3 Message from the Premier Message from the Minister The Honourable Annastacia Palaszczuk MP Premier of Queensland and Minister for the Arts The Honourable Kate Jones MP Minister for Tourism, Major Events, Small Business and the Commonwealth Games The Gold Coast 2018 Commonwealth Games (GC2018) is about more than a spectacular sporting event. It is also a chance to show off the best of Queensland s arts, culture and lifestyle to a global audience of 1.5 billion people. This plan will guide the development of an exciting arts and cultural program for GC2018. The program will not only capture the authentic spirit and distinctive lifestyle of the Gold Coast and Queensland, but will also provide opportunities for community groups and businesses to showcase our culture and creativity. There will be a lot of fun leading into and during the event as we embrace and celebrate Queensland communities and our place in the Oceania region of the Commonwealth. Live sites will see the Gold Coast and other event cities come alive with uniquely Queensland sights, sounds and experiences. Get ready for plenty of opportunities to join in on a wide range of arts and cultural activities, with lots of free fun for families. The arts and cultural program will feature a number of statewide projects so Queenslanders can feel connected to and be part of GC2018 no matter where they live. The excitement of the Games will reach well beyond the Gold Coast. GC2018 will leave a lasting legacy for local artists, giving them a chance to work alongside and learn from some of the world s best performers. We are embracing this chance to celebrate the spirit of the Commonwealth through partnerships with artists and groups not just from across our great state and country, but also from our international neighbours. Queensland is the only state home to both Aboriginal and Torres Strait Islander cultures. The GC2018 arts and cultural program will use this unprecedented opportunity to tell Queensland s unique Indigenous stories to the world. With less than three years to go, we are excited to see Queenslanders embracing the opportunities that GC2018 will bring. INSPIRE The Gold Coast 2018 Commonwealth Games (GC2018) will be the biggest event held in Australia in a decade and the first time the Games has been hosted by a regional city. The Games provides a once-in-ageneration opportunity to showcase Queensland s expertise, not just as a host of international sporting events, but of far-reaching, entertaining and surprising arts and cultural celebrations. Queensland already has a great track record in tourism and major events and our vibrant, creative and energetic arts and cultural community is an intrinsic part of this state s appeal to national and international visitors. The Queensland Government is working closely with the City of Gold Coast and the GC2018 organising committee on the arts and cultural program for the Games. This collaborative approach extends to events that will bring the fun of the Games to communities in regional Queensland and shine a light on all that we have to offer for an international audience. This concept plan is an early step in harnessing the creative energies on the Gold Coast and in communities around the state and inspiring them to play a part in what will be a transformational event for Queensland. Before us is an opportunity to welcome international visitors and global attention. The celebration we offer has the potential to have a significant and positive impact on future tourism and major events. 4 Message from the Mayor Tom Tate Mayor City of Gold Coast CELEBRATE The Gold Coast 2018 Commonwealth Games (GC2018) will put our city on the global stage and help continue to build our reputation as a great place to live, work and invest. We are inspired by lifestyle, driven by opportunity and GC2018 is a unique opportunity to showcase our rich cultural heart to residents, visitors and the world. We are a city that is culturally coming-of-age. Now, it s time to share our story as we open our doors to athletes, officials, spectators and audiences from around the world in We are committed to working in partnership with the state government to deliver the GC2018 arts and cultural program. This plan will ensure the personality of the host city provides the critical foundation for the cultural and festivals program for GC2018. 5 Background The XXI Commonwealth Games will be held on the Gold Coast from 4 to 15 April With an anticipated global television audience of 1.5 billion and an influx of visitors to Queensland, GC2018 provides an exceptional opportunity to showcase the Gold Coast and Queensland on the world stage. The Commonwealth Games traditionally features a cultural program that complements the sporting program and engages the community in distinct and memorable ways. GC2018 offers an unprecedented chance to celebrate the diverse cultures and distinctive lifestyle of the Gold Coast and Queensland. The event sees us uniquely positioned to create experiences that can help realise a shared vision for Queensland of healthy, cohesive communities where diversity, achievement and excellence are celebrated. Embracing