1 POSITION DESCRIPTION STRATEGIC PLANNING PROJECTS OFFICER POSITION TITLE: Strategic Planning Projects Officer BAND: Negotiated DIRECTORATE: DEPARTMENT: Planning and Development Services WORK TYPE: Full Time Strategic Planning Projects HOURS: 76 hours per fortnight. However, due to the nature of work with this position and need for timeframes to be met, it is essential that the incumbent is flexible in being able to work when required, including attendance at non-business hours meetings, workshops and the like. AWARD/AGREEMENT TYPE: Inside Workforce Collective Agreement POSITION OBJECTIVES To undertake, coordinate and manage the delivery of key strategic planning projects, including (but not limited to): structure plans; local planning strategy; town planning scheme review and other strategic projects from inception to completion within agreed timeframes and budgets. To provide concise written and verbal specialist/technical advice and expertise in relation to the development and delivery of the City's strategic planning projects and other City strategic projects. To facilitate, as required, the delivery of the Strategic Community Plan, and high quality urban, social, economic and environmentally sustainable development in the. KEY DUTIES / RESPONSIBILITIES Undertake, coordinate and manage the delivery of key strategic planning projects, including (but not limited to): Structure plans; local planning strategy; town planning scheme review and other City strategic projects from inception to completion within agreed timeframes and budgets. Provide concise written and verbal specialist/technical advice and expertise in relation to the development and delivery of the City's strategic planning projects and other City strategic projects and formulate recommendations and practical solutions where appropriate. Coordinate and manage project consultants; and research, scope, prepare and administer project documentation, including high quality briefs, quotations, expressions of interest, tenders and contracts and associated advertising, award, administration and close out. Assist in the assessment of applications for key strategic development proposals. Prepare and implement project budgets, and ensure the projects and associated activities are consistent with budgets and resources allocated. Co-ordinate workshops and forums relating to the City's strategic projects. Continuously review projects and associated activities to identify and manage risk and adopt procedures as required, to ensure cost effectiveness and efficiency. 3 Present regular reports, briefings and updates to the Strategic Planning Projects Coordinator, Director Planning and Development Services, Senior Management Group and various stakeholders on project progress and financial performance against agreed timeframes and budgets. Present emerging issues to the Strategic Planning Projects Coordinator, Director Planning and Development Services, Senior Management Group and other staff on any legislative changes and matters that may influence or have an impact on the development and delivery of the City's Strategic Projects. Develop and implement approved key performance indicators and associated targets and timeframes for the key deliverables for assigned projects. Ensure all work is carried out in accordance with the Local Government Act 1995, the City's procurement policies and procedures, and all other statutory requirements. Effectively communicate and liaise with staff, members of the public, stakeholders, contractors and government agencies. Presents professional opinion in a variety of different forums on assigned projects, including formal committee and Council meetings as required, public meetings, workshops and information forums. These may involve highly emotive situations requiring conflict resolution. Respond to enquiries and ensure that all information provided is researched, correct, factual, timely, customer focused and in accordance with relevant guidelines, legislation and standards. Other duties as directed by the Strategic Planning Projects Coordinator. 4 External Liaison: Western Australian Local Government Association Government Agencies Other local governments Consultants Contractors Community, ratepayers, residents, businesses, user groups and others as required. REQUIREMENTS OF THIS POSITION Skills/Capabilities Strong commitment and work ethos with a 'can do' approach to deliver projects on time and within budget. Highly developed research, report writing, communication, presentation and public relations skills. High level of skills in negotiation, analytical problem solving, use of initiative and working compatibly across boundaries. Well developed organisational and time management skills, with the ability to work well under pressure, and prioritise to meet critical deadlines. Ability to work independently and cohesively, efficiently and effectively in a team environment, with consideration, respect, honestly integrity and accountability. Ability to response appropriately in a team environment and show sensitivity and initiative, by encouraging and supporting other team members. Knowledge Knowledge and experience in town planning legislation and strategic urban planning, principles and practices. Knowledge and well developed skills in contemporary project management systems particularly Microsoft Project and literacy in the Microsoft Office suite of products. Knowledge of local government practices and procedures. Experience Demonstrated ability and experience in managing strategic urban planning projects from inception to completion within agreed timeframes and budgets. Demonstrated skills and experience in developing, assessing and reporting on strategic urban planning projects and initiatives. Experience of working in the local government industry is desirable, but not essential. Qualifications/Training Tertiary qualification(s) in urban planning, strategic planning, project management or other relevant qualification. However, experience and/or recognised qualifications in project management in a relevant field will also be regarded. Current "C" Class Driver's Licence. 5 KEY SELECTION CRITERIA Selection will be based on the applicant s ability to demonstrate that he/she can meet the skills, knowledge, qualifications and experience criteria listed below and contained in the Position Objectives. The following criteria are considered essential for the full functioning of the position) Tertiary qualification(s) in urban planning, strategic planning, project management or other relevant qualification. However, experience and/or recognised qualifications in project management in a relevant field will also be regarded. Knowledge and experience in town planning legislation and strategic urban planning, principles and practices. Demonstrated ability and experience in managing strategic urban planning projects from inception to completion within agreed timeframes and budgets. Demonstrated skills and experience in developing, assessing and reporting on strategic urban planning projects and initiatives.
