These are crucial to the ongoing success of OlyCAP s Weatherization Assistance Program (WAP). Eamples include outreach to local Tribes and Community Centers to find high-priority households, coordination with Public Utilities to leverage Weatherization Assistance Program funding, contractor recruitment to develop a qualified local work force able to perform essential program services, and utilization of any other community agencies and resources that would enhance the program s service to our community. ESSENTIAL JOB FUNCTIONS Program Administration: Design, develop, and provide community outreach to the public and community groups regarding free weatherization services to low-income households in Clallam and Jefferson County. Coordinate with other OlyCAP programs to effectively target priority households. Travel state-wide to network meetings, seminars, and training classes around Washington State to maintain certifications, program compliance, and awareness of new policy developments. Process and evaluate intake and application documentation to determine client eligibility. Assist in evaluation of Weatherization project proposals for responsible use of funding and compliance with program policy. Assist state and federal inspectors during routine monitoring of OlyCAP WAP field work, client files, and general program procedures. Field Duties: May be required to travel etensively throughout Clallam and Jefferson County to meet with community leaders and potential program partners. May also be required to travel throughout Clallam and Jefferson Counties in company work van to provide or assist with home assessments, work inspections, and/or client conservation education. May be required to perform one or more of the following: access cramped and dirty residential environments such as attics and crawlspaces to assess eisting insulation, structural components, and home mechanical systems; accurately certify these conditions with both visual and diagnostic testing; develop WAP-specific project proposals to improve these conditions; determine when eisting home conditions are beyond the scope of WAP. 2 KNOWLEDGE SKILLS AND ABILITIES: Eperience in managing programs, budgets, and personnel. Ability to communicate with persons and groups of diverse social and economic backgrounds. Knowledge of current energy conservation, building science, and general construction principles. Building code familiarity with both site built and manufactured housing. Ability to monitor, understand, and follow the changing Federal and State guidelines specific to WAP. Ability to work with variable situations which require proper evaluation and application of program policies and procedures. Strong organizational skills are also very important. Duties will include the management and archiving of confidential client information, as well as documents and information gathered during weatherization assessments, all phases of weatherization work, and in-progress and final inspections. QUALIFICATIONS: Associates degree preferred with two years work eperience in social services, human service, case management or related field. Note: Etensive eperience in Weatherization Assistance Program may be substituted for educational requirements on an individual basis. Eperience in residential construction or WAP. Ability to communicate clearly and effectively both verbally and in writing. Knowledge of Microsoft Office (Word, Ecel, etc.) and online database programs. A valid Washington driver s license with reliable transportation Provide proof of current automotive insurance Must be able to pass a criminal background check. Preference given to candidates with a current certification from Building Performance Institute, especially Building Analyst or Quality Control Inspector. Preference given to candidates proficient in TREAT (Targeted Residential Energy Analysis Tool), the resident energy modeling software used by WAP in Washington State to develop and evaluate Weatherization and Conservation energy improvements.
