1 GENERAL MANAGER: INTERGRATED PROPERTY MANAGEMENT AND SOCIAL HOUSING 5-YEARS CONTRACT (Reference Number: GM: PM 04/2014 POST LEVEL: 14 TOTAL SALARY PACKAGE R per annum (ALL-INCLUSIVE PACKAGE) Requirements: Applicants must be in possession of an appropriate university degree or 4 years B-Tech qualification in any built environment field e.g. structural engineer, civil engineer, architect, etc, including registration with a relevant professional body. He/she must have 5 years relevant experience at senior management level, and a valid driver s license. Knowledge, Skills and Competencies: Knowledge of Human Settlements policies and legislation, including the Development Facilitation Act No. 67 of 1995, Kwa-Zulu Natal Land Administration Act, Urban Development Framework, Kwa-Zulu Natal Rental and Social Housing Strategy, the Municipal Property Rates Act No. 6 of 2004, property development economics and property management systems including debt collection and letting. He/she must have project management skills, financial management skills, strategic planning skills, problem solving skills, presentation skills, policy formulation and policy interpretation skills, negotiation skills, conflict management skills, communication skills, interpersonal relations skills, analytical skills, computer literacy and time management skills. He/she must be selfmotivated and dynamic with the ability to liaise effectively with internal and external stakeholders at all levels. The successful candidate will perform key Performance Areas: *Provide high level of technical advice in the evaluation of business plans from municipalities for funding for the statutory planning and construction of quality buildings for rental and social housing development as well as business plans for the maintenance and rectification of pre-1994 residential buildings [houses and hostels]. Provide technical and strategic support to the Austerville Maintenance Depot which serves existing pre-1994 residential buildings in various townships in Kwa-Zulu Natal. Monitor the devolution of the department s state-owned vacant properties to municipalities for human settlement developments. Oversee the fast-tracking of the process of ownership of pre-1994 residential properties to tenants/home owners through government s Enhanced Discount Benefit Scheme. Oversee the management of the Kwa-Zulu

2 Natal Housing Fund. *Provide strategic leadership and technical support to the effective and efficient performance of the Chief Directorate: Property Management, Social/Rental Housing, Rectification and Maintenance. A strong legal property management specialization background will be an added advantage. He/she must have a valid driver s license. Knowledge, Skills and Competencies: Knowledge of Human Settlements policies and legislation including the Kwa-Zulu Natal Land Administration Act and the Municipal Property Rates Act, Act 6, 2004 which govern property management. Knowledge and understanding of property development economics, property management systems including debt collection and letting, financial management skills, property valuation skills, strategic planning skills, problem solving skills, presentation skills, policy formulation and policy interpretation skills, negotiation skills, conflict management skills, communication skills, interpersonal relations skills, property finance, analytical skills, computer literacy and time management skills. The successful candidate will perform Key Performance Areas: *Fast-track the ownership of pre-1994 houses to the existing tenants. Manage the department s stateowned vacant properties and occupied/tenanted buildings, facilitate the process of ownership of pre-1994 residential properties through government s Enhanced Discount Benefit Scheme *Manage the property/land value evaluations. Manage the Department s province-wide Property Register. Fast-track the devolution of Human Settlements vacant properties to Municipalities in KwaZulu Natal, for residential developments. Manage compliance with government s policies, norms and standards for rental lease agreements, sale agreements, title deeds, rental collection and debt management. Manage the Kwa-Zulu Natal Housing Fund. *Provide strategic direction, effective and efficient utilization, and report on the performance of the human and financial resources of the Property Management Directorate. Tech) or relevant qualification. Six years post qualification QS technological/technical experience. Compulsory registration with SACQSP as a QS Technologist. A valid driver s license.
