4 Higher Education in the Arab World: a quick glance General Facts: There are (309) 309) universities in the Arab World: World: Private). 5 Most universities are unable to absorb the growing numbers, either in terms of facilities or faculty, and this affects the quality of HE and graduates negatively. negatively. Mostly, universities rely on governmental funding which is considered low and insufficient insufficient.. Scientific Research in the Arab World is still poor, including contributions for scientific articles, publications, registered patents patents etc. etc.

6 However things are set in the right way within the current reforming agenda of HE in the Arab World Reform in education within the Arab World triggers governments commitment to start prompt and actual reforming of the HE system to have: a (quality), (knowledge-based economy), (demand driven), (marketable), (business, industrial and technology oriented), (relevant) and (responsive) Higher Education programs. Graduates are equipped with marketmarket-aligned skills and knowledge fit into labor markets and contribute positively to the national and regional sustainable socio-economic comprehensive development.

10 Growing Demand on Higher Education CHALLENGES A Annual increase rate in Jordan are among the highest in the World. 11 CHALLENGES A Technical Education Many traditional and doubled programs throughout Universities & CCs. Disregard of labor market demand making allocating jobs for graduates very hard & leave many jobs for emigrants Governance 11 Curriculum & Training Labor Market & partnership with stakeholders Weak linkages with labor market in terms of Partnership & Technical Skills needed.

12 Reforming Actions The Ministry is approaching different strategies: i) to encourage students to enrol into Technical Education Programs and at the same time ii) to reduce the burden of students increasing influx towards universities.thus: 1) (2000) grants are allocated for needy students who are heading to CC to be enrolled in technical or polytechnic paths. 2) Unemployable programs of humanities & social sciences at CCs are being gradually dried or closed. 3) The Ministry s regulations have been established to: to: create a unit within the Ministry that will provide oversight and direction to the technical colleges in Jordan. allow universities to open new technical or applied programs.

13 CHALLENGES University Finance : instability & limited resources Governmental support Other financial resources 13 Fluctuation and mostly dwindling financial government support. of Universities reliance on the governmental financing coincided with inability to raise the tuition fees. (fees cover less than 30% of the total cost of each student). As a result: Increasing budget deficit and debts : Hinder the implementation process of their strategic plans,

14 Reforming Actions Gaining government s support and commitment to pay universities debts and secure the sufficient financial support on a stable basis for the coming 3 years. years

15 CHALLENGES Student Financial Aid Disparity between Jordanian families who can afford education cost. Expansion of the economic & social gap in Jordanian society among generations. Grants Scholarships 15 As a result: Poor students are obliged to enroll into low fees programs which are usually humanities and social sciences, and these are the most unemployable programs.

16 Reforming Actions The Ministry is currently running the program of Student Aid Fund where: 28,000 students were benefited in the year new procedures are running now to increase the bulk of eligible beneficiary students up to 40,000 this year.

17 CHALLENGES Students to Faculty Ratios Dropout of faculty members to the Gulf & other European countries. PhD Scholarships Incentives 17 Student to Faculty Ratios are not aligned with the international standards.

18 Reforming Actions 1) The Ministry has started a yearly program to cover the cost of up to 100 M.A teaching staff to get a PhD Degree from prestigious universities. This project aims to reform the faculty students ratio to be aligned with the international Accreditation standards. 2) A revised salary structure for all faculty staff will be adopted starting from this year (2013) where financial benefits would be formulated in a more attractive structure that motivates staff commitment.

19 CHALLENGES Quality Assurance Reforming university curricula in line with the requirements of the knowledge economy. Development of Study Plans, Teaching and Learning and Scientific Research Responding to the national needs, and enhancing regional and global competitiveness and keep in line with international standards and best practices.

21 Jordan & European Union Fields of Cooperation within the Higher Education Sector Jordan-EU Higher Education Cooperation covered wide Jordanrange of programs in the fields of : Finance, Renewable Energy, University Evaluation, Nursing, University Management, Education & Teachers Training, Information Technology, Internet Technology, Integrated Water Resources, QA, Biomedical Engineering, Curricula& Teaching Methods, Staff Development, etc. etc. under Tempus Program, Erasmus Mundus, and the 7th framework programm for research and technological development ( FP FP77)

22 Moreover The Ministry adopted the Bologna Process as an applicable tool of Certificate Equivalency of non Jordanian Higher Education Institutions. This aims at: at: a) unifying the accreditation process of degrees under a wide umbrella and b) encourages, as a result, the mobilization of students and teaching staff. The Ministry along with many Jordanian Universities is also engaging right now in Barcelona in the EQUAM Program Enhancing Quality Assurance Management That aims at: at: maintaining a quality higher education among generations through operating within enhanced infrastructure that adopts the effective processes as well as applications applications..

23 Proposal for the Future Establishing an advanced polytechnic institutions in Jordan would reflect positively on all parties as: as: Such project would minimize the burden of students increasing influx on Jordanian Universities. 24 5. It will be of great advantage to EU countries to replace illegal unskilled labours with highly skilled legal technicians. technicians. The trainees will be introduced to the European Community and shall gain its cultural diversity, working ethics and ideological tolerance.. tolerance Living in free opened community with good education and reasonable income would be the most effective ways to keep youth away from extremism. Such institute will attract thousands of students from different Arab countries in the region. The plan will create lasting ties of understanding and mutual benefits between the EU people and the people of the region region..
