2 Metropolitan Development Assessment Panels City of Perth - Local Development Assessment Panel The City of Perth Local Development Assessment Panel is established for the City of Perth. Presiding Member - Mr Paul Kotsoglo Mr Kotsoglo holds a Bachelor of Arts in Urban and Regional Studies and a Postgraduate Diploma in Urban and Regional Planning from Curtin University. He has also completed his municipal Town Planner s Certificate, is a certified practising planner and is a Fellow of the Planning Institute of Australia. Mr Kotsoglo s specialty is urban and regional planning with an emphasis on coordinating, managing and working with multi-disciplinary project teams on complex projects. His experience encompasses the full range of town planning services at the most senior levels. He was previously President of the Planning Institute of Australia (WA Division) and has served as the PIA representative on the Planning Reform Industry Reference Group, established by the Department of Planning and Infrastructure for the reform of the State s planning processes. Additionally, Mr Kotsoglo has been a judge for the Planning Institute of Australia in Western Australia. Deputy Presiding Member - Mr Brian Curtis Mr Curtis holds a BA (Hons) Humanities/Geography, MSc Urban and Regional Planning Studies, a MA Urban Design, and a Certificate in Public Participation (IAP2). Mr Curtis is a member of the Planning Institute of Australia, and the International Association of Public Participation. He has held various positions on advisory panels for both State and Local Government. He has over 30 years experience as an urban planner and strategist, including time as a planning consultant in Perth and the United Kingdom, and holding several senior town planning positions at the Department of Planning. He has particular expertise in strategic planning and growth management, urban strategy and policy development, urban revitalisation, and stadium development. Mr Curtis has specialist skills in urban design, planning, project management, and community engagement and facilitation. He is currently a director of his own planning consultancy, Brian Curtis Pty Ltd. Specialist Member - Mr Peter Lee Mr Lee graduated from the Western Australian Institute of Technology (now Curtin University) with a Bachelor s degree in Architecture in He is a Fellow of the Royal Australian Institute of Architects, is a registered architect and is currently a member of the Australian Institute of Company Directors. Mr Lee has considerable commercial experience in all aspects of architecture. He has extensive expertise in the design and project management of major retail, commercial, rail, air, judicial and residential projects in Western Australia. His specialist skills are in design and design development, with a focus on master planning and urban design. He also has substantial management experience and is currently a director of Hassell, where he is responsible for leading a multidisciplinary international design team engaged in a diverse range of major local, national and international projects. 2

3 Metro Central Joint Development Assessment Panel The Metro Central Joint Development Assessment Panel is established for the following districts: Bassendean Bayswater Belmont Canning Melville South Perth Victoria Park Presiding Member - Mr Charles Johnson Mr Johnson holds a Master of Environmental Studies (Urban Land Use Planning) and has over 30 years experience in State and local government town planning. He is currently a member of several significant organisations, Board Member of the Metropolitan Redevelopment Authority, Chair of the Central Perth Land Redevelopment Committee, previously the President of the WA Division of the Planning Institute of Australia, Board Member of the Centre for Built Environment and Health, UWA and the President of the Rotary Club of Matilda Bay. Mr Johnson has a comprehensive background in governance and town planning. He has held planning and development positions throughout the public service including as an Executive Director of the Department of Planning and is currently a planning consultant in private practice. He has held executive planning positions with the City of Subiaco, and the City of Wanneroo and from 2001 to 2008, he was CEO of the City of Wanneroo. He has provided significant input into several reports and studies, including most recently the 2010 Draft Regional Development Australia Plan for Perth (RDA). His academic achievements include appointment as an Adjunct Associate Professor for the School of Earth and Geographical Sciences at the University of Western Australia. Deputy Presiding Member - Mr Christopher Antill Mr Antill graduated from the Western Australian Institute of Technology (now Curtin University) with a Bachelor s degree and Graduate Diploma in Urban and Regional Planning. He works as a planner and urban designer, with 26 years experience in private practice, in addition to 8 years experience in local government, and 10 years with the Western Australian State Government. As a sole consultant, Mr Antill has extensive experience working on complex land use, strategic planning, heritage planning and urban design projects. Additionally, he has worked in multi-disciplinary teams on townscape, master planning and structure planning projects. Mr Antill s practice was established with the specific aim of providing a personalised urban design and land use planning service that is appropriate to small and medium-sized projects. Approximately two-thirds of the company s work involves urban/civic design, site planning, townscape projects and policy development. Specialist Member - Mr Luigi D Alessandro Mr D Alessandro holds a Bachelor of Architecture and is a registered architect and builder. He is a Fellow of the Royal Australian Institute of Architects. Mr D Alessandro s professional memberships include the Master Builders Association, Fellow of the Australian Institute of Architects, member of the Port Kennedy Management Board and a board member of the Stellar Housing organisation. Over a 30 year period, Mr D Alessandro has gained extensive experience in the areas of land development, construction, design, master planning and management, having worked 3

