4 1. Purpose This Standard specifies Authority to Travel (ATT) and Train Route Acceptance (TRA) requirements. 2. Scope This Standard applies to all Rolling Stock Operators that operate, or intend to operate, rolling stock on rail infrastructure owned and/or managed by Aurizon Network Pty Ltd ( Aurizon Network ). 3. Responsibilities 3.1 General Manager Network Assets The General Manager Network Assets has the authority and responsibility for: determining the requirements of this Standard; ensuring that this Standard is reviewed periodically to maintain its currency; and nominating a delegate who is responsible for the development and issuing of ATTs and TRAs in accordance with this Standard. The contact details for this delegate must be communicated to the Rolling Stock Operators. 3.2 Rail Infrastructure Manager (RIM) Aurizon Network Pty Ltd is the accredited Rail Infrastructure Manager (RIM) for the Central Queensland Coal network. 5 4. Acronyms and Definitions Access Agreement... As defined in the Access Undertaking. Access Holder... As defined in the Access Undertaking. Access Undertaking... QR Network s 2010 Access Undertaking, as amended or replaced from time to time. ATT... Authority to Travel. CQCN... Central Queensland Coal Network (as defined in the Access Undertaking). Emergency... An event, actual or imminent, which endangers or threatens to endanger life, property or the environment, and which requires a significant and coordinated response. Infrastructure... Includes civil infrastructure, electrical infrastructure, signalling and telecommunications infrastructure. Interface Agreement... Interface Agreements may grant legal rights to Third Parties authorising them to use Aurizon Network s infrastructure for a permitted purpose. Interface Risk Management Plan... A documented plan that identifies the risks where an interface is created between Aurizon Network's rail infrastructure and another party, including the control mechanisms agreed between Aurizon Network and the other party to ensure those Interface Risks are managed to an acceptable level, and which parties are responsible for implementing and monitoring those controls to ensure the controls are and remain effective. Examples of other parties include, but are not limited to, Rolling Stock Operators, Road Managers, and other Rail Infrastructure Managers. Must... The word must indicates a mandatory requirement. Network Control... The function responsible for managing rail traffic, issuing Occupancy Authorities and coordination of emergency management within the rail corridor. Network Control Officer... A Competent Worker who manages and authorises the safe and efficient movement of Rail Traffic within a defined area. This may be via the use of Occupancy Authorities. Rail Infrastructure Manager... Aurizon Network Pty Ltd. The Network Assets Division of Aurizon Network is responsible for the Rail Infrastructure Manager (RIM) function in the Central Queensland Coal Network (CQCN). Rail Traffic... Trains, Track Vehicles or any other vehicle registered to travel on Aurizon Network s rail network. Rail Traffic Crew... Competent Workers responsible for the safe operation of rail traffic. RPEQ... Registered Professional Engineer of Queensland. 6 Stable... To leave rail traffic with or without locomotives unattended and secured, usually in a siding. Track Vehicle... A vehicle, usually self-propelled, used for inspecting and/or maintaining infrastructure. Train... Any configuration of rolling stock operating as a unit: two or more units of rolling stock coupled together, at least one of which is a locomotive or other selfpropelled unit; or a unit of rolling stock that is a locomotive or other self-propelled unit. Train Notice... A notice that contains safeworking information and/or schedule changes to workers about rail traffic operating on Aurizon Network s rail infrastructure. Train Service... Running of a train by a Rolling Stock Operator, between specified origin and destination points (including any stabling). TRA... Train Route Acceptance (Certificate). Classifications 5.1 Authority to Travel (ATT) An ATT is a short term authority issued in the form of a Train Notice for no longer than three (3) months to an Access Holder under an Access Agreement or Interface Agreement. An ATT can be issued for: NOTE: Individual rolling stock or rolling stock configuration operations (Train Operations); Trial or Test Train Operations; A group of Train Operations (e.g. similar trains running to various destinations); or Other situations deemed appropriate by Aurizon Network. In special circumstances, ATTs for time periods exceeding three (3) months may be considered upon request to Aurizon Network. 