1 POSITION DESCRIPTION Position Title Property Development Officer Group Asset Creation Branch Development Reports to (Title) Land & Property Development Team Leader Date created/revised September 2013 Position Type Permanent / Full Time Evaluation No & Date (P&C use only) Job Purpose The Property Development Officer will play an integral role in the land development, plumbing and building industries by determining the servicing and financial conditions for land development projects. Position Context The Property Development Officer reports directly to the Land & Property Development Team Leader within Development Branch, Asset Creation Group. The incumbent is expected to resolve customer issues related to the provision of water and sewerage assets to land development projects. This involves direct negotiation with land developers, engineering and hydraulic consultants, plumbers, builders, councils and other authorities. The Officer will also be expected to provide support and service to other internal/external customers. Scope of job - Resolve customer issues related to the provision of potable water, recycled water and sewerage assets to land development projects including asset protection. - Compiling and administrating the financial and servicing requirements associated with projects - Direct negotiation with land developers, engineering and hydraulic consultants, plumbers, builders, councils, other authorities and act as the principle account manager for the project within South East Water, liaising with all parts of the business. - Work with the Infrastructure Group (and other internal Groups) to assess the implementation of servicing strategies. 2 Overall impact - Delivery of South East Water s assets through the land development process. - Coordinating and administration of contracts with developers - Responsibility to capture and manage infrastructure, operational and corporate requirements with consultants, contractors and developers. Value of Assets managed: - The Property Development Group generates approximately $50 million through the creation of new assets through the development industry. Level of Authority The position investigates and determines the servicing and financial conditions for land development projects involving water and sewerage assets and non works applications. This involves determining financing arrangements and negotiation with land developers, engineering and hydraulic consultants, builders and plumbers. The position ensures that the subdivisional requirements are satisfied or establish alternative arrangements on behalf of South East Water to consent to the issue of the Statement of Compliances to Council. Constraints on authority: - Must operate within the legal requirements of the relevant Acts and Regulations ie: Water Act, Water Industry Regulations. - Authority to approve expenditure is as detailed in the Financial Schedule of Delegated Authorities. 3 - Request and coordinate services provided by other South East Water Groups ie: Asset Quality - Obtaining and collating responses from consultants Decisions referred to manager: - Funding involving South East Water expenditure. Recommend South East Water expenditure in Development Deeds (authority to approve expenditure is as detailed in the Financial Schedule of Delegated Authorities). - Customer complaints / escalation - Interpretation of land development pricing and policies Sources of guidance provided by the organisation: - South East Water s Land Development Policy Manual - WSAA Sewer and Water Code (MRWA Edition) - Essential Services Commission Guideline - Asset Protection Guide - Water and Sewer Servicing Guide Key Contacts The Position s key contacts are: - Property Development Officer will regularly be required to negotiate on behalf of South East Water and resolve financial and servicing issues with developers, engineering consultants, contractors, councils, other authorities (ie: Essential Services Commission & Plumbing Industry Commission), plumbers, builders and with various Branches in South East Water. - Provide advice and support to Managers. - Provide support on special projects as required. - Provide advice and support to Managers within the Customer Service, Asset Planning, Regulation and Operations Groups. 4 Government Agencies ie: GAA, ESC, Build positive relationships, communicate, consult, educate and learn. Key Accountabilities Key Relationship Management - Liaise and negotiate on behalf of South East Water, with land developers, engineering consultants, local councils, plumbers and builders on a daily basis regarding the provision of water and sewerage facilities to development proposals and resolve issues regarding, water and sewerage assets, servicing and financial conditions and subdivisional release to council. - Investigate through liaising with other Groups in the business the best engineering solution for the servicing of land development projects at least community cost. - Determine conditions for council, contractors and government agencies with respect to other authority works proposals including road closures. Technical / Advice - Prepare Schedules and administer Development Deeds for developments involving the construction of major potable & recycled water and major sewerage assets. - Assess construction tenders for asset value. - Provide land servicing advice for land development proposals. - Prepare and administer Notice of Agreement contracts for industrial / commercial and residential developments. - Assess and process non works applications and determine new customer contribution fees payable. - Prepare and administer Notice of Agreement contracts for trade waste discharge and determine new customer contributions fees payable. - Prepare and authorise Town Planning and Subdivisional Certification responses to the relevant statutory authority. - Monitor Quality Assurance work processes and practices both internally and externally in respect to the construction of potable water, recycled water and sewerage assets. - Assess and process build over assets applications. - Prepare branch and minor sewer extension applications as required. - Finalise and capitalise Developer works - Interpret, adapt and challenge policy as it relates to specific developments - Consent to the issue of a statement of compliance Knowledge, Skills, Attributes & Experience Minimum level of educational qualifications required for the role - Relevant tertiary qualification however consideration would be given to persons having extensive experience working in the land / property development industry. - Significant technical /administrative experience in hydraulic systems. - A current Victorian Driver s licence is necessary. - Police Record Check Page 4 of 7

5 Highest level of skills required to perform at a competent level - Component oral and written communications skills - Computer skills including word processing, spread-sheeting - Component negotiation skills - Prioritise work to meet deadlines. - Customer Service. ie: Counter and phone enquiries, written response to queries, conducting meetings with limited supervision - Building relationships and key stakeholder engagement - An innovative, result oriented approach Experience and Knowledge - Detailed knowledge of current policy and pricing standards which apply to the Land Development Industry. - Knowledge of the Essential Services Commission Price Review. - Knowledge of the Water Industry Act, Planning and Environment Act, Subdivision Act, ISO 9001 standard and standards contained within the WASA standards. - Knowledge of the design and/or construction of water and sewerage facilities. - An ability to analyse development proposals and determine alternative servicing options to benefit the customer and South East Water. - Knowledge of asset protection policy and requirements. - Business direction and knowledge of the South East Water Quality Policy. - Knowledge of Quality Assurance principles for the construction of water and sewerage assets. - Knowledge of the South East Water Customer Contract and licence obligations. - Knowledge of obligations and statutory responsibilities as they relate to the Land Development Industry and Development Branch. - Knowledge of hydraulic principles. - Sound analytical and computer skills including word processing, spread sheets and databases. - Knowledge of the AS/NZ3500 Plumbing Standards - Business direction and knowledge of the South East Water Quality Policy. - Knowledge of Quality Assurance principles for the construction of potable & recycled water and sewerage assets. - Knowledge of South East Water s planning processes i.e., backlog works & capital works (water & sewer) - Knowledge of hydraulic principles. - Experience in working within stringent time constraints.
