1 Job title: Location: Grade: 9 JOB DESCRIPTION Team Leader Planning Policy The Guildhall Salary: 41,140-45,623 Directorate: Division: Section: Team: Responsible to: Directly responsible for: Indirectly responsible for: Total budgetary responsibility: Regeneration, Enterprise and Planning Planning Planning Policy and Heritage Planning Policy Planning Policy and Heritage Manager Senior Planning Officer, Planning Officers Planning Technician Ability to authorise up to a 25k transaction and a high input into the Planning Policy Budget (currently 108,000) JOB PURPOSE To lead and manage the Planning Policy Team providing a high level of professional expertise, ownership and initiative in the preparation and monitoring of the Development Plan incorporating planning policy, research and statistics, the preparation of strategic and site specific plans/ policies, development briefs and supplementary planning documents, area implementation and enhancement. KEY RESULT AREAS To lead the preparation and review of the Development Plan for Northampton. The proper and efficient leadership and management of the Planning Policy Team on a day to day basis, and the training and development of junior staff in the section. To ensure that Plan Documents, Supplementary Planning Documents and any other work associated with the Development Plan are sound and produced to timetable.

2 To prepare reports and attend Council Committee meetings as necessary advising on planning policy issues and to prepare and give evidence on behalf of the Council at public inquiries regarding the Development Plan and any planning policy matters. To attend and address public meetings, where necessary outside normal working hours, on behalf of the Council on planning policy and to liaise and meet with public authorities, developers and others as required. To research and advise the Council of its statutory obligations in relation to planning policy and implementation issues including national, strategic, local and neighbourhood planning. To liaise with and advise Development Management staff, other officers of the Council and other Local Authorities, the West Northamptonshire Joint Planning Unit, statutory bodies, developers and the general public on the Council s planning policy and implementation matters. To undertake and commission research, information and evidence gathering and analyse results to inform planning policy and implementation. PEOPLE AND RESOURCES The jobholder is responsible for the following people and resources: Senior Planning Officer, Planning Officers including undertaking their one to ones and appraisals. Databases and records associated with the Planning Policy Team Jobholder s position in relation to their manager, peers and direct reports: The Team Leader Planning Policy is managed on a day to day basis by the Planning Policy and Heritage Manager. This person undertakes their one to ones and appraisals. Reporting to the Planning Policy and Heritage Manager, with relatively frequent contact/ reporting expected with the Head of Planning, the Director of Regeneration, Enterprise and Planning and the responsible Cabinet member and on limited occasions the Chief Executive. This job entails the following demands: JOB DEMANDS To lead the preparation and review of the Development Plan for Northampton. To undertake and commission research, information and evidence gathering and analyse results to inform planning policy and implementation. To foster strong partnership working where appropriate with partners such as West Northamptonshire Joint Planning Unit, Northamptonshire County Council, Daventry District Council, South Northamptonshire Council, Homes and Communities Agency, etc. to ensure good planning takes place within Northampton and in other areas that would have an impact on Northampton. To input into joint planning policy documents and evidence produced by the West Northamptonshire Joint Planning Unit. To assist the Planning Policy and Heritage Manager in his/her operational responsibility for the proper and efficient management of the Planning Policy and Heritage Team and deputise in this respect as appropriate. To be an integral member of the Departmental Management Team, positively working with partners in the best interests of Northampton promoting a Team Northampton approach. To support the Planning Policy and Heritage Manager and Head of Planning in the development and monitoring of the Planning Policy budget and Planning Service Plan. To assist the Planning Policy and Heritage Manager in developing a customer focused service which is excellent in terms of value for money, meeting national performance indicators and achieving high quality development with appropriate community benefits from planning obligations. To undertake any other duties commensurate with the position as designated by the line manager. To ensure that reasonable care is taken at all times for health, safety, and welfare and to comply with the policies and procedures relating to health and safety within the Borough Council. 4 PERSON SPECIFICATION Essential/Desirable Methods of Assessment KNOWLEDGE E D Application Form References Interview Other A degree or diploma in Town or Spatial Planning Chartered Membership of Royal Town Planning Institute (MRTPI) Extensive and in depth experience in planning (minimum of 10 years) and an up to date thorough knowledge of relevant town planning legislation and associated policy statements Knowledge of current and future challenges facing planning services and an understanding of public sector issues and sensitives A management qualification e.g. DMS In depth and thorough understanding of the development plan system, including the role and content of national, local and neighbourhood planning policy and guidance A thorough understanding of local government procedures and practices An awareness / understanding of the importance of equal opportunities and the Council s obligations under the Equalities Act 2010 and any subsequent associated legislation Knowledge and experience of the management of monitoring, information management and evidence collection systems Proven experience of strategic and spatial planning Knowledge and experience of partnership working within public organisations Demonstrable success/ significant contribution towards delivery of a sound development plan Proven experience of managing and motivating a team