4 at senior executive levels in both the public service and private sector. In public service, he has served as an Executive Director with the Ministry of Housing and as the Director of Housing Production for Homeswest. Mr D Alessandro is currently a consultant, but his previous positions in the private sector include, CEO of the Jaxon Group, Director of New Business for Mirvac, Director of Property Operations for the Satterley Property Group, and Business Development Manager at BGC. 4

5 Metro West Joint Development Assessment Panel The Metro West Joint Development Assessment Panel is established for the following districts: Cambridge Claremont Cottesloe Mosman Park Nedlands Peppermint Grove Subiaco Vincent Presiding Member - Ms Megan Adair Ms Adair is a skilled and experienced town planner and project manager. She holds a Bachelor of Urban and Regional Planning from Curtin University of Technology and has more than 20 years experience in local government planning, including six years as the Director of Planning for the Midland Redevelopment Authority. Many of her positions have included the project management of complex projects through to completion. Ms Adair was involved in the development and delivery of the Alkimos and Eglinton Local Structure Plans, covering nearly 900 hectares of future urban land. She has previously been involved in preparing planning strategies, progressing urban revitalisation projects, developing precinct design guidelines, and managing land acquisition arrangements. Deputy Presiding Member - Mr Clayton Higham Mr Higham holds a Bachelor of Arts (Urban and Regional Studies) from Curtin University of Technology and has extensive experience in town planning, urban design and the environment. He was an officer of the City of Perth for over 20 years, where he held positions such as the Manager of Statutory Planning and Manager of Approval Services. Following this position, Mr Higham moved to the City of Joondalup for 11 years where he served as the Director for Planning & Community Development. He was later employed as the Director of Planning and Development at the Shire of Kalamunda. Consequently, Mr Higham holds extensive experience in urban planning and development assessment for a wide range of complex and major development proposals. Mr Higham is a current member of the Local Government Managers Australia and the Planning Institute of Australia. Specialist Member - Mr John Syme Mr Syme holds a Bachelor of Architecture from the University of Western Australia and is Principal of Syme Marmion & Co, a firm specialising in property economics, planning and development strategy. Mr Syme has a long career in all aspects of management and analysis of property projects, commercial projects and companies. His experience includes designing, marketing, building and developing in the residential construction industry, and as an architect in private practice. He has been instrumental in the planning and development of many major projects in Western Australia, including the East Perth, Subiaco and Midland redevelopment projects, the Scarborough SEAS project, Curtin Town project and numerous new land subdivisions and prominent sites in inner areas. He has advised government on several aspects of policy and strategy. 5

6 Metro North-West Joint Development Assessment Panel The Metro North-West Joint Development Assessment Panel is established for the following districts: Joondalup Stirling Wanneroo Presiding Member - Ms Karen Hyde Ms Hyde holds a Bachelor of Science (Hons) in Town and Country Planning from Heriot- Watt University in Edinburgh and has over 27 years of diverse experience in urban planning at a senior level in both the public and private sectors in the United Kingdom and Western Australia. Notable appointments in the public service have included her position as a Senior Projects Officer with the Minister of Planning and Heritage and as the manager for planning and redevelopment in the Subiaco Redevelopment Authority. In private practice, Ms Hyde has worked as a consultant on a range of complex developments and projects, including urban regeneration, new settlements, sustainability assessments, design guidelines and economic development strategies. For example, Ms Hyde has worked on the Curtin University Master Plan and Design Guidelines, SMART Growth Assessment Tool, and the South West Corridor Strategic Planning and Development Strategy. Deputy Presiding Member - Mr Paul Drechsler After completing architecture subjects at the South Australian Institute of Technology, Mr Drechsler graduated from Flinders University of South Australia with a Bachelor s degree in Geography and Biological Science and a Doctor of Philosophy (cand) from the University of Western Australia. Mr Drechsler is a professional town planner, geographer and land economist, with over 30 years experience in urban and regional planning, commercial and retail development, urban design and large scale land development. He is a member of the Western Australian Planning Commission. Mr Drechsler has substantial management experience and is Group Managing Director of Hames Sharley, a large national architecture, planning and urban design practice. In this role he is responsible for leading a multidisciplinary project consulting team engaged in a diverse range of major projects in Australia and overseas. Specialist Member - Mr Fred Zuideveld Mr Zuideveld has an Associateship in Architecture from the Western Australian Institute of Technology (now Curtin University). He is a Fellow of the Australian Institute of Architects, and presently serves as a design advisory panel member for the City of South Perth and the City of Melville. Mr Zuideveld has over 40 years experience in the design of buildings from single dwellings to grouped dwellings, multiple dwellings, mixed use developments, and commercial, educational and civic projects. Additionally he has been involved with urban planning, design guideline studies and was a member of the R Codes Review committee. He is currently a director of Zuideveld Marchant Hur Pty Ltd, Architects. 6

