1 GOVERNMENT OF THE REPUBLIC OF TRINIDAD AND TOBAGO Ministry of Planning and Sustainable Development Employment Opportunities The Ministry s TOWN AND COUNTRY PLANNING DIVISION is seeking to recruit suitably qualified individuals on contract in the following positions; ENFORCEMENT SUPERVISOR, ENFORCEMENT OFFICER II and ENFORCEMENT OFFICER I. Kind of Work JOB DESCRIPTION ENFORCEMENT SUPERVISOR Responsible supervisory and technical work in the field of Town and Country Planning. Distinguishing Features of Work Responsibility for the administration and supervision of the work of subordinates. Activities include the overall processing of applications related to development planning and control and duties include the distribution of work to subordinates, ensuring (through supervision), that enforcement procedures are carried through at all stages; and includes attending court and giving evidence on matters relating to infringements of the Town and Country Planning Ordinance and replying to preliminary enquiries on applications for development. Considerable independence is exercised within the framework of established policies and procedures in the performance of duties and work is reviewed through discussions and reports for effectiveness and adherence to policies. Examples of Work Distributes and supervises the work of Enforcement Officers.

2 Coordinates work with Development Control Officers. Ensures that complaints with respect to applications for development are dealt with expeditiously. Ensures that investigations with respect to enforcement of development control matters are conducted. Gives evidence in court on matters pertaining to infringements of the Town and Country Planning Ordinance. Answers preliminary enquiries with respect to development applications. Ensures that statutory records of applications for development are properly and accurately maintained and supervises staff engaged therein. Perform other related duties as may be required. Required Knowledge, Skills and Abilities Knowledge of the Town and Country Planning Ordinance. Knowledge of the building laws and regulations. Ability to understand and interpret architectural drawings and development plans. Ability to express ideas clearly and concisely both orally and in writing. Ability to establish and maintain effective working relationships with other members of staff and the public. Ability to supervise a cadre of technical staff. Minimum Experience and Training At Least five (5) years supervisory experience in development control activities as may have been gained in an Urban and Regional/Town and Country Planning environment. Qualifications as evidenced by an Advanced Level in Geography and a Degree in the Social Sciences. A certificate or some training in Building Construction Technology will be an asset.

3 JOB DESCRIPTION ENFORCEMENT OFFICER I1 Kind of Work Responsible and complex work of a technical nature in the field of Town and Country Planning. Distinguishing Features of Work Responsible for examining and making reports on applications for the more complex development plans and prevents unauthorized development in urban areas. Work involves field visits and inspections, the examination of architectural town planning and engineering plans to determine desirability of proposed developments in accordance with the policies of the Town and Country Planning Division and includes supervision of subordinate technical personnel. Assignments are received from a superior officer, in the form of applications for planning permission from the public or as the officer determines the need for field investigations. Work is reviewed by a superior officer through reports and discussions. Examples of Work Examines applications for permission for the more complex development plans, especially for plans relating to urban areas, makes site inspections to determine whether proposals or plans conform to the policies of the Town and Country Planning Division and the Town and Country Planning Ordinance and submits reports to a professional superior. Advises potential applicants on the proper manner of submitting applications for development plans. Makes field visits and investigations to prevent development from being undertaken without prior planning permission being obtained. Serves enforcement notices to persons who undertake development projects without prior planning permission or who develop contrary to approved plans or conditions attached to the grant of any such planning approval. Supervises subordinate technical personnel engaged in work of a similar but less complex nature. Maintains appropriate records and registers as necessary, and makes periodic reports to the Head Officer. Perform any other related duties as may be required.

Ability to understand and interpret architectural drawings and development plans. Ability to express ideas clearly and concisely both orally and in writing. Ability to establish and maintain cordial working relationships with members of the public and associates. Minimum Experience and Training Experience in a drawing office or in a supervisory capacity in the building trade; and training as evidenced by the General Certificate of Education, Ordinary Level, or its equivalent, with passes in five (5) subjects, two of which must be English Language and Mathematics; or any equivalent combination of experience and training. A Certificate or some training in the area of Construction Technology will be an asset. Explains to applicants who have been refused permission, the reasons for such refusal and advises them of the best means of surmounting their difficulties so that permission may be gained. Advises potential applicants of the proper procedures for submitting applications for development plans. Makes field visits and investigations to prevent development from being undertaken without prior planning permission being obtained. Serves enforcement notices to persons who undertake development projects without prior planning permission or who develop contrary to approved plans or conditions attached to the grant of any such planning approval. Maintains appropriate records and registers at district offices and makes periodic reports to Head Office. Performs other related duties as may be required. 6 Minimum Experience and Training Experience in investigative work relating to Town and Country Planning; and training as evidenced by the General Certificate of Education, Ordinary Level, or its equivalent, with passes in five subjects two of which must be English Language and Mathematics; or any equivalent combination of experience and training. A Certificate or some training in the area of Construction Technology will be an asset.
