J/G M 1. Be a Kenyan Citizen. 2. Must have a Bachelor s degree in Civil Engineering and relevant qualifications from a recognized institution. 3. Be a registered Engineer by Engineers Registration Board of Kenya. 4. Must have at least 3 years of experience as an Engineer. 5. Demonstrate general administrative ability required for direction, control and implementation of Civil Engineering services. 6. Satisfy the requirement of Chapter Six of the Constitution. 1. Plan and budget for maintenance works in the county. 2. Implement road development and maintenance activities in the county. 3. Supervise road and consultant works. 4. Implement emergency response programme. 5. Maintain up to date inventory of roads in the county. 6. Protect road reserves in the county. 7. Prepare and submit progress reports on projects and programme. 8. Maintain technical and financial records for the county. 9. Supervise inspector roads. 2. INSPECTOR ROADS (6) J/G J 1. Must be a Kenyan citizen. 2. Must have a Kenya National Examination Council (KNEC) Diploma in Civil Engineering from a recognized institution. 3. Must have basic knowledge in making construction of roads, drainage and bridges with at least 3 years work experience. 4. Practical knowledge in roads construction. 5. Must be computer literate. 6. Satisfy the requirements of Chapter Six of the Constitution.

2 1. Supervision and controlling all road works within the area of jurisdiction. 2. Assisting in preparation of monthly physical progress reports of individual projects. 3. Ensuring specifications and standards are adhered to during construction and maintenance of roads. 4. Preparation of work programmes. 5. Be able to interpret engineering drawings. 6. Assisting in the selection and location of suitable materials for road works. 7. Ensuring that all ledgers log sheets, returns, master rolls and daily activity sheets are completed on time and submitted as required. QUANTITY SURVEYOR (1) J/G M 1. Be a Kenyan citizen. 2. A Bachelor of Arts degree in building economics or quantity surveying from a recognized institution. 3. Be registered with Board of Registration of Architects and Quantity Surveyors of Kenya (BORAQS). 4. Have a minimum of 3 years post registration working experience. 5. Proficiency in relevant computer application. 6. Satisfying conditions of Chapter Six of the Constitution. 1. Co-ordination of design, supervision of construction and maintenance of public works. 2. Responsible for research activities administration and supervision of all working under him/her. 3. Co-ordination, checking and recommending for approval of tender documents including bills of quantities. 4. Counter checking of sites, measurements and variation orders cancellation of fluctuations and preparation of final accounts. 5. Preparation of bills of schedules of materials. 6. Preparation of bills of schedules of labour and services required in the construction and equipment. 7. Preparation and valuation of works. 8. Preparation and presentation of progress report. 4. ASSISTANT QUANTITY SURVEYOR (1) J/G J REQUIREMENT 1. Must be a Kenyan citizen. 2. Diploma in quantity surveying HND is an added advantage. 3. At least three (3) years experience. 4. Must be a computer literate. 5. Satisfy the requirements of Chapter Six of the Constitution.

To assist the Quantity Surveyor in preparation of bill of quantities, counter checking of sites, measurements and variation orders and other duties that may be assigned to him/her by the Quantity Surveyor. 5. MECHANICAL TECHNICIAN ENGINEER (1) J/G M 1. Must be a Kenyan citizen. 2. Must be a Kenya National Examination Council (KNEC) Higher National Diploma (HND) certificate holder from a recognized institution. 3. Minimum 3 years of experience in a mechanical workshop. 4. Computer literate. 5. Demonstrate general administrative ability required for directing, controlling and implementation of mechanical engineering services. 6. Satisfy the requirements of Chapter Six of the Constitution. 1. Liaising with suppliers and handling supply chain management issues for all the plants and equipment. 2. Operation of ground based vehicles and their respective engineering subsystems. 3. Investigating equipment failures and difficulties to diagnose faulty operation and to make recommendations to maintenance crew (inspecting and test driving vehicles). 4. Develop engineering specifications or cost estimates for automotives. 5. Supervise all staff in the mechanical department. 6. Monitoring daily operations of all the construction plants and equipment in the department. 7. In charge of county fleet management. 6. SURVEYOR (1) J/G M 1. Bachelor s degree in either land surveying and photogrammetry, geomatics, geomatic engineering, technology in geomatics, technology in geo-informatics, geo-spatial engineering, philosophy in technology (survey) or its equivalent from a recognized institution. 2. Must have served as a surveyor for a minimum period of three (3) years. 3. Affiliate/associate membership of institution of surveyors of Kenya (ISK). 4. Certificate in computer applications. 5. Satisfy the requirement of Chapter Six of the Constitution. 1. Reviewing policies on surveying and mapping. 2. Overseeing boundaries and hydrographic surveys. 3. Monitoring and evaluating of survey and mapping activities. 4. Carrying out total work station and related computations and adjustments including triangulation. 5. Organisation of independent survey team, personnel and equipment. 6. Supervision of junior staff and taking charge of a survey team of supporting staff.