7 Metro East Joint Development Assessment Panel The Metro East Joint Development Assessment Panel is established for the following districts: Armadale Mundaring Gosnells Serpentine-Jarrahdale Kalamunda Swan Presiding Member - Mr Eugene Koltasz Mr Koltasz is currently the managing director of a property development firm, and has more than 30 years experience in town planning, urban design, property development and project management. He graduated from Curtin University with a Bachelor of Urban Studies in 1973, completed a Graduate Diploma in Transport and Traffic in 1977 and undertook a Graduate Diploma in Public Administration in Over the course of his career he has undertaken many roles in the public service as a planning officer, including as the Director of Planning for City of Belmont. He also established and ran a successful town planning and project management firm for over 20 years, in which one of his responsibilities required preparing and negotiating various development applications with Councils, State and Federal authorities. Mr Koltasz is a Fellow of the Planning Institute of Australia, for which he has served as the Vice President of the Federal Council and as a committee member and President of the WA Division. He has been an active committee member and consultant representative for the Urban Development Institute of Australia and is a member of the Chartered Institute of Transport. Deputy Presiding Member - Ms Sheryl Chaffer Sheryl Chaffer holds a Bachelor of Town Planning from the University of New South Wales and a Postgraduate Certificate in Business from Notre Dame University, Fremantle. She has over 30 years experience in town planning and land development, and is skilled in all aspects of statutory and strategic town planning. Ms Chaffer has held several executive and senior management positions, including Executive Director and Director of Planning at the WA Housing Industry Association, Director of Planning at the City of Fremantle, and Director and Principal Consultant at Chaffer Planning Consultants Pty Ltd. As a consultant, Ms Chaffer provided significant industry and local government input on major town planning and building legislation and policies, including the Planning and Development Act, Model Scheme Text, Residential Design Codes, Local Government Planning Fees, and the Building Act. Specialist Member - Mr Peter Addison Mr Addison is a qualified civil engineer and a skilled senior engineering management consultant, with over 35 years experience on a wide range of challenging infrastructure projects. He has a proven track record of managing and delivering challenging major multidisciplinary projects and consulting assignments, covering all stages of infrastructure management, delivery and operations, in the public and private sectors. Mr Addison is currently the Principal of Addecet Consulting, a firm offering services and advice to clients who are responsible for delivering, managing or operating infrastructure assets in the public and private sectors, with recent clients including the Department of State Development, ARL and Valoriza Australia. 7

