1 RECRUITMENT KIT: Coordinator Library Services Closing Date for Applications: Status: Location: The closing time and date for applications for this position is: 4pm, Friday 18 December 2015 Part time (30 hours per week) This position will be based in Beechworth, Victoria. Enterprise Agreement: Indigo Shire Council s Enterprise Agreement The agreement is available at or by ing employment@indigoshire.vic.gov.au Classification: This position has been classified Band 6 Salary: Payment Details: Superannuation: Qualifying Period: Annual Leave: Other Leave: Reference, Police and Qualifications Check: Band 6 - $71, $78, pa pro rata Salary is paid on a fortnightly basis into a nominated bank account by direct bank deposit. In addition to the above salary, Council will contribute 9.5% of salary to Vision Super or another complying superannuation fund as nominated by the employee if earnings are in excess of $450 per month. Please note all payments to Superannuation funds other than Vision Super will be made via a Superannuation Clearing House. This position will be subjected to a six (6) month qualifying period. Four (4) weeks annual leave per annum (pro-rata) Other leave entitlements are listed in the Indigo Shire Council Enterprise Agreement As part of the employment process all applicants will be required to submit a minimum of two referees, be prepared to undergo a National Police Check and provide evidence of qualifications. 3 POSITION DESCRIPTION Coordinator Library Services DATE: December 2015 IMCUMBENT: CORPORATE UNIT: Vacant Corporate Services CLASSIFICATION: Indigo Shire Council Enterprise Agreement EMPLOYMENT STATUS: AUTHORISED BY: Band 6 Part Time 30 hours per week Manager Organisational Development POSITION OBJECTIVE/S Implement the strategic plan to drive innovative vision and deliver ongoing development that is in line with the change agenda for Indigo Shire libraries Develop and deliver best practice, community responsive library facilities Build a customer-centric culture based on technical innovation, continuous improvement and increased collaboration across the organisation and the community Manage the day-to-day Library functions throughout the Shire in an efficient and professional manner including the best and most effective use of resources KEY RESPONSIBILITY AREAS Operational Oversee all branch operations and supervise Library staff (including rostering) to achieve a high standard of internal and external customer service Monitor delivery performance and initiate process for continuous service improvement Oversee training for Library staff including the induction of new staff, the development and review of in-house training programs/initiatives, and coordinate external training Monitor and maintain the budget, including analysis of budgetary variations and the follow-up and resolution of matters required Build strategic partnerships and networks to ensure an integrated service system Generate applicable statistics & produce quarterly reports to record progress & outcomes Source and submit funding applications as required Identify and implement relevant IT based innovations Facilitate system generated reports to meet reporting requirements 3

4 Other work as required and directed to meet Position Objectives and administrative needs of the role Maintain professional library networks at a local and state level Library Services Implement approved actions from the Indigo Shire Library Services Review Ensure Indigo Library website is relevant, up to date, accessible and easy for patrons to use Ensure the successful development and implementation of early literacy programs for Indigo Libraries Ensure approved outreach services are delivered Continue to liaise and consult with communities affected by changes in Mobile Library services Ensure Indigo Libraries are recognised and promoted via different mediums such as photographic records, newsletters, newspapers and social media Ensure that Indigo Libraries are actively participating in events such as National Simultaneous Story Time, Children's Book Week, Summer Reading Club, school visits and Author visits. Engage with SWIFT Management Group and attend meetings, as required, and support Branch Coordinators responsible for SWIFT user group and staff training GENERAL WORK REQUIREMENTS General To provide the best customer service to both internal and external customers in accordance with Council s Customer Service Policy, in particular: o Reply in written correspondence within 14 days o Return telephone calls within 24 hours Ensuring that the public image of the Council as a service provider is always maintained in the highest integrity. 5 Public Safety / Risk Management To be observant with regard to identification of potential public safety hazards and notify supervisor of hazards which cannot be remedied immediately. Where possible, rectify hazards and notify supervisor with a view of preventing recurrence. To follow up action items reported by staff and advise staff of action taken. Observe risk management principles, policies and practices through the risk management strategy and operational procedure statements. Employ risk management principles and practices in day-to-day duties and functions. Report on any matter that may have a potential risk exposure to the organisation, fellow employees, contractors or the public. Occupational Health and Safety To comply with provisions of the Occupational Health and Safety Act by taking all reasonable precautions to ensure the health and safety of self and others. To rectify actual or potential hazardous situations, where appropriate, in accordance with established policies and procedures. To participate in programs designed to monitor and protect the health of staff in their workplace. 6 SPECIALIST SKILLS AND KNOWLEDGE An excellent knowledge of high quality Library Service principles and policy Understanding of the use of technology and processes related to the position Excellent knowledge and use of the Microsoft Office software suite and database application Ability to efficiently perform administrative tasks with attention to detail and with minimal supervision Knowledge and understanding of budgeting processes, accounts payable and receipting procedures Experience in measuring and improving performance and processes, particularly in the areas of customer service, personnel management, and system development JUDGEMENT AND DECISION MAKING SKILLS Solve diverse problems and make decisions based on the application of organisational and team strategies and systems. Apply specialist knowledge and techniques to new situations or complex issues. Use initiative based on experience and or knowledge in determining suitable action. MANAGEMENT SKILLS Ability to lead and manage staff Ensure compliance with all staff code of conduct and policies, regulations and legislation in relation to area of responsibility. 7 QUALIFICATIONS AND EXPERIENCE Qualified Librarian and eligible for professional membership of ALIA Relevant experience (> 4 years) in Library programs preferably in local government Current Victorian Driver s Licence or state equivalent Experience in establishing strategic plans and managing multiple projects and departments Knowledge of local government processes SELECTION CRITERIA Demonstrated ability to lead, motivate and inspire a team across multiple locations, including at least 3 years in a leadership role Passion, dedication and a proven track record for delivering a first class library experience Well-developed project management skills and experience Ability to engage with and respond to a diverse range of stakeholders, including predicting and responding to their changing needs Demonstrated administration and budget experience across a complex business unit 7
