2 Method Statement for Appliance Testing The method of Portable Appliance Testing refers to the inspection by a competent technician, and tests using a PAT testing machine to determine the safety levels of an electrical-powered appliance; ensuring it has not developed a fault whether cosmetic or inside the appliance. The PA Test checks for the earth and insulation of an appliance; and that it can load whilst under test; a load test checks the power on function but does not actually start up the machine. Following completion of the procedure machines deemed safe to be powered on will be. DRA Solutions imited carry out: Visual inspections on all appliances, Portable appliance tests on all appliances fitted with a plug/detachable lead, Earth tests on all fixed appliances DRA Solutions will: Make basic repairs to an appliance, in order to make it more satisfactory, such as replacing damaged plugs or incorrect fuse size. The technician will also strip back flexible cable in order to make safe a fault. Check the power function and safety equipment required by an appliance, such as guards. Recommend an appliance be repaired if this is an option; failing the appliance, then return to test again (for a small call out fee) once the repair is complete. Fail an appliance if there are no alternative options. In reference to the above, DRA Solutions technicians do not: Replace the entire flexible cable on an appliance, Carry out repairs that you require soldering or sealing, Carry out repairs to the internal workings of an appliance, Dispose of your failed equipment. Method Statement continued on next page 2
3 Approach on site The DRA Electricals engineer shall make himself known to the client on arrival at the client premises. The engineer will liaise with this person or the person nominated as the site contact in all matters of testing with regard to the schedule of testing on the premises, times appropriate for shutdown of equipment etc. and advise this person of any appliances that fail testing. The client s representative should highlight all fire exits and fire assembly point to the engineer. Guidelines for PAT Testing Testing will be carried out under the IEE's Code of Practice for In-Service Inspection and Testing. This testing includes all electrical equipment of the following types (as detailed in the IEE Code of Practice): portable appliances, movable or transportable appliances, handheld appliances, stationary appliances, IT equipment, power and extension leads. Equipment Identification For each appliance a decision will be made as to which tests are appropriate depending on the equipment type and classification; for example Class I or Class II. Visual Inspection Process A visual inspection of the appliance will be carried out, including the following: Plug - the plug-top will be opened to ensure that the cable is secure in its anchorage and is correctly wired. The fuse is checked to ensure it is of the correct rating for the appliance and it is free from any sign of overheating and in physically good condition. Appliance - the appliance will be inspected to ensure that it is in good working order, including ensuring that it switches on and off properly and the casing has no damage that could result in access to live parts. Flex - the flex will be inspected for any damage, ensuring it is free from cuts, fraying or stress. Any minor faults identified during the visual inspection, for example: damaged 13 amp plugs, incorrectly rated fuses and loose connections will be rectified prior to the testing procedure. This process is carried out on all appliances 3
4 Electrical Testing Process (using a PAT Machine) Subject to a satisfactory inspection, the following tests will be carried out dependent on the appliance. Class I Appliances - Earth continuity and Insulation resistance tests Class II Appliances - with exposed metal: Insulation resistance test Class II Appliances without exposed metal: Visual inspection only Other Appliances inspection or test deemed appropriate Class I eads Earth Continuity, Insulation Resistance and Polarity tests. IT - Tests on IT equipment are "soft tests" of 200mA on earth continuity. No operational tests are carried out on computers. abelling Each appliance will be labelled with a unique identification number. This number will be used to identify the appliance against the test results documents. Passed Appliances - For all appliances that pass the inspection a blue Passed label will be attached to the appliance, stating the date the test has been carried out, the appliance number, the senior engineer s name. Failed appliances - will be labelled with a red Fail Do Not Use label. Documentation: We issue you with a PAT Testing Certificates Document pack which lists all the appliances by identification number, their description, location and overall test results. The tests completed depicted by a P for Pass, in the results. Appliances that fail are highlighted in Red, with F as the overall result. 4
5 Risk Assessment The process of Appliance Testing is relatively low risk; providing high risk electrical appliances or disconnected from the mains supply. In order to carry out our necessary work, in the majority of situations we have to disconnect from the mains supply. Once an electrical appliance is disconnected, it s as low risk as it can get. As such the process of what we do is low risk. Where our work requires us to inspect heavy industrial machinery for example; we ll seek assistance from the client, and it will be their risk assessment we ll act under. Most of the risks we come across are due to the surrounding environment. In order to deal with risks from the surrounding environment we ll wear protective equipment deemed appropriate for the environment such as hi-visibility, safety foot and headwear. Our standard risk assessment is on the next page. 5
