JOB IDENTIFICATION Job Title: Responsible to: Department(s): Directorate: Operating Division: IM&T Service Manager IM&T Operations Manager Information Management & Technology Corporate Services NHS Lothian University Hospitals Division Job Reference: No of Job Holders: 1 Last Update (insert date): 29 July JOB PURPOSE Responsible for the management and performance of the IM&T Support Services at the Western General Hospital, Royal Victoria Hospital, Liberton and the Royal Hospital for Sick Children. To evaluate, develop, cost, design and implement all changes in support of Software Applications necessary for Patient Care within budgetary constraints. To develop and implement IM&T policy across the organisation. To undertake strategic planning (short, medium and long term) for the service. To ensure an efficient and effective IT strategy for patient critical IT applications across the Trust. To ensure equality of access from all locations both locally (WGH, RHSC, RIE, St Johns, Liberton ) and remotely (GP surgeries, social work departments). To actively manage the resource to ensure that the Network, both Wide Area and Local Area across the division are capable of supporting existing and future Patient Care Applications.

Capital & Revenue Responsible for all IM&T hardware and software at the WGH, RVH and RHSC: 2800 Desktops, 28 Servers, 61 Communication Nodes Capital cost of 4 million. Responsible for the support of 3 Storage Area Networks (SANs) Capital Cost of 0.5 million. Responsible for design and business case development of all network components on sites. Revenue 0.2 million per year Capital 0.5 million Responsible for negotiating and monitoring the ongoing revenue costs for the support for the IM&T hardware and software. Responsible for and involved decision-making processes for future IT network design and implementation of IT upgrades for contracts in the region of 3 Million. Develops and monitors IM&T budgets for projects and applications that are organisation wide.

ROLE OF DEPARTMENT The NHS Lothian University Hospitals Division Information Management & Technology (IM&T) Department provides support and management for seven general functions within NHSL-UHD: IT Equipment Procurement; IT Equipment Installation; IT Equipment Maintenance; Hardware Support; Application Support; Projects; Learning & Development. The department helps the organisation meet specific corporate objectives as outlined in More generally, the department is responsible for the development and implementation of IM&T strategies in NHSL UHD, to support the division s short, medium and long-term objectives. The department also manages the Division s responsibility under the Data Protection Act.

5 6. KEY RESULT AREAS MANAGERIAL Technical: Major responsibility for the maintenance of all physical IT assets in the IM&T service. Major responsibility for the maintenance of all physical IT assets for several services out with the IM&T service. Major responsibility for the operation of information systems for several clinical and non clinical services. Manage design and plan the highly technical networks to allow the flow of information between all NHS sites in Lothian and external links to applications such as Protect Study ( Bristol ), Liver transplant (Bristol ), Diabetics and CHI ( Dundee ) Management: Lead and manage IM&T network services. Lead and manage IM&T staff in two departments includes: recruitment and selection decisions, planning staff work rotas, staff development planning, appraisals, training schedules, workload & allocation, sickness absence and discipline. Manage the complex mix of hardware and software across multiple applications in relation to the maintenance contracts for all equipment on multiple sites. Manage the resolution of network problems reported via help desk ensuring prompt service resumption. Manage the managed services provided by external companies (BT, NTL etc) to ensure contractual obligations are met. Manage (as part of a technical team) on behalf of the Trust the managed Wide Area Network (WAN) across Lothian. Manage all technical contracting staff employed to implement large IM&T projects. Manage concurrent projects to the point of delivery and implement routine maintenance cycles for the ongoing support of these projects. Negotiate with major manufactures (Microsoft, Cisco etc) on highly complex leading edge technical designs to ensure that products and solutions are fit for purpose. Negotiate with internal / external suppliers on equipment purchase and technical suitability of products. Advise other Senior IM&T Managers and wider stakeholders on the IM&T implications of network issues as an expert specialist in this field. Support strategic and operational change. Represent the LUHD at national level with regard to NHS centrally procured applications and contracts. Planning: Develop, structure and schedule IM&T plans or strategies which involve uncertainties and which may impact across LUHD. Develop, plan and schedule specialist IT systems projects which impact across clinical and non clinical services Take the lead in advising on medium and long term IM&T strategic planning. Formulate plans and project manage the installation of complex and highly complex IT equipment in order to support clinical and non clinical requirements. Formulate plans to make improvements to IM&T services to meet service needs Formulate plans for growth of IT network Negotiate and retrospectively resolve difficult technical issues not foreseen at the implementation stages. This may be due to manufacturer design shortcomings, misrepresentation of product suitability etc.

