3 Remember Operational Planning is short term and is about the inputs, process / activities and outputs Strategic Planning is about long term and about outcome and impact In Operational Planning, we are contributing to the outcomes and impact of the NSP but we are accountable only to our outputs 3
4 The steps you follow in OP development process 1. Information for planning 2. Stakeholders analysis and mapping 3. Mapping the available resources 4. Defining your Ws in the plan Framework 5. Defining Human Resources Need for implementation 6. Assign Responsibility for implementation 7. M and E for your Operational Plan 4
5 Step 1: Prepare and compile the necessary information NSP document Policy documents e.g. National Policy on HIV/AIDS, Road Map to UA and etc New Surveys and surveillance that may affect your Prioritization Process Progress reports from previous operational plans including challenges and lessons learned M and E Framework Others 5
6 Step 2: Define who may participate The NAP and members of the NAC including relevant line ministries/sectors UNAIDS and its Co-sponsors People Living with HIV/AIDS NGOs CBOs, FBOs and Private sectors Lower level of governance e.g. regional government and district Resources persons and consultants 6

9 Possible Agenda for an OP workshop Determine and agree on key priority areas from the NSP Clarify the result areas List the activities for each result area Sequence the steps & schedule Summarize the outputs Assign responsibility for each activity Summarize human resource needs Summarize costs Develop unified and coordinated operational plan 9
10 Step 3 : Map the available Resources Define the available resources to different stakeholders and by priority areas Consider absorption capacity, expenditure for last year (NASA) Do proper Gap Analysis for the needed and available resources and allocate according to the priorities (RNM / GOALS) Remember: Time, Infrastructure / Space, Technology / Equipment are also resources 10

13 Step 6: Assign responsibility for implementation Unless responsibility is allocated, nothing will happen and no one would be accountable Responsible body should have authority, experience, skills, capability & comparative advantage Time & ability and willingness (to do / to learn) 13
14 Step 7: M and E of the OP Ensure the development of SMART results to you Operational Plan Allocate some resources for your M and E within your OP Define the flow of information and responsibilities for M and E Clearly define the Mechanism for M and E of the operational plan e.g. progress meetings and regular reports 14
15 Other Considerations Mapping of stakeholders according to Mandate, comparative advantage and geographical focus and areas of work is vital for better coordination and avoidance of duplication and overlaps Your plan may need to be submitted and endorsed to higher level e.g. Ministry of Health, NAC or Ministry of Finance 15
16 Key Observations when developing an OP Your NSP should always be your reference Ensure the participation of all relevant stakeholders M and E should start as early as possible within the OP by defining clear results and targets Ensure coordination, complementarity and synergy of the different components of the plan Observe the comparative advantages of different stakeholders Develop M and E plan for your operational plan 16