4 7. ASSISTANT SURVEYOR (1) J/G J 1. Must be a Kenyan citizen. 2. Diploma certificate from a recognised institution. 3. Minimum years of experience not less than 3years. 4. Computer literate. 5. Satisfy the requirements of Chapter Six of the Constitution. 1. Carrying out angular and measurements and computation for medium and high density topographical, general engineering, sub division schemes, medium area cadastral and photo control surveys. 2. Tertiary triangulation, tertiary traverses, engineering surveys and cadastral surveys. 3. Any other duties that may be assigned by the surveyor. 8. LANDSCAPE ARCHITECT (1) J/G M 1. Be a Kenyan citizen. 2. A degree in Architecture from a recognized university. 3. Have a technical knowledge of architectural project delivery. 4. Demonstrate skills on the areas of design, presentation and technical skills. 5. Proficiency with Auto CAD. 6. Be a registered member with Board of Registration of Architects and Quantity Surveyors of Kenya. 7. Have a minimum of three (3) years post registration working experience. 8. Satisfy conditions of Chapter Six of the Constitution. 1. Discussing the objectives, requirements and budget of a project. 2. Consulting with other professionals about the design of an environment. 3. Preparing and presenting feasibility reports and design proposals to the client. 4. Advising the client on the practicality of their project. 5. Producing detailed workings, drawings and specifications. 6. Controlling a project from start to finish. 7. Ensuring that the environmental impact of the project is managed. 9. SECRETARY (2) J/G M REQUIREMENT 1. A Kenyan citizen. 2. Have a Kenya Certificate of Secondary Education mean grade C plain with at least C plain in English. 3. Higher Diploma in Secretarial studies from Kenya National Examination Council (KNEC) or equivalent from a recognized institution. 4. Certificate in computer applications (Ms Office) from a recognized institution. 5. Good knowledge in the professional field of specialization (roads). 6. Ability to take instructions.

5 7. Satisfy the requirements of Chapter Six of the Constitution. 1. Management of E-Office. 2. Ensuring security of office records documents and equipment. 3. Management of office protocol. 4. Handling appointments. 5. Undertaking any other secretarial duties that may be assigned. 10. FLEET MANAGER J/G M 1. A Bachelor s degree in either:- Transport management Logistics Business management Operations management. 2. Introductory Certificate fleet policy, vehicle supply and asset management 3. Intermediate Certificate business relationships, legal requirements and administration will be an added advantage. SKILLS AND QUALITIES To be a fleet manager, you should have: 1. Strong organisation skills 2. The ability to interpret figures and spot trends 3. Good maths skills for managing contracts 4. A flexible approach and the ability to make decisions quickly 5. Excellent communication and negotiating skills 6. Good motivational and leadership qualities 7. The ability to meet targets. 1. Managing contracts and developing new business 2. Scheduling service, mot and repair programmes 3. Finding cost-effective sources of new vehicles 4. Coordinating the replacement of existing fleets 5. Ensuring the security of the vehicles when not in use 6. Organising staff cover. 7. Mileage and fuel costs 8. Service schedules and maintenance histories 9. Car availability and vehicle locations 10. The fleet's taxable value, capital value and depreciation rate.

6 11. TIPPER DRIVERS (3 POSTS) AND DRIVERS (5 POSTS) J/G E 1.Kenya Certificate of Secondary Education mean grade D(Plain) or its Approved equivalent qualification; 2. A valid driving licence free from any current endorsements; 3. Suitability Test for Driver Grade III; 4. Occupational Trade Tests III/II/I for Drivers; 5. First Aid Certificate course lasting not less than one (1) week from St. Johns Ambulance or any other recognized institution; 6. Defensive Driving Certificate from the Automobile Association of Kenya (AA) or its equivalent qualification from any other recognized institution; 7. Refresher course for drivers lasting not less than one (1) week every three (3) Years; and 8. Valid Certificate of Good Conduct (renewable every two (2) years). Duties and responsibilities. 1. Driving the vehicle as authorized; 2. Carrying out minor mechanical adjustments; 3. Detecting and reporting malfunctioning of the vehicle systems; 4. Security and safety of the vehicle on and off the road; 5. Safety of passengers and/or goods therein; 6. Maintaining cleanliness of the vehicle; and 7. Maintenance of work tickets for vehicles assigned to him/her

