[Article 31, Government Duty] Framework Act on Education [Article 3, Right to Learn] Every citizen shall have a right to learn through life and to receive education according to his or her abilities and aptitudes. 인정의대상 Lifelong Education Act [Article 2, Definition] Lifelong education is all types of systematic educational activities including schooling supplement education, adult basic and literacy education, career competency development education, general arts/humanities education, culture arts education, citizenship education, etc. other than regular school education. [Article 19, NILE] The State shall establish the National Institute for Lifelong Education to assist the affairs related to the promotion of lifelong education

20 National Lifelong Education System Bachelor s Degree Examination for Self-Education System Anopen higher education system in which learners with a high school diploma or equivalent can earn a bachelor s degree througha 4-step exam. 1st step 2nd step General Education Recognition Exam Evaluates general knowledge which should be equivalent to college general education courses. Basic Major Course Recognition Exam Evaluates basic knowledge and academic skills for each major. 3rd step Advanced Major Course Recognition Exam Evaluates specialized knowledge and academic skills for each major. 4th step Comprehensive Graducation Exam Evaluates overall accomplishments, specialized knowledge and skills both on a general level and a professional level.

34 Customized Learning Services Literacy Education for Adults NILE Supports improvements in basic livelihood and social participation to design new opportunities for illiterate and low-educated adult learners. Supporting literacy education institutes and their programs Developing instructional materials Training literacy education professionals Operating credential recognition system Hold literacy education month Selects and fosters regional literacy education institutes and supports the cost of program operation Develops various textbooks, workbooks, teacher's tutorials for illiterate learners Cultivates literacy education teachers who will manage designated literacy education courses Helps illiterate and low-educated adult learners receive primary and middle school diplomas through participation in literacy programs designated by provincial superintendents of education Literacy Month was designated and various events have been held including exhibitions of illustrated poems and forums to improve social perception of literacy