TEACHING, TRAINING & RESEARCH Provide specialist training to IT staff on a regular basis Regular testing and modification of hardware and software. Regular evaluation of new hardware and software. Investigate and evaluate new technologies (e.g. wireless, bluetooth) and their possible integration or migration with existing systems. PROFESSIONAL Attend relevant manufacturers courses to ensure continuing detailed and specialist knowledge of current network devices. Keep abreast of technical developments and participate in Continuing Professional Development programmes. Participate in regular meetings with the IM&T Operations Manager and IM&T colleagues 7a. ASSIGNMENT AND REVIEW OF WORK Works autonomously guided by national policy and regulations. The IM&T Operations Manager may set specific objectives. Delegate workloads and define objectives to senior technical staff within the IM&T department. The post holder will have a personal development plan and be reviewed by IM&T Operations Manager. 9. DECISIONS AND JUDGEMENTS As an expert in IM&T, decide on the most effective use of all IM&T resources, evaluation of service effectiveness and service performance and make judgements on a wide range of NHS Lothian IM&T services issues and priorities underpinning healthcare service delivery. Required to establish the way in which to interpret national and organisational policies and regulations and initiate action when required. May advise the organisation on how national and organisational policies and regulations should be interpreted. Expected to analyse, investigate, interpret system errors and resolve complex and highly complex IM&T systems faults and problems, where there are no precedents or obvious solutions, and be able to determine from a number of options, where there is a conflict of opinion between IM&T specialists, the possible causes, and work on the satisfactory resolution to the problem. Undertake advanced diagnosis of faults and perform highly complex problem solving. Identify problems over a TCP/IP network and determine whether the problem lies within the network or the server or the application or a combination of sources, and co-ordinate with IM&T Specialists in other areas. The post-holder is required to exercise judgement in prioritising highly complex tasks and allocating time to the different aspects of the work by analysing and comparing the various options. Required to decide whether to escalate highly complex issues to the IM&T Operations Manager

8 10. MOST CHALLENGING/DIFFICULT PARTS OF THE JOB Providing leadership and direction in a dynamic technical area which is increasingly impacting and benefiting clinical and business activities. Working on multiple complex and highly complex problems at the same time, whilst dealing with frequent and unpredictable interruptions that require an immediate change of task to ensure that systems remain operational. The problems often have unique characteristics and have no obvious solutions. Even when system or service changes are planned by the post holder, there is often an unexpected adjustment to plans required during implementation as a result of unforeseeable service needs of a particular group of users during the transition. Keeping up to date with the introduction of new technology, and understanding how those changes can be applied to improve IM&T for users, and the impact that such technology brings in the future across the whole organisation. 11. COMMUNICATIONS AND RELATIONSHIPS Communicates and negotiates complex and highly complex technical issues with suppliers, contractors, users or non IM&T staff who may require persuasion or reassurance in order to overcome barriers to understanding. Communicates and negotiates complex and highly complex technical issues to other IT staff who may be specialists in other areas and where persuasion, co-operation or agreement is required. On specialist projects is required to communicate with various agencies and NHS managers on IM&T issues which are complex or highly complex and made up of several components which are often in conflict. Communicates with senior executives, highly technical issues along with options, costs and benefits. Communicates on a regular basis with IM&T Operations Manager and with IM&T Staff.

9 12. PHYSICAL, MENTAL, EMOTIONAL AND ENVIRONMENTAL DEMANDS OF THE JOB Physical Skills Input and manipulate complex data at speed using various software applications. Advanced keyboard skills requiring accuracy. Physical Effort Frequent sitting at computer. Mental Effort Frequent requirement to concentrate on reviewing policy and strategic plans for IM&T services whilst leading large complex programmes of work. Concentrate on multiple complex problems at the same time, whilst dealing with frequent interruptions Frequent requirement for concentration and change of activity due to the unpredictable nature of network, server and systems faults. Occasional requirement for prolonged concentration on difficult complex or highly complex faults. Emotional Effort Occasional requirement to impart unwelcome news to staff regarding a variety of issues including: disciplinary, grievance or performance matters. Environmental Conditions Occasional exposure to unpleasant conditions when visiting service areas with technical staff e.g. dirt, dust, smell, heat, in service areas, basements and other acute hospital areas.

10 13. KNOWLEDGE, TRAINING AND EXPERIENCE REQUIRED TO DO THE JOB Qualifications & Experience Information Technology Degree or degree equivalent experience. Post Graduate Diploma in Networking and Systems Administration or equivalent experience. Masters degree level in IM&T and staff management or equivalent knowledge, experience and expertise. A minimum of 10 years IM&T experience of which at least 5 years must be at Masters degree level and in a senior IM&T role, providing network services and operational management. Broad experience of information systems and service delivery. Management experience required demonstrating a sound understanding of business / organisational context, critical reasoning, reflection on practice, human resource management, leadership, team working, performance management, negotiation and communication, Ability to work well in a team, as well as leading teams Excellent customer service skills Technical Knowledge Specialist knowledge of a wide range of Network devices and LANS/WANS/VLANS. Specialist knowledge of systems support and systems administration. In depth, highly specialist knowledge of diagnosis and resolution of Network faults. Use of network management tools such as Cisco Works. Knowledge of Cisco Network products including network switches, and firewalls. Network Software tools Word-processing, spreadsheets, databases and drawing software. 14.
