1 REPUBLIC OF TURKEY MALTEPE UNIVERSITY SCHOOL OF FOREIGN LANGUAGES REGULATIONS ON PREPARATORY CLASS AND FOREIGN LANGUAGE COURSES PART ONE Objective, Scope, Basis, Definitions Objective ARTICLE 1 The objective of this Regulation is to set out the principles relating to the Preparatory Classes and Undergraduate Foreign Language Courses for students enrolling the Associate and Undergraduate Degree Programs of the T.C. Maltepe University. Scope ARTICLE 2 This Regulation covers the procedures and principles relating to all types of foreign language education to be provided at the Maltepe University School of Foreign Languages. Basis ARTICLE 3 This Regulation has been prepared based on Law Number 2547 on Higher Education ; Regulations on Foreign Language Teaching at Institutions of Higher Education and Principles of Provision of Education and Training in a Foreign Language, and the T.C. Maltepe University Associate and Undergraduate Degree Education and Examination Regulations (for students registering as from 2009). Definitions ARTICLE 4 As used in this Regulation, the following terms shall have the meanings indicated: University : T.C. Maltepe University President : President of the University Office of the President : Office of the President of the T.C. Maltepe University Senate : The University Senate School (YADYOK) : School of Foreign Languages of the T.C. Maltepe University School Board : The Board of the Foreign Languages School Board of Directors : The Board of Directors of the School of Foreign Languages Preparatory Class(es) : The classes formed under the responsibility of the School of Foreign Languages for provision of foreign language education prior to Associate/Undergraduate Degree Education. PART 2 Objectives of Foreign Language Teaching, Foreign Language Proficiency and Placement Tests, Principles of Exemption Objectives of Foreign Language Teaching ARTICLE 5 - The objective of foreign language teaching is to teach students the basic rules of the foreign language, to improve foreign language vocabulary of students, to develop comprehension of oral and written foreign language and the skill of expressing oneself orally and in writing, to acquire the language skills to easily communicate with individuals from other cultures and disciplines for 1

2 personal, academic or professional purposes, and to enable students to use these skills effectively and efficiently following their graduation. Foreign Language Proficiency and Placement Tests ARTICLE 6 a) Students registering at the associate/undergraduate departments/programs of the University, in which the medium of instruction is fully or partially a foreign language, for the first time, as well as students who desire to study in the Preparatory Class even though their medium of instruction is Turkish, shall be subjected to a Foreign Language Proficiency Test by the School at the beginning of the academic year in which registration is processed. The score to be obtained from the Foreign Language Proficiency Test shall be used to determine whether the students of departments/programs, in which the medium of instruction is a foreign language, are to be exempted from the Preparatory Class. b) Students who do not qualify for exemption as per paragraph (a) above, as well as students who voluntarily want to take the Preparatory Class even though their medium of instruction is Turkish, shall be subjected to a Placement Test to determine their starting level in the Preparatory Class. Principles of Exemption ARTICLE 7 - The Foreign Language Proficiency Test achievement is assessed based on one hundred (100) point system. Students registered at the programs/departments in which the medium of instruction is a foreign language and obtained a score of minimum 60/100 from the aforementioned Test (minimum 55/100 for students of Department of Law), as well as students who registered at the English Language Teaching Program and obtained a score of minimum 65/100 from the aforementioned Test, shall be exempt from Preparatory Class. Furthermore, students that fulfil the following conditions shall be exempt from the Preparatory Class: a) Those who completed their secondary education at educational institutions attended by the citizens of a country, in which English is the native language, or at an International Bachelor (IB) Degree Program, in which the English is the main medium of instruction, in Turkey in the last three years; b) Those who qualified for registration by obtaining a score designated by the University Senate on the basis of one hundred (100) point system in exams (TOEFL: Test of English as a Foreign language; IELTS: International English Language Testing System, and other tests considered equivalent by the University), which are given to foreign students for the purpose of determining the minimum level of foreign language knowledge required for qualification for studying in countries in which English is the native language; c) Those who obtained the minimum score designated by the University Senate on the basis of one hundred (100) point system in foreign language exams (KPDS/ÜDS), which are held by the Student Selection and Placement Centre and of which equivalence to the exam specified under paragraph (b) above is approved by the Executive Council of Higher Education; d) The validity period specified by the Authorities giving the exams specified under paragraphs (b) and (c) above for the scores obtained from such tests and exams shall be taken as basis for determination of qualification. However, certificates of such tests and exams must be submitted prior to the Foreign Language Proficiency Test. e) Students who studied at the English Language Preparatory Class of another university previously, and obtained the minimum score specified by the Maltepe University Senate shall be exempt from the Preparatory Class, if they submit evidencing certificates, provided that such a score was obtained within the last 5 (five) years. However, evidencing certificates must be submitted prior to the Foreign Language Proficiency Test. f) Students of associate/undergraduate departments/programs, in which the medium of instruction is Turkish, shall be exempt from the English-I course if they obtain a score of minimum 70/100, and additionally from the English-II course if they obtain a score of minimum 80/100 (AA), from the Foreign Language Proficiency Test (Exemption), which is held by the beginning of the academic year in which the registration takes place, for exemption from the English courses, which 2