7 12. PLANT OPERATORS (10 POSTS) QUALIFICATIONS 1. Have a Kenya Certificate of Secondary Education (KCSE) mean Grade D Plain or equivalent qualification from a recognized Institution 2. Served in the grade of Plant Operator III for a minimum period of three (3) years; 3. Passed Occupational Trade Test III for Plant Operators; 4.A valid driving license free from any current endorsements for the relevant Class(es) of machines; 5. Ability to operate at least two (2) machines of difficult rating B; attended a First-Aid Course lasting not less than one (1) week from St. John Ambulance or the Kenya Institute of Highway and Building Technology (KIHBT) or any other recognised Institution; and 6. Shown merit and ability as reflected in work performance and results 2. LAND, HOUSING, ICT, ECONOMIC & PHYSICAL PLANNING DEPUTY DIRECTOR OF PHYSICAL PLANNING Job Group Q JOB DESCRIPTION This officer will report to the Director of Physical Planning. QUALIFICATIONS (1) A Masters and Bachelor s degree from a recognized institution in any of the following disciplines Urban and regional planning Urban/ Town Planning (2) Must a graduate member of Kenya Institute of Planners or Architectural Association of Kenya (Town Planning Chapter) (1) PHYSICAL PLANNERS (3 POSTS) Job Group K DUTIES 1. Preparing physical development plans 2. Undertaking feasibility studies on Physical, Social, Economic, and Environmental characteristics 3. Implementing physical development plan for National, Regional, County, Cities, Municipalities and Urban areas. 4. Processing development applications. 5. Maintaining physical planning records. COUNTY VALUER Job Group M JOB DESCRIPTION 1. Valuation of all County Government assets 2. Management of all County Government properties QUALIFICATIONS (1) Bachelor of arts- Land Economics/ Real Estate (2) Must be a graduate member of Institute of Surveyors of Kenya (3) Computer Literate. ASSISTANT DIRECTOR OF ECONOMIC PLANNING Job Group P QUALIFICATIONS (1) A Masters and Bachelor s degree from a recognized institution in any of the following disciplines Economics Economics and Mathematics Economics and Statistics (2) A Master s Degree Economics or a Post-Graduate Diploma in a relevant field such as Project Management Appraisal, Policy Formulation and Feasibility Studies, Strategic and Participatory Planning, etc. will be an added advantage. ECONOMIST (2 POSTS) Job Group L QUALIFICATION For appointment to this grade, a candidate must be in possession of a minimum of 1. A Bachelor s degree from a recognized institution in any of the following disciplines Economics Economics and Mathematics Economics and Statistics 2.Post-Graduate Diploma in a relevant field such as Project Management Appraisal, Policy Formulation and Feasibility Studies, Strategic and Participatory Planning, etc. will be an added advantage. An officer at this level will be responsible for a specific sector, location, service or area of activity.

9 AT THIS LEVEL WILL INCLUDE: 1. Providing economic planning data; 2. Undertaking economic analysis and formulation of development policies and strategies; 3. Identifying, preparation, planning and appraisal of development policies, projects and programmes, 4. Providing technical support to the county departments and other key stakeholders on economic planning/statistical issues 5. Under taking monitoring and evaluation of implementation of County medium term and short term plans; 6. Conducting feasibility studies; determining project viability and setting project priorities; collecting, collating, computerization and analysing data relating to production and marketing of agricultural/industrial products; 7. Writing, submitting and dissemination of periodic progress reports (monthly, quarterly and annual) and specific assignment reports; and 8. Controlling and supervising technical and other support staff. 9. Any other assignments given by the Director Economic Planning 3. STATISTICIANS (2 posts) Job Group L QUALIFICATION For appointment to this grade, a candidate must be in possession of a minimum of (1) A Bachelor s degree from a recognized institution in any of the following disciplines Economics Economics and Mathematics Economics and Statistics (2) Post-Graduate Diploma in a relevant field such as Project Management Appraisal, Policy Formulation and Feasibility Studies, Strategic and Participatory Planning, etc. will be an added advantage. 1. Managing a specific economic sector or an area of activity; 2. Collecting data on key performance indicators and continuously updating data factsheets. 3. Drawing up survey questionnaires and setting up control procedures for receiving returns and taking the necessary action 4. Coordinate collecting, collating, computerization, analysis and dissemination of data; 5. Provide technical support to the county and other stakeholders on economic planning/statistical issues 6. Writing, submitting and dissemination of periodic progress reports (monthly, quarterly and annual) and specific assignment reports; and 7. Respond to requests from data users; 8. Directing and supervising technical and other support staff. 9. Any other assignments given by the Director Economic Planning

