1 Community & Economic Development Manager, IL The (population 18,271) is a progressive community located 50 miles northwest of downtown Chicago. With the Fox River running along its southern boundary, Cary is also bordered by the Village of Algonquin on the south, the City of Crystal Lake on the northwest, the Village of Lake in the Hills on the west, the Village of Oakwood Hills on the north and the Village of Fox River Grove on the east. Located within and immediately adjacent to Cary are several large conservation areas owned and maintained by the McHenry County Conservation District. Metra provides the with daily commuter train service to and from downtown Chicago. The comprises 5.9 square miles and has a balance of residential, commercial and industrial property. Route 14/Northwest Highway provides the main commercial corridor in the Village and offers several prime commercial development sites. The also offers future commercial development opportunities along Route 31. Cary has businesses such as Sage Products, which produces medical supplies, the True Value manufacturing company, which produces paint products and numerous other light manufacturing businesses located in one of Cary s three main industrial park areas. Cary s downtown has a small town atmosphere with retail as well as service-oriented businesses lining its streets. The Municipal Organization Cary operates under the Mayor-Trustee form of government with an appointed Village Administrator. The Mayor and six Trustees are elected at large for four-year overlapping terms and serve as the legislative branch of Village government. The Village Administrator is appointed by the Mayor with the consent of the Trustees and oversees the day-to-day operations of the Village.

2 Essential Duties and Responsibilities Provides overall direction, supervises, prepares materials and works directly on the implementation of all aspects of the Board of Zoning, Planning & Appeals and Village Board plan review processes, including formulating plan review procedures, requirements and schedules, interpreting zoning, subdivision and sign regulations, reviewing and editing draft ordinances and resolutions and overseeing the Building Inspector s review of building permit plans. Acts as first point of contact for economic development related inquiries and facilitates development projects. This includes making recommendations for existing business retention, new business recruitment and monitoring of development activities in conjunction with the Village Administrator. Researches and pursues prospective businesses interested in relocating or expanding to the Village. Follows up and tracks leads from national, state and local sources in a timely and professional manner. Develops and implements a proactive plan for supporting existing community businesses. Secures funding for planning and economic development activities and programs. Updates and maintains the community profile and economic development information on the Village s website. Develops economic development promotional materials and packets. Works with available resources from McHenry County, the State and Federal Government to identify potential business development opportunities including incentives, financing and grants. Represents the Village and works cooperatively with the Chamber of Commerce. Provides overall direction, supervises and participates in building/ zoning activities including monitoring special building permit plan reviews and formulating and implementing updates to code requirements.

3 Essential Duties and Responsibilities cont. Develops and implements marketing strategies and activities for business attraction, retention and assistance. Serves as a liaison between property owners and brokers to recruit and assist businesses interested in locating in the Village. Maintains and updates an inventory of available development sites and maintains the database of existing Village businesses. Provides overall direction, supervises and participates in the administration of the code enforcement including monitoring inspection procedures, performance, introduces code regulations and keeps staff trained in the most up to date code enforcement techniques. Provides overall direction, supervises staff and participates in formulating and adopting updates to the comprehensive plan, prepares special planning studies, prepares amendments to zoning and subdivision regulations and performs various special projects and tasks. Carries out supervisory/managerial responsibility in accordance with policies, procedures and applicable laws, including: interviewing, hiring and training staff; planning, assigning and directing work; establishing deadlines; appraising performance; rewarding and disciplining employees; coordinating, developing and approving staff training; approving leave requests; and addressing complaints and resolving problems. Interacts with a variety of individuals, departments and groups, both internally and within the community, to provide information, disseminate departmental information and assist in resolving administrative issues. Plans and implements short and medium range goals, objectives and strategies for the department, projects and programs to ensure efficient organization and completion of work. Plans long-range goals, objectives, organizational structure and overall direction for the department.

Develops departmental annual budget, including: reviewing budget expenditures and requesting revisions to meet operational needs; reviewing budget requests and making decisions on organizing projects to remain within budget; and consulting with financial staff regarding budget matters. Analyzes Village codes, ordinances, processes and standards and recommends improvements to assist the community in balancing regulatory requirements with its goal to foster new business growth and development. Performs related duties as assigned by the Village Administrator. Knowledge, Skills and Abilities Principles and practices of planning, land use and zoning laws. Principles and practices of code enforcement. Principles and practices of building code administration. Principles and practices of sustainable economic development. Tax Increment Financing administration experience. Budget development policies and procedures. Administration of staff and activities, either directly or through subordinate supervision. All applicable state, federal and local ordinances, laws, rules and regulations, especially pertaining to planning, building and general community development. All computer applications and hardware related to performance of the essential functions of the job. Department organization, standard operating guidelines and policies, rules and regulations. Planning, organizing, assigning, directing, reviewing and evaluating the work of staff. Operating and maintaining all assigned equipment required to perform the essential functions of the job. Communicating orally and in writing with internal staff, citizens and other departmental staff in order to give and receive information in a courteous manner.

5 Education and Experience Requirements Bachelor s degree from an accredited four-year college or university in Urban Planning, Engineering, Public Administration, or a related field, applicable Masters Degree and/or AICP certification preferred; and, - Five to seven years of progressively responsible related experience; or, - Any combination of education, training and experience which provides the required knowledge, skills and abilities to perform the essential functions of the job. Licenses and Certifications: American Institute of Certified Planners (AICP) desirable ICC Building Code accreditation desirable Compensation & Benefits The starting salary for the position is $84,429. The salary range is $84,429 - $101,845. An attractive benefit package including health insurance and IMRF pension will also be provided.