our Games legacy: Queensland s legacy for the Gold Coast 2018 Commonwealth Games outlines a strategy to realise lasting benefits from GC2018. These benefits include valuable social and cultural building blocks that will help shape the future character of the city and the state. This arts and culture concept plan aligns to the three legacy themes: our community celebrating our diversity and promoting community cohesion and pride our lifestyle promoting Queensland s sporting culture and physically active way of life our economy building the capacity of the local arts and culture sector. Culture is defined very broadly for the purposes of this plan it is who we are, how we live and what we value. This can include lifestyle, climate, natural environment, food, heritage and history, artistic and creative expression, ethnicity, common pastimes and local traditions. 6 AUTHENTIC SPIRIT The opportunity GC2018 will be the first time a regional Australian city hosts the Games, and it is a timely catalyst in the cultural evolution already well underway in Queensland. The City of Gold Coast is currently on an accelerated cultural trajectory with the recent release of its Culture strategy 2023, continued momentum around the proposed Gold Coast Cultural Precinct and the emergence of a youthful and newly energised local arts and culture scene. GC2018 provides the opportunity to harness local potential and creative talent like never before. The event will spur the growth of arts and culture on the Gold Coast and stimulate the development of active creative communities across Queensland. It is a chance for Gold Coast and Queensland communities to reinvent our cultural identity and change the way we experience and perceive local arts and culture, contributing to real and lasting growth in audience and participation rates up to and beyond Queenslanders know arts and culture can inspire, enthral, humble and amaze us; the best creative experiences can also help strengthen bonds between communities and challenge perceptions of people and places. Industry and community consultation undertaken in the development of this plan identified community as the dominant theme; this was followed by the importance of offering Games guests authentically local experiences. Queenslanders see GC2018 as a time to celebrate our keen sporting culture and active outdoor lifestyle. Communities are looking forward to enjoying the collective experience of inspiration and shared excitement that can only come from an event of this scale. Queensland s cultural diversity is integral to our shared identity, our unique character and our place as a cultural leader in the Oceania region of the Commonwealth. GC2018 will help develop connections between the many diverse cultures of Queensland and the Gold Coast, including those of our extensive Indigenous, Pacific and South Sea Islander populations. Active crosscultural links will deeply resonate with the core Commonwealth Games Federation (CGF) values of equality, humanity and destiny and will assist in the CGF s intention to unite the Commonwealth family through sport. 7 Our principles Community at the heart It s all about people. We want to connect with others in our city, in our state, in our nation and across the Commonwealth. Participation and inclusion It s about being part of something big and trying new things. There will be ample opportunities for communities to be actively involved and experience different aspects of Gold Coast and Queensland culture. Truly local approaches It s about offering genuinely authentic Gold Coast and uniquely Queensland experiences and products. High authenticity is especially important for Indigenous components of the program. Celebration It s about having fun with friends old and new. We want to enjoy the unique atmosphere and excitement of large-scale shared entertainment experiences. Partnership It s about connecting and a sense of belonging. We will collaborate to activate existing resources for a sustainable whole much greater than the sum of its parts. Transformation It s about renewal and growth. We will drive great legacy outcomes for the local arts sector, build on existing knowledge, experience and expertise and be generous with our learnings for future host communities. Through partnerships, Aboriginal and Torres Strait Islander people share their stories and culture with the world. City of Gold Coast and Queensland are recognised as cultural leaders in the Oceania region. We have built connections with local Pacific and South Sea Islander communities. Actively engage Queenslanders in arts and culture There are high levels of community participation in our program of activities. New audiences have emerged and there is increased demand for local arts and culture. There is increased support for local arts products and experiences. A strengthened sense of community identity and civic pride has been generated through interest and participation in arts and culture. Uncover and showcase the best of our culture and our active, healthy lifestyle The Gold Coast is perceived as a culturally diverse, artistically vibrant and digitally savvy city. We celebrate our