Port Services Assistant Part-time Line Handlers Part-time Deckhands Security Gate Operators Port Security Operators Marine Operations Manager Marine staff (Pilots, Line Handlers, Floating plant) Port Services Assistant Security staff Logistics Gate staff Workshop Supervisor and Staff Terminal Operations Supervisor Shipping Agents Naval representatives. NCC and NCC launch wardens Tug masters Customs and MPI Fire Dept., Police, Coastguard. General public MNZ Ships Crew SECTION C KEY TASKS AND ACCOUNTABILITIES Key Accountabilities Task Marine Operations Manage the berth bookings system and ensure the company s obligations under this system are met.
2 Port Security and Surveillance Position Description Liaise regularly with shipping agents, vessel managers, marketing personnel and gather relevant information concerning vessel movements from various sources. Allocate berthage subject to: physical properties of the vessel, priorities of the berth booking system, providing a workable berth from the stevedoring perspective and ensuring adequate under keel clearance at all states of tide. Be proactive in providing early notification to relevant parties of potential berth clashes while then investigating all options for resolution. Plan vessel movement Shipping Orders making efficient use of plant and personnel. Closely monitor vessel ETAs and ETDs, amending Shipping Orders as necessary. Man NHR and provide a professional Vessel Information Service throughout the day with a general Port Nelson information broadcast each morning and whenever appropriate. Manage allocation of Vickerman Street berths with fishing and pleasure vessel owners. Oversee monitoring of berth usage and advise accounts department for billing purposes. Undertake line-handling, tug/launch deckhand training and be prepared to perform such duties as and when required. Assist with your marine knowledge. It is a requirement that you maintain your currency for lines, tug and launch duties. Ensure compliance with ISPS code and the Maritime Security Regulations 2004 Assist with the development of the Port Facilities Security Plan systems and procedures Implementation and on-going monitoring of the Port Security Plan Provide Port Security Operators with hands-on assistance with their job responsibilities including ensuring authorised entry, CCTV surveillance and perimeter patrols Co-ordinate regular security exercises and drills with own team. Perform random inspection requirements as per ISPS code, the Maritime Security Regulations 2004 and Port Nelson s Security Plan Respond immediately to Security Threats /Alerts and Restricted Area breaches and contact the appropriate authority if assistance is required (i.e. Police, Chubb, PFSO) Manage contractor security services, as required Monitor and manage the issue of PNL ID cards In conjunction with the IT department, ensure the security system is operating effectively Ensure maintenance of surveillance equipment Liaise with MNZ relating to security issues Leadership To manage the human resources functions and policies for areas of responsibility and take a strong leadership role within the Marine Team, Security Team and the wider Company. To demonstrate the Port Nelson Values and ensure they are
3 demonstrated by the team. Ensure operating manuals, position descriptions and training programmes are developed and maintained. Motivate staff to achieve high standards, promote team cohesion, and promote each staff member to develop, train and strive to meet their individual potential. Motivate staff to take responsibility for their area of activity. Maintain and develop effective working relationships with staff Monitor performance and provide training and coaching as required. Co-ordinate training of new staff and refresher training of existing staff. Ensure sufficient competent staff within your area are available to fulfil the company s responsibilities and contracts with all customers. Undertake staff reviews in a consultative and timely manner ensuring the company is acting as a good employer and in good faith at all times. Input into the review process shall be well researched prior to commencement of the review and the staff s requests and questions evaluated and replied to without undue delay. Communicate company strategies and policies as directed by the MOM and implement said policies from time to time. Manage staff rosters ensuring adequate staff levels at all times. To engage the team in driving through a culture of continuous improvement and initiatives under J2E (i.e. Journey to Excellence). Customer Relations Develop and maintain effective relationships with customers, shipping agents, vessel managers and port users. Ensure effective communication, through ship to shore link, and assistance is given to Ships while in Port Respond to general queries relating to port security and marine issues. Educate port users in security procedures, as appropriate. Maintain close liaison with duty pilot throughout the working day, while being mindful of pilot s working hours during the preceding night. Provide a full written handover of vessel movements, Shipping Orders, berth bookings etc. for the duty pilot before the end of each working day. Health & Safety Commitment through action and support of the Company s H&S Mgmt Plan. Carry out incident investigations, introduce effective follow up and promote any remedial action plans and or prevention plans. Supervise employees to ensure that safe systems of work are developed and maintained through monitoring and good supervision. Manage the Safety management systems of all floating plant within the prescribed Port and Harbour Code and new legislation. Ensure the safe manning of all floating plant and that all
4 personnel are properly trained and drilled within appropriate legislations. Monitor issues raised through the Environmental Register. Systems / Finance / Office Management Be an expert user of the Harbour Management IT programme (JADE Master) and any other programme that may supersede it and take responsibility for ensuring accuracy of all Marine data. Frequently update vessel movement entries and all required data into JADE Harbour Management system. Assist with the on-going enhancements and improvements to JADE Master Harbour. Maintain, update and expand as required the Marine and Security emergency response procedures in co-operation with MOM. Assist with floating plant certification and documentation control. Generate monthly reports itemising any breaches or suspected breaches of security; Environmental Register and Incident reports. Budget responsibilities, as required. Check timesheets and respond to payroll queries. Maintain the key register for port facilities. Together with Finance, ensure all Marine and Security services are accurately invoiced Review and recommend to MOM updates to marine and security charges as appropriate. Miscellaneous Provide assistance to the MOM in discharging his duties Assist the MOM with business development initiatives Any additional duties within the scope of this position as may be required from time to time, for which you have the experience and qualifications. PERSON SPECIFICATION Qualifications: Fully trained and qualified Port Facility Security Operator (training provided) Commercial Launch Master (preferred) Marine Radio Certificate (training provided) NZ Police Security Clearance First Aid Certificate (training provided) Current drivers licence Experience: Demonstrated leadership experience Knowledge of port/shipping industry Previous facility security experience (desirable).