3 are compulsory as per the subparagraph (ı) of the paragraph (1) of the Article 5 of the Law Number g) Students that took the English I course and passed with a minimum score of 80 out of 100 shall have the right to take the exemption exam for the English II course. However, in order for such students to be exempt from the English II course, they must obtain a minimum score of 80 out 100 from the Exemption Exam. Students that have minimum 80 out of 100 from this exam shall be considered exempt with grade of (AA). h) Vertical/Horizontal Transfer students shall be considered exempt from English I and English II courses, which they took at the associate/undergraduate degree programs they graduated from, provided that they submit evidence that the total course hours, credits and course contents are the same. However, evidencing certificates must be submitted before the end of the course add/drop week of the respective semester. i) Vertical/Horizontal Transfer students, who are exempt from the English I (ING ING 111) and/or English II (ING ING 112) courses with a score below (AA) obtained at the associate/undergraduate degree programs of Universities in which they studied, may file an application to study these courses again for the purpose to increase their scores. However, attendance to the repeated courses shall be compulsory, and the latest scores shall be valid, regardless of the previous scores. PART THREE Education at Preparatory Class, Period of Education, Assessment of Achievement and the Process at Preparatory Classes Education at Preparatory Class ARTICLE 8 a) Foreign language in Preparatory Class is English. However, other foreign languages may also be taught with the decision of the University Senate and approval of the Board of Trustees. b) The education at Preparatory Class shall be in accordance with the Regulations on Foreign Language Teaching at Institutions of Higher Education and Principles of Provision of Education and Training in a Foreign Language of the Higher Education Council in effect. c) The education at Preparatory Class shall consist of four levels: Elementary, Pre- Intermediate, Intermediate and Upper-Intermediate. These levels may also be named A1 A2, B1, and B2. d) The level that must be completed by students in the Preparatory Class is B2. e) The latest level studied and achieved shall be registered on the education certificates of students, who are registered at departments/programs in which the medium of instruction is fully Turkish, and study at the Preparatory Class voluntarily. Period of Education at Preparatory Classes ARTICLE 9 a) The period of normal education at Preparatory Classes shall consist of two semesters. However, students who fail by the end of the second semester shall be given the right to attend to the Preparatory Class for one or two additional semesters to achieve the required English proficiency. b) Foreign language course burden of Preparatory Class Students may not be less than 20 hours per week and 260 hours per semester. c) The period spent by students at the Preparatory Class shall not be taken into consideration in terms of the credit hours relating to the compulsory courses taken at the associate, undergraduate and graduate degree programs. Assessment of Achievement ARTICLE 10 a) Achievement at the Preparatory Class shall be assessed on annual basis. Grade Point Average (GPA) shall be calculated based on specific percentages of scores obtained from intermediate exams, quizzes, oral exams, with consideration on course attendance and participation, 3

