9 Post SISG Action - States SAFETY BULLETIN FS Safety, March 2009 Since September 2008 there have been several reports in Avinor of laser pointers being used to illuminate aircraft in critical flight phases, specially during approch and landing. At some occasions, the control tower was the goal for laser beams. Misuse of laserpistols/equipment has been a well known problem and led to prosecution in countries as the USA, Great Britain, Canada and Australia. Recently the problem has occurred in Norway as well. Sola, Flesland, Værnes, Evenes, Bardufoss, Bodø, Alta, Gardermoen and Florø are among the units in Avinor having experienced incidents according to laserbeams. Exposure to a bright light source, such as that from a powerful laser pointer, can cause temporary blindness leaving the pilot unable see for up to 30 minutes. The most common physiological effects associated with laser exposure include: glare, flash-blindness, and afterimage. Commercially purchasable laser pointers are not inherently dangerous, however when used inappropriately they may cause optical injuries and compromise aviation safety. Lasers can easily be obtained through the Internet, even the kind that are recommended for professional use only. What to do if you experience, or receive a report of laserbeams 1. Collect as most information as possible from the pilot affected by the laser 2. Inform the local police authority immediately 3. Report the incident ADVISE THE POLICE REPORT THE INCIDENT Norway - Safety Bulletin, Regulator involved. Sweden - Law revisions made re carriage of lasers UK Law revision - amend the Air Navigation Order UK ATSIN re-issued Austrian Law prohibits ownership of powerful lasers unless approved by authorities Other States have issued awareness material Australia ban on sale of lasers
