3 page DORINGBAAI (population: ) (IDP ) SPATIAL ANALYSIS, see Figures Sub-regional location Situated on the West Coast approximately 8kms south of Strandfontein (tar road), a second home holiday settlement and 36kms north of Lamberts Bay (gravel road), also a fishing harbour with associated small scale tourism including a hotel; Vredendal is approx. 50kms inland by tar road via Strandfontein (R362); Unlike its nearest neighbour Strandfontein, which is almost exclusively a seasonal tourist town with a very small business component, Doringbaai originally developed in response to a local economic opportunity activity, fishing. This activity was dominated by a single fishing company which closed its operations here some years ago; The location of Doringbaai and its harbour is one of the safest on the West Coast. It is intended to upgrade the existing slip way for launching small fishing boats and ski-boats; The surrounding natural environment has a particular tourism appeal which some residents take advantage of with B&Bs and self-catering accommodation; The Sishen-Saldana railway line is located to the east of Doringbaai; There is also an abalone farm situated within the existing structures and an existing hiking trail along the coastline between Doringbaau and Strandfontein; and, The sub-regional micro-climate and soil conditions have given rise to other economic activities such as vineyards that have been planted near Strandfontein and a winery established in the existing structures of the harbour sheds at Doringbaai. This has created further tourist attractions: - a restaurant run as a community project; and, - and a separate wine tasting facility. Layout pattern The settlement has a relatively compact layout within an 800m radius of the central intersection on the R362; It has a linear form along the R362 from the north which links directly into Kerk Street through Doringbaai south; The main public buildings, including churches and the primary school, are located along this route; A triangle is formed by Hawe and Snoek Streets and the R362. The apex of this triangle links to the harbour complex buildings with the lighthouse on the western tip of the rocky headland; and, The settlement comprises a series of small township extensions two of which, one to the north and one to the south, are still undeveloped. Urban quality Generally, the residential buildings create a functional urban space with little obvious style or character; The complex of harbour buildings, although also simple in design, is clustered together; A palm tree boulevard along Kerk Street and the R362 was planted and sidewalks and roadway upgraded; and, A more distinctive character occurs when the settlement is viewed from its north and south gateway routes; The lighthouse, tall Norfolk pines, church towers and steeples create an unusual vertical urban scape; Challenges and potential Relatively isolated location at the end of the R362 tar road via Strandfontein; Routes to the south that create round trips linking directly to Cape Town are all gravel up until Lamberts Bay; Identify available land for expansion of current abalone farm; Identify public access areas to the beach; Current urban appearance could be improved by building on local existing community greening initiatives; The approximate position of the development management line is indicated in Figure The exact location of this setback line will be determined by a separate study; Identification of picnic areas and the Pebble and Tile Project ; and, The dramatic coastline, harbor, restaurant, abalone farm, hiking trail and history contribute to the uniqueness and economy of Doringbaai. 6 page DORINGBAAI DRAFT SPATIAL DEVELOPMENT FRAMEWORK, see Figures and General: Promote Doringbaai as a new coastal tourism node of provincial important that differentiates itself from other coastal nodes in that it has an interesting and authentic heritage, including a residential community with strong historic fishing roots and new and exciting enterprises in the form of the abalone farm, winery, restaurant and tourism activities Core landscape areas Notes Strengthen and extend tree boulevard into harbour area depending on whether suitable hardy tree species are available for this micro-climate Urban Development Notes Promote and investigate ways to incentivize development of existing approved, vacant erven; and, These New Development Areas on coastal land are not determined by land requirements to accommodate an existing housing backlog nor future growth, but rather as an economic development opportunity. Fryers Cove winery and restaurant in recycled harbour buildings Heritage Areas Notes There appears to be little urban development of historic value and merit. However, the harbour precinct offers potential for a high quality environment with many of the qualities that make heritage precincts sought after as interesting and comfortable living environments; and, This can be promoted through the Urban Design Framework and Guidelines proposed below Urban Restructuring Notes Due to its already compact nature, Doringbaai does not require the level of urban restructuring needed by other larger settlements to promote integration; However, the harbour precinct represents a major urban development opportunity. The development of the town and the harbour precinct should be guided by an urban design framework and guidelines that will help realise its potential as a lively and interesting tourism node offering a wide range of activities including entertainment as well as residential accommodation; This framework should include urban design, architecture, landscaping and engineering design guidelines; Kerk Street from the south and R362 from the north should link into this urban design framework as to ensure that redevelopment benefits can be shared equally throughout the settlement; Local economic development should be promoted by means of abalone farming, pebble project and tourism; and, Alignment of the development management line to be determined especially around harbour area.
