3 Foreword This CEN Workshop Agreement has been drafted and approved by a Workshop of representatives of interested parties, the constitution of which was supported by CEN following the public call for participation made in 2002 to initiate CEN WS 10, and the subsequent public call for participation, in 2007, to initiate the Phase II A list of the individuals and organizations that supported the technical consensus represented by the CEN Workshop Agreement is available to purchasers from the CEN Management Centre. 4 Introduction The European Handbook for Defence Procurement (EHDP) contains references to standards and standardlike specifications commonly used to support Defence Procurement contracts, as well as guidance on the selection of standards and standard-like specifications to optimize effectiveness, efficiency, cost, and interoperability. It has been produced in the framework of a project called "CEN Workshop 10 on Standardization for Defence Procurement", managed by the European Committee for Standardization (CEN) and sponsored by the European Commission. 4

5 1 Scope The present document gives information about the CEN Workshop 10 "Standardization for Defence Procurement" ( for phase I and for phase II) and its deliverable, the Web site "European Handbook for Defence Procurement". The European Handbook for Defence Procurement contains lists of recommended standards and specifications to be used in Defence Procurement for the following topics: NBC detectors; Energetic materials; Fuels and lubricants; Batteries; Packaging; Electrical interfaces; Electromagnetic environment; Environmental engineering; Armoured Land Vehicle Technology; Ammunition; Paints and Coatings; Fluid Handling Systems; Life Cycle (Project) Management; Life Cycle Management (Technical Documentation); Quality of electric power supply Portable electric power generators; Terminology. It contains also descriptions of the procedures for Defence Procurement and production of Defence-related standards in the participating member countries. 2 Normative references There are no normative references at this time. 3 Terms and definitions No particular terms and definitions apply for the present document. 5

6 4 Description of the project 4.1 General The following countries contributed to the project : Belgium, Finland, France, Germany, Italy, Norway, Spain, Sweden, Poland, Turkey, United Kingdom, as well as the NATO Standardization Agency (NSA), the European Defence Agency (EDA), The Organization Conjointe de Coopération en matière d'armement (OCCAR) and ASD STAN. 4.2 Phase I Stage 1 (Initial Handbook) The first stage of the programme ( ) allowed a mapping of the existing situation and led to the following results : Identification of: current national policies and procedures when using standards for procurement of defence materiel; national policies, procedures and responsibilities for standardization. Creation of a list of current standards : phase 1 of CEN WS10 was the starting point for the elaboration of the complete European Standards Handbook for Defence Procurement. 4.3 Phase I Stage 2 (Choice of the first technical topics to be investigated) The second stage of the programme (end 2003-early 2004) had the following objective : Identify the important processes and technologies that are widely used in Defence Procurement. Consensus was attained by CEN WS 10 members, based on an initial contribution from the WEAG Standardization Team, on 8 technical topics deemed to be the most relevant ones: EG 01: NBC detectors; EG 02: Energetic materials; EG 03: Fuels and lubricants; EG 04: Batteries; EG 05: Packaging; EG 06: Electrical interfaces; EG 07: Electromagnetic environment; EG 08: Environmental engineering. 6
