Clúid achieves this through its mission of providing quality housing and services which enable residents to create homes and thriving communities. Clúid has 135 staff to ensure that it has the capacity to meet this mission. To date Clúid has provided over 5,200 properties to low income families and single people in housing need all over Ireland. The New Business Manager will work as a member of the New Business Team to support the delivery of the Association s housing development programme. You will take responsibility for the development and management of a portion of the existing programme and you will also identify and develop new business opportunities. The post requires excellent planning, organisational and negotiation skills as well as familiarity with property acquisition and all stages of the housing development process from design through to delivery of units into management. You will have excellent project management skills and experience within the property or construction sectors.

2 Role: New Business Manager Role Overview: The New Business Manager will work as a member of the New Business Team to support the delivery of the Association s housing development programme alongside the Design team. You will take responsibility for the development and management of a portion of the existing programme and you will also identify and develop new business opportunities that can be funded through the various funding channels available to the social housing sector. You will work with the Housing Management and Technical teams to source property suitable for social housing and you will manage the acquisition process. You will work with the Design team and Contracts Manager to develop new build schemes and manage them through the procurement, design, on site and handover processes. You will contribute to the sourcing and delivery of new business activities and have responsibility managing the development programme and relationships with the Local Authority in a number of counties in the midlands and west of the country. Reporting to: New Business Director Responsible for: New Business Development Officer Key responsibilities General Contribute to the identification, creation and pursuit of new development opportunities. Liaise directly with key partners at local & national level bringing all available resources to the projects. Carry out detailed risk assessment and feasibilities to determine the viability of potential projects. Produce reports and deliver presentations to internal and external stakeholders for project approval stages. Carry out evaluation of projects at appropriate stages. Work with Design team to ensure budgets for projects are adhered to and updates are given to the New Business & Finance Directors. Co-ordinate public events promoting projects in conjunction with communications department Develop and sustain links with housing authorities and other enabling agencies alongside the wider Clúid team. Supervise the work of Development Officers where relevant. Build on, maintain and manage the development programme. Assist in the review the Association s development process documentation. Property acquisition Work within the New Business, Housing Management and Technical teams to identify, create and pursue new business opportunities. Implement the workflow process and administer the scheme approval process for all projects. Locate/negotiate acquisition of properties following Association procedures. Instruct solicitors on the purchase of properties and land. Manage the handover of new units to the housing management department. Pre-Contract Work with design team on the procurement and management of teams of consultants and contractors on the delivery of social housing projects. Work with Clúid s housing management and technical teams to ensure that the requirements of the organisation in terms of social housing design are met.

3 Work alongside the in-house design team to instruct architect and design team to prepare working drawings and specifications or Bill of Quantities to reflect the agreement on design and specification Ensure that all designs comply with statutory and local government requirements. Work with Clúid s in house design team to ensure that contractual arrangements with third parties comply with statutory requirements, Clúid s financial and committee regulations and contract procedures. Project manage projects from the Client position from design stage through to handover to housing management. Ensure that appropriate health and safety procedures and legal obligations are adhered to by consultants Ensure that the scheme appraisal process is fully implemented for all projects Ensure all necessary legal agreements are in place prior to scheme starting on site Ensure that projects are achieved within schedule and budgets and agreed procedures. Ensure necessary contract documentation and insurances are collated and maintained throughout the project. On-Site Monitor progress of contracts, attend site meetings and liaise as necessary with external and internal design teams and Clerk of Works. Management the project budgets in conjunction with the finance department. Advise New Business and Finance Directors of anticipated variations in final contract sum Manage consultant and contractors payment processes in conjunction with finance department. Keep housing management informed of progress and expected hand-over of property dates Manage snagging process and accept hand-over of properties following issue of Certificate of Practical Completion Ensure that appropriate health and safety procedures and legal obligations are adhered to by consultants Ensure all handover documentation required by Clúid is available on practical completion and made available to Housing Management. Manage the handover of new units to the housing management department. Post - Hand-Over Liaise with Housing Officer and Technical Manager during the defects liability period ensuring that defects are dealt with speedily by contractors/consultants Bring to completion final accounts as speedily as possible Where applicable ensure schemes are taken in charge by local authority as quickly as possible Through project review processes and consultation with Housing Officer / Tenants obtain feed-back on design and specification standards Other Represent the Association to other agencies Produce reports for and attend Board meetings and other committees as required Act as an information and advice source on development issues to other staff as required Produce reports on progress for New Business meetings and other meetings as required. Implement procedures for managing the process and delivery of new business opportunities
