4 What is Asset Management? Asset management focuses on business and engineering practices for resource allocation and utilization with the objective of better decision making based on quality information and carefully considered objectives.

5 What is the influence of MAP-21? State DOTs and Transit Agencies receiving federal funding o Develop and Implement Asset Management Plans MAP-21 Requirements Each State is required to develop a risk-based asset management plan for the National Highway System (NHS) to improve or preserve the condition of the assets and the performance of the system. (23 U.S.C. 119(e)(1), MAP )

10 Analysis Use analytic models that predict the rate of future change in condition or performance, enabling the agency to forecast future infrastructure needs.

11 Existing Level-of-Service What is its remaining useful life? What are other states around the nation doing? What is MoDOT doing?

13 Prioritization Use decision rules or procedures for applying treatments or actions to maintain, preserve, rehabilitate, replace, or expand transportation infrastructure, with analytic models of resulting costs, benefits, and other impacts including an emphasis on a preservation-based approach to strategy implementation.

14 Life Cycle Plan Costs tracked/identify areas needing attention: o procurement, implementation, operation, maintenance and disposal (lifecycle) Using net present values, asset strategy scenarios compared relative to available funding to determine the optimum strategy o renewal vs. replacement. Cost tracking - used to set budgets to achieve desired level of asset performance.

15 Risk Management Plan Criticality of each asset identified to determine best use of agency resources. Focus placed on assets key to the mission of the agency. Risk wrt regulation must be mitigated through effective management of assets.
