts with regard to completion. A copy of the payslip is also reproduced in the centre pages of the booklet to assist you with the various entries. 18 November 2004 Extended filing payment dates for ROS Customers only (return payment must be made through ROS). 3 Place of making Tax Return Payment (Collector-General's Division, PO Box 354, Limerick) - arrangements with An Post The place for making your income tax return payment is the Collector-General's Division in Limerick. Postal arrangements have been made with An Post to facilitate customers. These include special prepaid envelopes. The date of postmark on the envelope will be accepted by Revenue as date of receipt for compliance purposes. These envelopes are available from your local Revenue office or the Collector- General's Division (LoCall ). Introduction Pay File is now an established feature of income tax self-assessment. Pay File brings major advantages simplifications to the income tax system streamlines filing payment obligations for customers their agents. The purpose of this guide is to make you aware of your tax return payment obligations during For this year you will be making your tax return for the year 2003 making all relevant payments. It is important that you should take action in good time to ensure you meet your tax obligations, thereby avoiding possible interest penalties. Methods of Payment There are a number of payment options, other than ROS, that you can avail of to pay your tax liability. Single Debit Authority (SDA) The Single Debit Authority removes the need to pay by cheque the payment is not debited until the due date. All you have to do is complete the 'Statement of Net Liabilities ' the SDA portion of the payslip, with details of the bank account (must be a current bank account in Irel must be denominated in Euro) from which you want your total tax liability amount debited. You must also complete the Debit Amount, which is the amount that will be debited from your account. Please note that the SDA is valid for a single debit only for the amount specified on the SDA. This is the only amount that will be debited from your account until you give further instructions with a new SDA. The amount specified on the SDA will be debited from your current account on 31 October. Electronic Tax Return Payment through ROS The easiest most efficient way to do this is through the Revenue On-Line Service (ROS). You can access ROS through the Revenue website at You can make your tax return AND pay your tax on-line using ROS (Revenue On-Line Service), which will also provide instant calculations of your tax liability. This facility is available 24 hours a day, 365 days of the year. ROS offers the quickest, easiest most convenient way for you to meet your tax obligations under Pay File as it provides an instant, accurate timely calculation of your actual liability. There are other benefits to being a ROS customer. For example, you can receive secure access to your personal tax records. You also get an instant acknowledgement of all transactions. Registering as a ROS customer is a simple three step process can be done via the Revenue website at However, as registration can take up to 2 weeks to complete because certain passwords must be sent via l mail, give yourself adequate time if you are registering. 8 1

4 ROS Pay & File Incentive 2004 As a ROS customer you can also avail of the special arrangements covering your obligations under Pay File in The date for making the return the date of payment will be extended to 18 November 2004, where both the return payment are made through ROS. [If the return is made through ROS on or before 18 November the payment is authorized through ROS, then the payment will not be debited until 18 November unless you specify otherwise]. Paper Tax Return received before 31 August 'Early Filer' If you are making a paper tax return (i.e. you are not using the Revenue On-Line Service to make your returns) you make your return before 31 August 2004 we will issue you with a final tax assessment for the year 2003 well in advance of the 31 October This is a service for those who are unsure how to calculate their liability. In circumstances where your assessment indicates a payment due to Revenue all you have to do then is complete the personalised pay-slip return it, including your payment or completed SDA, to the Collector-General, to arrive on or before 31 October. Payment via ROS You can pay your tax through the ROS system using the following methods; If the return is made after 31 August 2004 we cannot guarantee to send you a final tax assessment before 31 October, so the onus will be on you (or your agent) to calculate the tax liabilities make the necessary payments on time. Laser - by entering your Laser card number expiry date ROS Debit Instruction (RDI)- by completing your bank details on the form. You can set up this instruction on-line or by post then authorise the actual payment on-line. If you already set up a ROS Debit Instruction for 2003, simply enter the amount you wish to pay in Your tax agent can also set up this debit instruction authorise the payment on your behalf, provided they have your written authority to do so. Please note that the RDI is only valid when you instruct Revenue to debit the nominated bank account for a specified amount. This is the only amount that will be debited from your account until you authorise a further payment. Place of making your Tax Return All returns payments should be made to the Collector-General's Division, PO Box 354, Limerick, unless you are filing paying electronically through ROS). Payslip Your personalised tax return now has a payslip attached, which you should use when paying the liabilities referred to on page 1. Revenue On-Line Service Fast Access, Secure Filing for all Self-Employed Tax Returns On-Line Banking - This option is available for the participating banks -AIB Bank of Irel. For further information on ROS payment methods or contact your ROS liaison officer in your local Revenue office. A full list of liaison officers is available on the ROS site, which can be accessed through the Revenue website at There are a number of payment options available, including Single Debit Authority, whereby you can have your net liability debited direct from your bank account to Revenue (details are included on the payslip accompanying your personalised return). Do not use a paper tax return or payslip if you use ROS. 2 7

6 Signature Date Please remember to sign date the payslip Statement of Net Liabilities The Statement of Net Liabilities should be completed whether payment is being made by cheque or Single Debit Authority. If there is no liability due for any of the years shown, enter a single 0 in the relevant field. Do not enter NIL, or return a blank Statement of Net Liabilities Income Tax Preliminary Tax 2004 The amount of Preliminary Tax you have calculated as being liable for the current year Paper Return: Guide to completing a Pay File Payslip Name PPS No Please do not return a photocopy or amend the printed name or PPS Number on the payslip Single Debit Authority The Single Debit Authority should be completed only when a debit is being made directly from your bank account. It should be left BLANK if you are making a payment by cheque or if there is a net refund due to you. Income Tax Balancing Amount 2003 Any outsting balance of Income Tax due for the year of assessment If you have calculated that there is a credit due to you for this year, enter the amount of the credit tick the box (see below) to indicate that the value is a credit. Do not enter a minus sign, or brackets ( ). Credit Tick Box This box should be ticked only if you have calculated that there is a credit due to you for the year of assessment Please ensure that the tick is a distinct - do not insert an X. Leave the tick box blank where you owe no tax for 2003 or if there is no liability due for that year. Total Net Amount The sum of all the amounts shown on the Statement of Net Liabilities. If there is no liability due for the years shown, enter a single 0 in this field. Do not enter NIL, or return a blank Statement of Net Liabilities. Net Refund Where you are in a net refund position, enter the net refund amount in the total net liability field. Do not use brackets ( ) or a minus sign - to indicate a credit amount. Capital Gains Tax 2004 Initial Period Any liability to CGT that has arisen in the period 1 January 2004 to 30 September