5.2 Train Route Acceptance (TRA) A TRA is a permanent authority issued in the form of a certificate which is annexed to an Access Agreement to allow Train Operations. 6. Requirements 7.1 General Requirements A Rolling Stock Operator requires authorisation from Aurizon Network to operate rolling stock in a designated configuration on the nominated route on track owned and/or managed by Aurizon Network. The details of this authorisation are contained in the ATT or TRA. An ATT or TRA may be issued subject to restrictions and/or conditions. An ATT or TRA must only be issued if: an Interface Risk Management Plan has been developed and is in place between Aurizon Network and the relevant Rolling Stock Operator; and an Access Agreement is in place between Aurizon Network and the relevant Rolling Stock Operator and all conditions of the Access Agreement have been meet. An ATT or TRA will detail all Train Criteria (Clause 7.2) and Route Criteria (Clause 7.3). Network Safety Management System Page 7 of 14 Aurizon Network Pty Ltd ACN

8 7.2 Train Criteria General Train Criteria are those limits concerning the rolling stock or rolling stock configuration that apply irrespective of where the train operates. Train Criteria is derived from the certified limits of performance of the rolling stock or rolling stock configuration. Train criteria considered by a Rolling Stock Operator in its application for train route acceptance and considered during the interface risk assessment must include, but not be limited to, those factors listed in Appendix A Rolling Stock and Rolling Stock Configuration Certification and Registration All rolling stock and rolling stock configurations to be detailed in a TRA must be certified and authorised in accordance with the applicable Access Agreement, SAF-STD-0145-INF-NET Interface Standards and AZN.NA.GDL Aurizon Network Rolling Stock Registration Requirements, prior to a TRA being issued. Any new or altered rolling stock or rolling stock configurations which require testing in accordance with AZN.NA.GDL Aurizon Network Rolling Stock Registration Requirements will be issued an ATT in accordance with the registration requirements. Certified and authorised rolling stock and rolling stock configurations may also be issued with an ATT if required for a purpose as listed within Clause Load Tables All rolling stock and rolling stock configurations detailed in the ATT or TRA must be documented in the RPEQ certified load tables provided as part of the rolling stock and rolling stock certification process along with any restrictions. 7.3 Route Criteria General Route Criteria are those limits detailing the geographical boundaries that apply to where the train operates. Route criteria considered by a Rolling Stock Operator in its application for train route acceptance and considered during the interface risk assessment must include, but not be limited to, those factors listed in Appendix B Route Factors The approved route as detailed in ATT or TRA is subject to being covered by Nominated Network within the Access Agreement under which the ATT or TRA is to be provided under. Train services must either: 1. Comply with the requirements of Aurizon Network s safety standards SAF-STD SWK-NET Operational Route Manual and SAF-STD-0145-INF-NET Interface Standards; or 2. Have non-compliances with Aurizon Network s safety standards assessed during the development of the relevant Interface Risk Management Plan, and control measures determined, documented, implemented and monitored. ATT and TRA Process 8.1 General A Rolling Stock Operator may apply for an ATT or TRA when they have an Access Agreement or Interface Agreement in place with Aurizon Network, and have met the terms of the applicable agreement. 8.2 Application Requirements Rolling Stock Operators seeking an ATT or TRA must apply to Aurizon Network and must include full details of the proposed train service. The minimum requirements include: 1. Confirmation of executed Access Agreement or Interface Agreement. 2. Confirmation of approved Operating Plan containing the following Route Criteria: Origins and destinations; Proposed routes; Diversionary routes for regularly scheduled services; Movements to and from depots or workshops; Frequency of operation; movements to and from rail infrastructure not managed by Aurizon Network; Ad hoc movements if required. Train Criteria: Class or Classes of rolling stock to be used; Rolling stock configurations to be used; Communication systems; Operational life of train service; Maximum size of train (length and weight); Limitations of rolling stock (such as where rolling stock may be attached/ detached along the route); and Indicative recovery configurations. 