10 LAND ADMINISTRATION & ADJUDICATION OFFICER (1 post) Job Group M QUALIFICATION 1. A Degree in any Social Science preferably Law Economics Geography Survey/Physical Planning 2. A Master s degree will be an added advantage. DUTIES 1. Facilitate the Sub-County Land Adjudication. 2. Fast track satellite imageries for the new declared adjudication section. 3. Liaise with Sub-County Adjudication Officer. 4. Compile progress reports for adjudication section in liaison with Sub-County Adjudication Officers. 5. Coordinate facilitation of the County Government in adjudication exercise in the County. 6. Handle all land Administration exercise in the County government both for public land and private complains. 7. Act as a liaising Officer between County Government, National Land Commission and National Government of matters of land issues. 3. HEALTH DEPARTMENT RADIOGRAPHERS/ULTRA SONOGRAPHERS (8N) Job Group H /K 1. A Degree or Diploma in Medical Imaging Sciences or Diploma in Diagnostic Radiography from a recognized training institution. 2. Be registered with the National Radiation and Protection Board of Kenya. 3. Able to operate, plain x-ray machines, digital x-ray machines, ultrasound machine and CT Scan Machines. 4. At least one year experience. 5. Satisfy the requirements of Chapter Six (6) of the Constitution of Kenya. NEPHROLOGY NURSES (2) Job group H (1) Minimum if a Diploma in Community Health Nursing (KRCHN). (2) Post basic training in Nephrology Nursing or Critical Care Nursery with Nephrology as the major component. (3) Registered with the Kenya Nursing Council. (4) At least one year experience. (5) Satisfy the requirements of Chapter Six (6) of the Constitution of Kenya.

11 4. EDUCATION AND TECHNOLOGY DEPARTMENT 1. SUB-COUNTY EDUCATION PROGRAMME AND CURRICULUM IMPLEMENTATION OFFICERS (10) TEN POSTS. EACH IN CHARGE OF A SUB- COUNTY, J/G M. Duties and Responsibilities: (1) Ensure quality coverage and delivery of curriculum through supervision. (2) Assess institutions for registration. (3) Inspection of structures and facilities in schools. (4) Capacity building and seminars. (5) Draw calendars of events for the institutions. (6) Assess teacher s preparations. (7) Ensure friendly learning environment to learners i.e. timetables etc. (8) Guidance and counselling. (9) Writing report on all activities in schools. (10) Development of localized curriculum. (11) Any duties assigned by the office. Requirements for the Appointments: (1) Be a Kenyan citizen. (2) A degree in either of the following: Technical and vocational training, or Education from a recognised University. (3) Master s degree in the field will be added an advantage. (4) Have knowledge, experience and distinguished career in a related area of not less than five 5(five) years. (5) Capacity to work under pressure and meet strict deadlines. (6) Demonstrate understanding of the commitment to the National values and principle of Public Service Governance as espoused in the constitution of Kenya 2010, Article 10 and COUNTY EDUCATION PROGRAMME AND CURRICULUM IMPLEMENTATIONS OFFICER POLYTECHNICS JOB GROUP M (1) one post. Duties and Responsibility: (1) To coordinate all polytechnic functions at the sub-county level. (2) Organise material development, workshops and seminars. (3) Collect and maintain statistical data for teachers/instructors, learners and trainees, etc. (4) Guidance and counselling. (5) Make report and recommendations. (6) Management of examinations. (7) Organize meetings. (8) Any other duties assigned by the office.