rich beach culture, active outdoor lifestyle and strong Indigenous identity. Queensland is profiled as a great place to live, work, play and do business. Through partnerships, Aboriginal and Torres Strait Islander people share their stories and culture with the world. Enhance and extend the Games experience GC2018 is a meaningful, enjoyable and memorable experience for locals and visitors. Queensland arts and culture is showcased alongside our great sporting achievements. Through GC2018, arts audiences are attracted to sport and sports fans to arts and culture. There is integrated delivery and a cohesive look and feel to cultural aspects of GC2018. Transform local arts and culture Partnerships have formed to allow a more sustainable and skilled creative sector on the Gold Coast. There is a sense of community ownership of local arts and culture. There is increased active community participation and sustained growth in audiences for arts and culture. Cultural tourism opportunities have expanded and the Gold Coast is seen as a modern and technology-driven major events destination. Technology is used to connect communities and tell our stories.
10 Our approach Strong partnerships are essential to the successful delivery of this plan. The Queensland Government will work closely with the City of Gold Coast to ensure the arts and cultural program complements the implementation of the city s Culture strategy The government will also collaborate with the Gold Coast 2018 Commonwealth Games Corporation (GOLDOC) to ensure integrity and consistency in the look, feel and experience across all cultural dimensions of GC2018. The arts and cultural program will include activities around the city and at live sites. Scheduling will be integrated with the sports program. We will harness technological and digital advances to achieve the broadest possible engagement in the arts and cultural program. The Queensland Government will work closely with GOLDOC and the City of Gold Coast to coordinate this program with other cultural elements of the Games, such as the Queen s Baton Relay, the Opening Ceremony and the Closing Ceremony. The detailed delivery model for the program will be developed during The vision, principles and objectives outlined in this plan will be used to determine the specific projects and activities that will form the program to be delivered in the lead-up to and during GC2018. The following paragraphs indicate the types of activities likely to occur. STRONG PARTNERSHIPS Cultural transformation This plan will be used as a platform for cultural development on the Gold Coast and in Queensland. It focuses in broadening active community participation in arts and culture, prioritising opportunities for engaging local artists and building capacity within this sector. It will deliberately take account of the actions included in the City of Gold Coast s current program of accelerated cultural development. Funding and investment prioritisation In the lead-up to GC2018, the Queensland Government will work with other agencies administering cultural and community funding to help support community projects that can culminate in activities and events that are part of GC2018. This may include Arts Queensland, Tourism and Events Queensland, local governments and others. Commissioning High-calibre Australian artists and companies may be commissioned to create works that reflect the themes of GC2018 and the vision for this plan. Commissions could include works of public art or cultural events to mark key dates such as the start and finish of the Queen s Baton Relay. Partnering and leverage This plan recommends harnessing and building on existing resources where possible. These resources include current and planned investment, projects, programming, events and festivals that align with the plan s vision and principles and coincide with GC2018. State flagship and national arts bodies will be encouraged to partner with local and Commonwealth artists and companies to co-create and co-curate high-quality works that connect with Gold Coast and Queensland communities before, during and after GC2018. The scheduling of such works will need to complement Brisbane seasons and regional tours to help extend the cultural tourism experiences offered to GC2018 visitors seeking to stay in Queensland before or after the event. The state government may also partner with local governments in event cities and other regional locations to establish local celebrations and activities. Sponsorship GOLDOC has ultimate control over all sponsorship approvals and sales and will work with the partners to identify additional opportunities that could benefit the program. 