3. Confirmation of executed Interface Risk Management Plan. 4. Confirmation of authorised Load Table. 5. Confirmation of authorised rolling stock certification certificate. 6. Confirmation of authorised rolling stock configuration certificate. It is acceptable to specify the rolling stock configurations generically, that is, a minimum or maximum number of a variety of rolling stock classes in any order if this aligns with the rolling stock configuration certificate and Load Table. All specified rolling stock classes must be as detailed in the applicable Access Agreement or Interface Agreement. The application for an ATT or TRA may be part of a conceptual operating plan or a feasibility access inquiry to Aurizon Network or any other form required by Aurizon Network. An ATT or TRA must be issued a minimum of seven (7) days prior to the Rolling Stock Operator submitting the Train Service into the weekly schedule (refer to Clause 8.5 for Incident Management and Clause 8.6 for Recovery of Defective Rolling Stock). 10 8.3 Day of Operations Requirements A Rolling Stock Operator must comply with the terms of the applicable Access Agreement and: 1. Ensure that no Train Service operates on rail infrastructure owned and/or managed by Aurizon Network without a current ATT or TRA unless approved under Clause 10.2; 2. Validate each Train Service as being compliant with the applicable ATT or TRA prior to commencing a Train Service; 3. Ensure a Train Service operates in accordance with the applicable ATT or TRA for its entire journey; and 4. Ensure that all relevant employees of the Rolling Stock Operator (including but not limited to the Rail Traffic Crew and day of operations staff) are aware of the conditions and/or restrictions applicable to the ATT or TRA. 8.4 ATT or TRA Amendments A Rolling Stock Operator that holds an ATT or TRA must advise Aurizon Network (in accordance with the applicable Access Agreement) as soon as is practicable, if: 1. Any change is required to the existing ATT or TRA prior to a Train Service operating; 2. Any Train Service is found to not comply with its ATT or TRA (including after despatch) and what term of the ATT or TRA is non-compliant; or 3. Any other change or concern that could affect the validity of the ATT or TRA, for a Train Service. 8.5 Incident Management a) Network Control is responsible for the coordination of emergency management response activities within the rail corridor. In an emergency, Rail Traffic Crew must immediately contact Network Control, describe the situation and the location, then listen carefully to and observe the Network Control Officer's instructions. b) When an incident involving Rail Traffic occurs, and it is necessary to clear a train or part thereof before repairs to the rolling stock or rail infrastructure can be completed, the train or part thereof may travel to the next available location as advised by Network Control, where it can be stabled, provided that: It is safe to move the train or part thereof; and Authority to move the train or part thereof has been given by Aurizon Network (which may include operational restrictions or other risk control measures). c) Should an incident occur while rail traffic is en route and the rail infrastructure condition has changed (e.g. fallen overhead electricity lines or, temporary route deviation), Aurizon Network will assess the infrastructure changes and any impact on the relevant Rolling Stock Operator s ATT or TRA and advise the Rail Traffic Crew and Rolling Stock Operator accordingly. 11 8.6 Recovery of Defective Rolling Stock General Where rolling stock becomes defective, the Rail Traffic Crew must immediately notify Network Control and the established response procedures outlined in the relevant Rolling Stock Operator s Access Agreement, as evidenced in the applicable Operating Plan, must be followed Locomotives and Other Rolling Stock Where rolling stock has a failed wheel set, bearing, axle, brake system, suspension, traction motor, or pantograph, the following requirements apply: The Rail Traffic Crew must not move the rolling stock until authorised by Network Control; and Network Control must not authorise the movement of the rolling stock until approval is given by the Rail Infrastructure Manager s nominated representative for such situations and this representative will advise whether it is safe to move the rolling stock under the specific fault conditions and if any operational restrictions must be applied. NOTE: When a piece of rollingstock has a failed axle, and it is proposed to lift the axle above the track, the rolling stock s weight is redistributed to the remaining axles. In some parts of the CQCN this action may result in a breach of the maximum permitted tonne axle load (TAL). 9. Register Aurizon Network must maintain an auditable register of all ATTs and TRAs that are issued. Network Safety Management System Page 11 of 14 Aurizon Network Pty Ltd ACN

