1 JOB SCRIPTION POST: GRA: IRCTORAT: PARTMNT: RSPONSIBL TO: RSPONSIBL FOR: Planning Officer 500 Planning and Building Control Infrastructure Senior Planning Officer No permanent staff charge Job Purpose To support the development management functions of the ivision by providing: pre- application and general advice; assessing planning applications; representing the epartment at appeals; progressing planning enforcement investigations to formal action; assisting with proposed amendments to procedures and legislation when necessary promoting good quality in design of buildings and creation of places (including conservation matters); assisting with or dealing with minerals and waste planning applications (and compliance with conditions). Main uties and Key Accountabilities The post holder shall perform such duties and observe and conform with such reasonable instructions as the epartment, or person duly authorised by the epartment, may from time to time give. In doing so the Planning Officer will undertake such other duties, training and/or hours of work as may be reasonably required and which are consistent with the general level of responsibility of this job. The Planning Officer will be required to travel to various sites across the Island in the course of their duties. The epartment of Infrastructure reserves the right to alter the content of this job description to reflect changes to the job or services provided, without altering the general character or level of responsibility. In addition to this a summary of the key day-to-day duties is provided below: 1. Under the direction of the Senior Planning Officer to manage a personal workload of pre-application discussions, applications, appeals and enforcement cases, including presentation to the Planning Committee, appeal 1

2 hearings / inquiries and legal proceedings in connection with planning enforcement. 2. To provide information and advice (including pre-application advice) to the public, Local Authorities and Government epartments on the need to submit planning applications and on commenting on planning applications. 3. To meet with prospective developers and members of the public as appropriate, in order to respond to their requests for professional guidance in advance of applications for planning consent. 4. To deliver specialist planning professional planning advice to the epartment of Infrastructure and other epartments on local, national and international policies and programmes including producing reports and making presentations. 5. To assist as required in the preparation of guidance notes or leaflets as the directed by the irector of Planning and Building Control. 6. To promote good quality in design of buildings and creation of places (including conservation matters) through the delivery of planning services on the Isle of Man. 7. To assist in the assessment and determination of planning applications for minerals and waste. 8. To keep abreast of changes in the approach to development management and planning policy off the Island and at all times observe best planning practice in the performance of duties. 9. To assist in the preparation of and attendance at public meetings and exhibitions. 10. To establish and maintain effective communication and foster an effective working relationship with other epartments, agencies of Isle of Man Government and Local Authorities 11. Such other related duties as may be requested by the irector of Planning and Building Control. General Scope This document is intended to be a guide to the general scope of duties and not a rigid, inflexible specification. The employee shares with the employer the responsibility for suggesting alterations to the scope of duties to improve the work situation. This job specification will be reviewed as necessary to reflect the future requirements of Planning & Building Control and the epartment of Infrastructure. 2

3 Performance Management and Improvement All Civil Servants have a personal responsibility for performance management. The post holder is required to contribute to their annual performance development review and interim performance review(s). Regular meetings should be held between line managers and their reporting staff and regular reviews are encouraged by the epartment. These are specifically designed to deliver the aims and objectives of the epartment. Health & Safety The post holder is responsible for their own health and safety and the impact of their actions on others. They are responsible for identifying any possible risks or near misses to the Head of evelopment Management or irector of Planning & Building Control. Reporting Framework The post holder reports to Head of evelopment Management via one of two Senior Planning Officers within the evelopment Management part of the Planning & Building Control ivision of the epartment of Infrastructure. The one of two Senior Planning Officers, as Line Manager is responsible as Reporting Officer for the implementation of, and compliance with, the provisions of the Isle of Man Civil Service Performance and evelopment Review Scheme. As Reporting Officer, one of two Senior Planning Officers will ensure that in line with the timescale set out in the scheme, amongst other things, an annual: Personal elivery Plan and a Personal evelopment Plan is agreed with the post holder; Review and assessment of the post holder s performance and competency/behaviours is made; and Performance and evelopment Review meetings are conducted. Integrity As an appointee of the Planning & Building Control ivision, epartment of Infrastructure, the post holder is expected to recognise that their everyday business requires the highest level of personal integrity. ach Officer has a personal responsibility to maintain the confidentiality of all Planning & Building Control ivision and epartment of Infrastructure business and to uphold such confidences. In addition where appropriate, the post holder will be required to abide by the code of professional conduct for members of the Royal Town Planning Institute. 3

4 Qualification and xperience: To properly deliver the requirements of this role it is expected that the role holder will have the following qualification/professional membership: egree educated in planning, or equivalent planning related qualification, allowing eligibility for membership of the Royal Town Planning Institute (RTPI). ATTRIBUTS Qualifications ssential or esirable MTHO OF ASSSSMNT or egree educated in planning, or equivalent planning related qualification, allowing eligibility for membership of the Royal Town Planning Institute (RTPI). Knowledge & Skills Knowledge of the operation of the Isle of Man planning system and legislation Knowledge of the differences in town and country planning legislation in the Isle of Man, the British Isles and other planning jurisdictions Must have effective written and oral communication skills, being able to prepare, write and present clear and accurate reports An understanding of the role and potential of urban design within the planning system, including: o The ability to carry out site appraisals, character studies, etc, and to identify urban design issues. o Aptitude for technical drawing, diagramming ideas and threedimensional sketches Must have an eye for detail, keep accurate notes and have good organisational and project management skills including working on complex projects to tight deadlines Interest in developing use of information and communications technology within the planning service Awareness of and adherence to Health and Safety procedures with regard to self awareness whilst carrying out duties isposition Ability to work effectively and harmoniously with others as part of a team by developing and maintaining good working relationships with wide range of stakeholders including politicians, Planning Committee members, other officers and customers. Must be able to work on own initiative with minimal supervision, prioritise work, meet tight deadlines and cope with sustained high levels of workload and pressure.