11 Roles and responsibilities Three agencies are involved in the planning, organisation and delivery of the cultural aspects of GC2018 the Queensland Government (Office of Commonwealth Games Delivery and Arts Queensland), the City of Gold Coast and GOLDOC. We will closely collaborate to create an ambitious, exceptional and coordinated program across the Gold Coast and the state. Together we will invest new funding and align existing resources to deliver the plan. COMMITTED TO EXCELLENCE Brisbane Festival Image courtesy of Atmosphere Photography Queensland Government The Office of Commonwealth Games Delivery (OCGD), in the Department of Tourism, Major Events, Small Business and the Commonwealth Games, is the lead agency in the development and delivery of this plan. OCGD will ensure the plan complements the sports program, enhances visitor experiences, creates a sense of buzz and excitement in the lead-up to and during GC2018 and leaves a lasting legacy for Queensland. OCGD will develop a statewide program that prioritises the presentation of the best of Gold Coast and Queensland arts and culture alongside our state s strong sporting culture. OCGD will also ensure the program connects with relevant areas such as tourism and education. Arts Queensland (AQ) will support OCGD in the development of the cultural aspects of the statewide program. AQ will also help to maximise opportunities for Queensland communities to participate in cultural programs, projects and activities related to GC2018. City of Gold Coast The City of Gold Coast will focus on developing local content and capacity to deliver bold and outstanding signature events within the public domain, as a part of the overarching plan. The city will encourage participation by a diverse range of local artists and community members in the creative journey towards GC2018 and beyond. Its emphasis will be on a lasting legacy of arts and culture for the Gold Coast. The City of Gold Coast is committed to excellence in arts and culture. It will help local artists and creative enterprises develop high-quality content through local festivals, events, venues, programs, capacity building and professional development opportunities. This will contribute to the long-term sustainability of local artists careers and the business success of local creative enterprises. GOLDOC GOLDOC is responsible for the planning, organisation and delivery of GC2018. GOLDOC will control the unifying brand and all commercial opportunities associated with the arts and culture program. GOLDOC is responsible for a number of specific key non-sporting elements of GC2018 such as the Queen s Baton Relay, the Opening Ceremony and the Closing Ceremony. In planning these elements, consideration will be given to any opportunities where themes of the arts and cultural program can be appropriately integrated.
12 Strategic context This plan is a key initiative supporting Embracing our Games legacy: Queensland s legacy for the Gold Coast 2018 Commonwealth Games. It is aligned to GOLDOC s overarching vision of a great Games in a great city leaving great memories and great benefits for all. The plan also seeks to reflect the GC2018 brand theme of anything is possible and is designed to complement the broader Games objectives of: delivering an inspiring, memorable and landmark event engaging and harnessing the enthusiasm of our communities presenting GC2018 in a creative way that will encourage comprehensive and positive exposure and support. Providing opportunities across Queensland for communities to be actively involved in arts and culture around GC2018 will help strengthen cultural tourism and increase the social, cultural and economic returns that flow to Queensland communities from government investment in this sector. The development of an arts and cultural program for GC2018 represents an opportunity to link these state priorities with Commonwealth, national and local plans. At the national level, the Australia Council for the Arts strategic plan, A culturally ambitious nation, embraces the arts as part of everyday life. It focuses on public engagement, aiming to reach new audiences with creative experiences in unexpected places, events and communities. It seeks to ensure more Australians have access to arts and culture through partnerships with state and local governments. GC2018 offers a great way to help realise this national aspiration in Queensland. The Queensland Government seeks to strengthen arts and culture and grow a strong community of arts across the state. It is committed to growing public value of the arts, expanding cultural tourism opportunities, building business capacity and increasing social, cultural and economic returns on its investment in this sector. The government acknowledges people and communities are central to success and recognises local networks, skills and opportunities are key to growing local identities, building pride and engaging communities. The City of Gold Coast s Culture strategy 2023 seeks to maximise the benefits and legacy of GC2018, seeing it as a once-in-a-generation opportunity for developing the city s arts and culture. Strategic outcomes include the Gold Coast becoming a place where culture is part of everyday life, contributing to the city s livability, generating economic growth and expressing the Gold Coast s lifestyle, diversity and spectacular natural environment. The plan recognises the central role of arts and culture to community wellbeing it strives to harness the potential of the cultural economy for future prosperity and to promote the Gold Coast as a place with a distinct and enviable cultural identity and lifestyle.
