7 Social vulnerability Refers to individual characteristics of people and to their living conditions (knowledge, access to resources, etc.) people's differential incapacity to deal with hazards, based on the position of the groups and individuals within both the physical and social worlds (Clark et al., 1998) 7

8 Social vulnerability Assessment methods have been developed: Community-based surveys Census data analysis But: traditional methods have deficits: lack efficiency (cost and time) cover only small areas or are not too detailed repetition rate is very low 8

9 Possible solution: Use of remote sensing data Remote sensing & GIS already used in disaster management: hazard assessment & prediction, damage assessment, physical vulnerability assessment Why not use it for social vulnerability assessment? 9

10 Physical proxies for social vulnerability How can a satellite image give information about social vulnerability? Identify which of the existing indicators for social vulnerability have a spatial expression ( physical proxies) (Proxy: variable that may not be of great interest in itself, but from which other variables of interest can be derived) 10

11 Use of proxies Proxies are frequently used in disaster research (e.g. building height for flood vulnerability; flood plain for flood hazard; densely spaced, small housing units - slums) So far not in SV But, strong link between social and physical conditions (Rashed & Weeks, 2003; Wu, 2002) Especially strong in less developed countries A number of proxies useful for SV assessment (Cutter et al., 2003), some of which have physical expression 11

22 Validation Assessment against SV calculated with census data, using a stepwise regression model: Explanatory variables: physical proxies Dependent variable: social vulnerability index (SVI) from census data (based on 7 census variables available for Tegucigalpa) 22

23 Physical proxies from satellite data vs. Vulnerability scores from census data 23

24 Validation results Physical proxies explained almost 60 % of the variation of the SVI Thus may be of use for the assessment of social vulnerability Nevertheless, individual characteristics do still need to be investigated during field surveys or by the analysis of auxiliary data BUT: this is also necessary for community- and census-based methods 24

28 Benefits Frequent assessment of social vulnerability using data mining can contribute to improved risk assessment Analysis of satellite data is more efficient in terms of cost and time than traditional approaches Satellite data are more widely and frequently available than census data and data from field surveys Rapidly changing indicators such as settlement development and settlement characteristics can well be assessed using satellite data 28

29 Limitations - data Quickbird: Many details visible Building material and road quality can be identified well Only small area is covered Expensive Quickbird ResourceSat 29

30 IRSP-6: Large area covered Distinction between urban and rural areas Mapping of settlement area has to be tested Texture measures applicable, spatial metric have to be tried Less expensive than Quickbird Not too detailed 30

31 Limitations Social vulnerability is always locationand hazard dependent Hence all proxies have to be chosen and evaluated accordingly (also true though for traditional methods) Personal characteristics are important, but can t be mapped with geodata Thus way forward is an integration of RS and field based methods 31
