3 1. Need for dedicated spectrum Electricity Grids around the world are being modernized to adapt to the need to improve utilization and accommodate more diverse and distributed sources of energy. The increasing demands for resilient communications to support the safety, security, sustainability and affordability of electricity supply is stimulating a requirement for new utility radio services to support the operation of utility networks, comprising electricity, gas and water. Utilities themselves also have a part to play in working for the benefit of society. The application of advanced digital communications can increase the efficiency and reliability with which utility services are delivered, supporting key goals of affordable, sustainable and secure energy supplies.

4 1.Need for dedicated spectrum The various agencies both private and public sector recognise it is important to co-operate in the consumption of scarce resources such as radio spectrum. This is to ensure optimum use is made of it for the national benefit, and to reduce costs to customers. These elements of the critical national infrastructure include utilities, transport networks and public safety organisations. Suppliers increasingly seek global standardisation of parameters such as radio frequencies, Therefore it is in the long term interest of consumers and industry if key parameters are harmonised to the maximum extent possible.

5 1.Need for dedicated spectrum Many utilities make extensive use of the public mobile telephone and data networks. It has been found that these public networks do not always have the same business priorities as the utilities. This is driving many utilities towards self-provision of critical communications, in some cases in collaboration with other critical users. The special requirements for utility networks which in some cases are diverging from public mobile operators, most notably in terms of the modest data rate requirements of utilities, and the upload-centric nature of their networks as opposed to the asymmetric download demand on public networks. Where utilities currently use public networks for non-critical data, increasingly we find that although our data requirements are miniscule compared with gaming and video, these consumer applications receive the same or greater priority over the network than utility data. Resilience and guaranteed access are essential features for utility communications.

7 2(i) ICASA The authority is responsible for the regulating of telecommunications within South Africa. ICASA s mandate is spelt out in the ICASA Act: Electronic Communications Act, No 35 of 2005 as amended (the EC Act); and Postal Services Act No. 24 of 1998 (the Postal Services Act) for the regulation of electronic communications, broadcasting and the postal sectors in the public interest. The legislation also empowers ICASA to grant licences, monitor licensee compliance with licence terms and conditions. ICASA develops regulations for the sectors, plan and manage the radio frequency spectrum and protect consumers of these services.

8 2(i) ICASA PROGRAMME 2: L ICENSING AND COMPLIANCE The Licensing and Compliance Programme comprises of two business units, which are Licensing and Compliance. The activities of Licensing and Compliance are to grant, authorize, renew, amend, transfer and revoke broadcasting, electronic communications services (ECS) PROGRAMME 3: ENGINEERING AND TECHNOLOGY The Engineering and Technology Programme comprises the following business units: spectrum management, licensing and monitoring; type approval and broadcasting spectrum. The responsibilities of the programme include: granting of frequency and radio frequency station licences, certificates and authorisations; management and planning of access to radio frequency spectrum; Monitoring the efficient use of frequency spectrum nationally; investigation of radio communications interferences; QoS monitoring and radio frequency spectrum audits; and assessment, adoption and management of technical standards relating to customer premise equipment and other devices.

9 2(i) ICASA PROGRAMME 4: MARKETS AND COMPETITION The Markets and Competition Programme comprises four (4) units, namely Markets and Competition Analysis; Economic and Financial Analysis & Numbering; Broadcasting Policy Development and Research; Postal Policy Research and Development. The Programme is responsible for developing regulations to ensure fair competition in the market and the efficient provision of postal, electronic communications and broadcasting services. The programme develops reports, position papers, gazettes, etc

10 2(i) ICASA PROGRAMME 3: ENGINEERING AND TECHNOLOGY The 2014/15 objectives and performance outcomes undertaken were the following: Develop and implement a plan for the licensing of all IMT radio frequency spectrum to facilitate access to broadband services by all citizens by 2020; One or more national radio frequency spectrum licences making use of 2.6GHz and 800MHz granted to keen investors; Implement the radio frequency migration plan; Develop infrastructure-sharing regulations to support development of broadband and reduce cost of infrastructure for operators; Introduce frameworks for using spectrum-efficient technologies such as spectrum white spaces and for cognitive radio to promote efficient use of the spectrum resource; Continue collaboration with research institutions in an endeavor to discover efficient ways to manage the spectrum resource and participate in relevant international, national and regional technical fora to influence standardisation and harmonisation;

IMT VISION for 2020 & beyond The ITU Radiocommunication Assembly, are considering f) that wireless communication applications are expected to expand into new market segments to facilitate the digital economy, e.g. smart grid, e-health, intelligent transport systems and traffic control, which would bring requirements beyond what can be addressed in today s IMT application areas; Supporting very low latency and high reliability machine-centric communication For future wireless systems, the design of new applications is envisaged based on machine-to-machine (M2M) communication with real-time constraints. Driverless cars, enhanced mobile cloud services, real-time traffic control optimization, emergency and disaster response, smart grid, e-health or efficient industrial communications are examples of where low latency and high reliability can improve quality of life.

16 4. Case example ethekwini Electricity Electricity Utility industry is in a state of transition. Ethekwini Municipality spectrum requirements has not been consolidated. Ethekwini Electricity is still developing a Smart Grid Strategy. Possible spectrum requirements PPDR TETRA (Police, Electricity, Water, Fire, Emergency..) Smart Grid Communications Smart Water metering? Smart City systems? Broad band internet backhaul? Rapid bus transport system?

17 4(ii). Electric utility requirements Ethekwini Electricity requires dedicated spectrum for deployment of their Smart Grid technologies. Ethekwini Electricity have taken a multitier approach in providing communications to its electrical infrastructure. Wireless communications is projected to be the most effective solution for the lower tiers. Spectrum is needed below 1 GHz to cover longer distances and to reduce deployment costs to reach outlying areas. Spectrum above 1 GHz is required for applications that require more bandwidth in dense deployments. Ethekwini Electricity has identified spectrum that will be suitable for its deployment of Smart Grid applications and various technologies such as CDMA, WiMAX, ZigBee, WiFi Mesh and LTE are currently available for deployment.

18 4(ii). Electric utility requirements Spectrum allocation is required by Ethekwini Electricity in the following bands: IMT450: 2 5 MHz channels for smart metering (electric, water etc). This band will be suitable for use between data concentrators and smart meters. (LAST MILE) IMT 700/750/800: 2 10 MHz channels for communications infrastructure. This band will be suitable for communications between data concentrators and backhaul communications infrastructure MHz: 2 20 MHz channels for communications infrastructure. This band will be suitable for communications between data concentrators, electrical network elements and backbone communications infrastructure. (BACKHAUL) GHz: 2 20 MHz Utility channels for communications infrastructure. This band will be suitable for high capacity long-haul communications between remote sites and backbone communications infrastructure. (CORE)

23 5. Future support and collaboration required with AUTC for Smart Grid development There is a growing need for utility grade private wireless communication systems in SA. The issue of spectrum allocation is key to address forward planning of systems. A resolution acknowledging such requirements is required at the World Radio Conference November Engagement with ICASA going forward is of strategic importance. The is a greater probability of success by submitting harmonized requirements. Electric utilities are welcome to leverage off activities undertaken at ethekwini Electricity. 23