4 etc., as well as of the score obtained from the proficiency test given at the end of the year. These percentages shall be designated by the Board of Directors, and announced to students by the beginning of the academic year. Pass grade shall be minimum 60 out of 100 for students of departments/programs in which the medium of instruction is fully or partially English (55 out of 100 for students studying at Department of Law), and minimum 65 out of 100 for students registered at English Teaching Program. b) The Proficiency Test given at the end of the Fall Semester can be taken by the Preparatory Class students studying in the Upper Intermediate (B2) level, as well as those in the Intermediate (B1) level. However, in order for B1 level students to take this exam, the average of the scores they obtained from the written exams given during the fall semester (mid-term exams and quizzes) must be minimum 70 out of 100. Students who obtain minimum 60 out of 100 score from the proficiency test (minimum 55 out of 100 for students studying at Department of Law, and minimum 65 out of 100 for students studying at English Teaching Program) shall qualify for attending their degree programs. c) Students who are exempt from the Foreign Language Proficiency Test as per the provisions of the Article 7, as well as those who fulfil the achievement criteria specified under relevant Articles hereof, shall have the right to attend their associate, undergraduate or graduate degree programs. d) If deemed necessary, the Board of Directors of the University may amend the conditions regarding achievement in the Preparatory Class. Process ARTICLE 11 - a) Students, who are exempted from the Foreign Language Proficiency Test given at the beginning of the academic year as per the provisions of Article 7 hereof shall have the right to attend their associate, undergraduate, or graduate degree programs. b) Levels of students who start the Preparatory Class shall be determined based on the result of the Foreign Language Placement Test given by the beginning of the academic year. If deemed required, the Board of Directors may amend the number of levels, weekly course hours, and rules of passing from one level to another. c) The vertical/horizontal transfer students who are registered at departments/programs, in which the medium of instruction is fully or partially English, and the vertical/horizontal transfer students who fail in the Foreign Language Proficiency Test, shall be subject to the rules, to which other Preparatory Class students. d) If desired, students who come to departments/programs, in which the medium of instruction is Turkish, by vertical/horizontal transfer may attend the foreign language preparatory class, provided that the respective fees are paid. PART FOUR Foreign Language Courses for Associate/Undergraduate Degree Programs Foreign Language Courses for Associate/Undergraduate Degree Programs ARTICLE 12 a) Compulsory English Courses for Associate/Undergraduate Degree Programs: Compulsory English Courses for Associate/Undergraduate Degree Programs are: English-I (ING ING 111) English-II (ING ING 112). Associate/Undergraduate degree students registered at the programs/departments in which the medium of instruction is Turkish, and failed the Foreign Language Exemption Exam or did not take this exam, shall be obliged to take the English-I and English-II courses, and pass the relevant exams. Students that failed the English-I course shall not be able to take the English-II course until 4

5 they have passed the English-I course. Compulsory English courses may be provided in both semesters. b) Elective Foreign Language Courses for Associate/Undergraduate Degree Programs: Elective Foreign Language Courses for Associate/Undergraduate Degree Programs may be opened in both semesters. The School of Foreign Languages shall designate and announce the Elective Foreign Language Courses to be opened each year, and those that have prerequisite among these courses. Furthermore, if requested by the Faculties/Schools, the School of Foreign Languages may open compulsory and/or elective (BSEC/ASEC/USEC) foreign language courses in both semesters. c) Credits for the compulsory English, elective English and other foreign language courses provided in associate/undergraduate degree programs specified under paragraph (a) and (b) above, as well as the achievements of students taking these courses, shall be as per the provisions of the Associate/Undergraduate Education and Examination Regulations of the University. PART FIVE Attendance and Valid Excuse Situations for Preparatory Classes Attendance and Valid Excuse Situations ARTICLE 13 a) It is compulsory to attend the courses at the Preparatory Classes. Students must attend 80% of the period of study within one academic year. Students who exceed the absence limit shall lose their right to take the exams regardless of their academic achievement, and such students shall have to repeat the level they studied. b) Attendance of students shall be monitored by the instructor of the course by means of the attendance registers. Attendance records shall be entered in the Student Affairs Automation System (OIS) by the instructor in a timely manner. Students may check their attendance records by means of the attendance monitoring system using the password provided by the Data Processing Department. c) Participation in the social and sports activities (except for those approved by the Office of the President) and medical certificates for less than 7 (seven) days of absence, and all similar excuses shall be considered within the 20% absenteeism period. The medical certificates for more than 7 (seven) days of absence shall only enable students to take the make-up exams, provided that such medical certificates are submitted to the approval of the Maltepe University Health Centre, and delivered to the Directorate of School of Foreign Languages within 3 (three) working days at the latest from the date of expiry of the relevant medical certificate. d) No excuses shall be acceptable for any exams other than the intermediary exams. e) Students with report for absenteeism shall not be able to attend the courses and take the exams during the validity period of the report. PART SIX Registration Freezing Being Considered as Being on a Leave of Absence, Enforcement, Execution Registration Freezing Being Considered as Being on a Leave of Absence ARTICLE 14 All relevant Articles of the T.C.Maltepe University Regulation on Associate/Undergraduate Education and Examinations shall apply. Disciplinary Actions 5

6 ARTICLE 15 Disciplinary actions related to students shall be as per the provisions of the Higher Education Institutions Student Discipline Regulations. Enforcement ARTICLE 16 - The T.C. Maltepe University Regulation on Preparatory Class and Foreign Language Courses shall apply to all students registering as from the Academic Year. Execution ARTICLE 17 The provisions of this Regulation shall be executed by the President of the T.C. Maltepe University. 6