DEPUTY DIRECTOR PROCUREMENT AND SUPPLY CHAIN MANAGEMENT (1 post) Job Group Q Reporting to the Director, Procurement and Supply Chain management, the officer will be responsible for the following; QUALIFICATION The candidate must: (1) Be a Kenyan citizen (2) Be a holder of at least first degree in Bachelor of Commerce or its equivalent from a recognized university in Kenya. (3) Have served in the grade of a senior Supply Chain Management Officer for a minimum period of four (4) years. (4) Be in a possession of a post graduate Diploma in Supplies Management (1) Planning, organizing, administration and control of activities in Supply Chain management unit. (2) Guiding officers under him in implementation of Supply Chain Management Policies. (3) Assisting in the preparation of County Department Procurement Plans. (4) Representing the Directorate in meetings relating to Supply Chain Management (5) Any other duties that may be assigned by the Director of Procurement and Supply Chain Management.

13 (4) REINFORCEMENT SUPERVISORS (3) POSTS Job Group H Duties and Responsibilities (1) Will be reporting to the Administrator (2) Supervise the Enforcement Officers (3) Represent the Enforcement Officers on the security/enforcement meetings and any other such event as may be directed; (4) Perform Enforcement duties; (5) Supervise and evaluate the performance of the officers; (6) Liaise with the other stakeholders within the Enforcement Sector; and (7) Perform any other duties as may be directed from time to time. QUALIFICATION (1) Must have served in any police service/nys for a period of 3 years and above; (2) Must not have had any disciplinary action taken against him for the last three years while in service; (3) Must have at least a diploma in criminology, Public Administration or security studies from a recognized institution in Kenya; (4) Must not have been convicted of any criminal offence; (5) Must be below 45 years; (6) Satisfy Chapter Six of the Constitution. (5) REINFORCEMENT OFFICERS SIXTY (60) POSITIONS Job Group F Job Summary: (1) Identifying, developing, implementing and maintaining security processes, protocols and programs to reduce risk, respond to incidents, and limit exposure. (2) Overseeing the physical security and safety of County Government staff and assets. (3) Enforcement of county Legislation Principal Responsibilities Reporting to the Enforcement Supervisor. The Officers will have the following responsibilities; (1) Enforcement of County Government laws. (2) Guarding County Government Property. (3) Reporting Security incidents/breaches (4) Carrying out investigations and making reports. (5) Carrying out and reporting security risks. (6) Managing the operations of the contracted security service providers. (7) Managing access control systems and employee and Visitors identification. (8) Obey all lawful, written orders of the town management committee violations of this code, except if such violations pertain to moving traffic violations and arrests requiring

14 peace officer powers. A nonexclusive list of the sections of this code under which the Town code enforcement officer may issue citations as directed by the town management committee. (9) To serve within the town any writ, process, order or notice and execute any order, warrant or execution lawfully directed to or required by any court or official that may be executed by a town constable (10) Impound cattle, donkey, sheep, dogs, and other animals at large in the Town and enforce the section of this code pertaining to stray dogs QUALIFICATION All candidates will be expected to satisfy the following minimum requirements: 1. KSCE mean grade C- or its equivalent 2. Age: years; 3. Medical fitness; 4. Good vision, hearing and physique; 5. Pass in the aptitude test; and 6. No previous criminal conviction or record. 7. Must be a graduate of NYS. 7. COUNTY PUBLIC SERVICE BOARD Administrative Secretary Job Group P QUALIFICATION 1. A Degree in HR management or its equivalent 2. Higher Diploma in Secretarial studies from a recognized institution. 3. Five (5) years working experience. 4. Knowledge and proficiency in Microsoft office application 5. AGRICULTURE, LIVESTOCK AND FISHERIES DEPARTMENT VETERINARY OFFICERS (4) JOB GROUP: L Veterinary Officer II : 1. Kenyan Citizen 2. Hold a degree in veterinary medicine from a university recognised in Kenya 3. He/She must be registered and retained by the Kenya Veterinary Board 4. Must be a member of a registered professional association representing the interests of Veterinary surgeons 5. Must meet the requirements of Chapter six of the constitution 6. Should not be more than forty five( 45) years of age. JOB DESCRIPTION 1. Management of all Sub County veterinary resources(human and other assets) 2. Supervision of veterinary public Health, hides and skins, and artificial insemination(a.i) services 3. Carrying out livestock disease control activities. 4. Provide reports on the occurrence of notifiable diseases 5. Carrying out veterinary extension services and back stopping private service providers. 6. Networking with other stakeholders and departments in the delivery of animal health services. 7. Inspection of agro-vets and any other veterinary drugs outlets 8.