12 10. ATT and TRA Auditing and Compliance 10.1 Rolling Stock Operator Requirements A Rolling Stock Operator must create and retain auditable records that confirms: 1. Compliance of each Train Service to an ATT and TRA; and 2. ATT and TRA requirements as detailed in Clause 8.2 upon which the ATT and TRA is based remain in force and current ATT and TRA Non-Compliance If a Train Service is identified en route to be non-compliant with the ATT or TRA under which it is operating, Aurizon Network will assess its non-compliance and the train service will be managed in accordance with the relevant Aurizon Network standards by Network Control with regard to the Rolling Stock Operator s operational requirements Consecutive ATT and/or TRA Operations It is permissible for one Train Service to operate under two consecutive ATTs or TRAs. That is, if a Rolling Stock Operator has an ATT or TRA that allows them to operate from Origin A to Destination B, and another ATT or TRA that allows them to operate from Origin B to Destination C, then the Rolling Stock Operator will be permitted to operate from Origin A to Destination C under consecutive ATTs or TRAs. 11. ATT and TRA Cancellation 11.1 Cancellation An ATT or TRA may be cancelled with immediate effect if: A Train Service becomes non-compliant with its ATT or TRA; An expiry time/date stamp applicable to a limitation or special condition has passed; A Train Service is withdrawn from service; or A Train Service no longer complies with the Application Requirements documentation provided (Clause 8.2). In all other cases, Aurizon Network will provide five (5) days notice to Rolling Stock Operators prior to cancelling ATTs and TRAs ATT or TRA Replacement If an ATT or TRA has been cancelled, and subsequently the cause of the cancellation has been rectified, a new ATT or TRA can be issued if all application requirements as detailed in Clause 8.2 can be confirmed. A cancelled ATT or TRA cannot be reissued with the same registration number. Network Safety Management System Page 12 of 14 Aurizon Network Pty Ltd ACN

13 Appendix A Train Criteria Factors Train criteria factors to be considered by a Rolling Stock Operator in its application for an ATT or TRA must include but not be limited to the following: rolling stock brake systems; rolling stock compatibility with the electrical traction system; rolling stock compatibility with the signalling system; train safety systems; maximum speed; forces on the track (including out-of-balance forces such as hammer blow or lateral forces induced by excessive buff or draft forces); static axle loads; rolling stock maintenance requirements; audible warning devices; communication systems and processes; compatibility with other Rolling Stock Operator s rolling stock (in an emergency); wheel profiles; draw-gear strength. Aurizon Network must advise the Rolling Stock Operators of the train criteria relevant to proposed train services. Network Safety Management System Page 13 of 14 Aurizon Network Pty Ltd ACN

14 Appendix B Route Criteria Factors Route criteria factors to be considered by a Rolling Stock Operator in its application for an ATT or TRA must include but not be limited to the following: train brake systems and stopping distances; rolling stock compatibility with the electrical traction system (including pantograph separation and generation of harmonics); rolling stock compatibility with the signalling system; train safety systems; allowable rolling stock outline; allowable loading outline; allowable axle loads; grades and the ability of the train to stop, hold and start; train marshalling; length of crossing loops; facilities for passengers; facilities for emergency detraining (Rail Traffic Crew and passengers); facilities for freight handling; detection and/or removal of overloads; contamination of ballast (e.g. oil, fuel, ashes, load spillage); safeworking system; communication systems and processes; locomotive load tables; loading security; dangerous goods; speed of trains; draft and buff forces; track standards (for example - rail profile and hardness, longitudinal resistance to train braking forces, rail gauge, maintenance tolerances); track curve and cant; operation of signalling / track circuits; ability to maintain train path; train handling (risk of derailment); legislative requirements; noise; environment; water quality; waste management; air pollution; rolling stock limitations.