8 Metro South-West Joint Development Assessment Panel The Metro South-West Joint Development Assessment Panel is established for the following districts: Cockburn East Fremantle Fremantle Rockingham Kwinana Mandurah Murray Presiding Member - Mr Ian Birch Mr Birch has a Bachelor of Arts in Urban and Regional Studies and a Graduate Diploma in Urban and Regional Planning from the Western Australian Institute of Technology (now Curtin University). Mr Birch has over 30 years experience in local government town planning having worked for the City of Perth from 1979 to 1995 where he held the position of Senior Planning Officer and the Town of Cambridge from 1995 to 2013, where he held the position of Director, Development and Sustainability. Mr Birch is currently a sole practitioner offering his services in Town Planning and management of government regulatory process. Mr Birch has been involved in the review of various regional planning policies and the preparation of submissions on behalf of Council. He has also been a guest lecturer at Curtin University and Edith Cowan University as well as presenting to various industry bodies. Deputy Presiding Member - Ms Stacey Towne Ms Towne holds a Bachelor of Arts in Urban and Regional Studies and a Graduate Diploma in Urban and Regional Planning from the Western Australian Institute of Technology. Ms Towne is the holder of the Municipal Town Planners Certificate of Qualification and is a past Executive Member of the Local Government Planners Association. Ms Towne s experience includes 25 years in local government, and over 4 years in the State Government and private consultancy. She is currently a senior consultant with Planning Context, whose focus is on research, policy and governance. Ms Towne has recently been involved in developing local government planning guidelines for alcohol related development, aspects of moving people project work, private dwelling planning application for demolition approval, planning fees and charges review and the City of South Perth Retail needs assessment. Ms Towne has been a member of the Planning Institute of Australia since Specialist Member - Mr Robert Nicholson Mr Nicholson has an Associateship in Architecture from the Western Australian Institute of Technology (now Curtin University). He has been a registered architect and member of the Royal Institute of Architects since He is also an Associate Member of the Institute of Arbitrators Australia. Mr Nicholson has a broad range of experience in architectural work, including design and contract administration of schools, civic buildings, and commercial, industrial, residential and entertainment developments. He has regularly been employed as an expert witness in the preparation of legal briefs and reports. 8

Specialising in residential housing and retirement/aged care development, Mr Casella has also acted as Project Director, Design Architect and Project Architect for a range of other building types, including commercial, retail, and urban design. Mr Casella s achievements have been recognised with numerous awards throughout his career - the most recent being the Urban Development Institute of Australia State Award for Community Housing Seniors Living Bethanie Peel Project in Mr Casella is a current Fellow of the Royal Australian Institute of Architects, and has previously served an 11 year term as Governor s Appointee on the Architects Board of Western Australia. 10

He is a Fellow of the Planning Institute of Australia and a life member of the Local Government Planners Association. Mr Gray has considerable experience in town planning, as he has spent more than 40 years in the industry. In his early career, he spent a period of time working as a planner, both interstate and overseas, where his projects included redevelopment planning studies in connection with the reconstruction programme for the City of Darwin after cyclone Tracey and an engagement as the project planner on the Feasibility and Engineering Study of the Kuantan Development Project in Malaysia. In Perth Mr Gray established his own planning consultancy, which later merged with another successful practice in 1994 to form Gray & Lewis. Mr Gray has been engaged as a planner 11

12 for major urban renewal projects, worked on town planning scheme amendments, land use studies, subdivision and planning appeals to the relevant tribunal, and has extensive regional planning experience. He is currently an independent planning consultant to Gray & Lewis. Deputy Presiding Member - Mr Robert Fenn Mr Fenn holds a number of professional qualifications, including a Bachelor of Applied Science (Environmental Planning) from Charles Sturt University and is a Certified Practising Planner. He is also a Fellow of the Planning Institute of Australia and has served as a member of various working groups and committees such as the Technical Working Group of the Western Australian Planning Commission for the Lower Great Southern Regional Planning Strategy. He has more than 30 years planning experience, with a focus on regional Australia. He has served as the principal planner and in managerial roles with various local governments in Western and Southern Australia and some of his major career achievements include the preparation of several Local Planning Strategies, District Planning Schemes and policy documents. He is currently serving as a Project Manager for LandCorp, where he is responsible for the delivery of industrial and residential projects under the Regional Development Assistance Program. Specialist Member - Mr Patrick Dick Mr Dick qualified in 1971 with a Master s degree in Urban Design and Regional Planning from Edinburgh University. He also has a tertiary qualification in business computing and holds a Practitioner s Certificate in Mediation and Conciliation conducted by the Institute of Arbitrators and Mediators Australia (Vic). He is a Certified Practising Planner and a Fellow and past President (WA Division) of the Planning Institute of Australia. Mr Dick was appointed as a sessional member for the Planning Panels Victoria in He has extensive experience in local government and the public service, including 11 years in metropolitan and regional planning for the Department of Planning. He has 14 years experience in planning, development and property consulting in WA, Queensland, Victoria and overseas. He currently works in the Major Transport Projects division at the Department of Transport as Project Manager for the Oakajee port infrastructure project. His specialist expertise is in transport planning; industrial, commercial and infrastructure development; waterfront projects; project governance and risk management. 12
